Role of Education, Training and Adult training program for Innovation, Entrepreneurship We all know this! Education is at the heart of social and economic progress. Economic and social prosperity in the 21st century depend on the ability of nations to educate all members of their societies to be prepared to thrive in a rapidly changing world. Need to promote the global innovation society by developing and integrating all three elements of the "knowledge triangle" (education, research and innovation), by investing fully in people, skills and research, and by supporting modernization of education systems to become more relevant to the needs of a global knowledge-based economy. Education, the enhancement of skills, and the generation of new ideas (innovation) are essential to the development of human capital and are key engines of economic growth, drivers of market productivity, and sources of cohesion for all nations. Knowledge-based economies require innovative education systems and reliable, transparent, and non-discriminatory legal, regulatory, and policy frameworks. And above all should offer a strong protection of intellectual property rights, supporting research, development, and investment, and providing incentives that favor innovation and hence fosters entrepreneurship

How to integrate the linkages? Education Reforms Modify UGC Act to permit private, for profit entities (Indian and/or foreign) to set up universities with a flexibility to design syllabus, set up capacity, set fees and faculty pay. Set up a public private body with transparent criteria to assess the performance of such universities Create dynamic linkage between skill definition, curriculum design, and assessment

How to integrate the linkages? Support finishing school concepts and create easy Access for higher education Support finishing schools that impart soft skills, language training to increase the employable talent pool/ increase the outreach ability of individuals Improve access of students to fund their studies Mandate banks to increase limit of student loans Mandate banks to disburse student loans even for graduate and higher programs Reinstate income tax exemptions on repayment of student loans (to include principal, apart from interest) and enhance limit to Rs 150,000 for students who report annual income below Rs 25,00,000 per annum post employment Undertake massive expansion of higher education system with constant curriculum updating, including soft-skills

How to integrate the linkages? Creation of R&D labs and liberal policies Create a government fund to give grants to SMEs to cover the full cost of filing global patents Kick-start the professional angel/seed-funding movement in India by providing appropriate fiscal incentives Promote the concept of integrated R&D lab Partnership between Government, industry and academia Such labs will be treated as infrastructure and will be provided a 10 year tax holiday and concessional funding from financial institutions and bank Such labs will be given permission to be set up under a single window clearance Move research back to universities Increase the number and quality of PGs and PHDs Tackle the issue of compensation

How to integrate the linkages? Sustain Competitiveness Enlarge talent pool and ensure quality Review industry-government interface to reduce delays, paper work and cost of doing business Ensure a tax and fiscal regime that affects investments, vis-à-vis other countries Encourage start-ups through appropriate fiscal/tax incentives
