COMMITTEE MATTERS Apologes Apologes were receved from Mrs N Wgman. Declaraton of nterests There were no declaratons of nterests made by those present, fnancal or otherwse, n any tem on the agenda. Mnutes of last meetng 7 June 2017 Mr Course hghlghted a couple of spellng errors on page 5 of the mnutes. The mnutes of the meetng held on 7 June 2017 were agreed as an accurate record and sgned. v Matters arsng All actons from the prevous meetng were completed. Mrs Cross-Durrant rased a queston over the Marketng Strategy and who actually was responsble for montorng the strategy. Dr Edrch responded by sayng the strategy s montored by the SMT. v Standards Commttee Terms of Reference It was felt that a further strengthenng of the wordng at tem 4, should reflect the nvtaton to other members of staff to enable them to delver specfc brefngs. An amendment was agreed; Other members of staff should be nvted when requred to delver specfc tems on the agenda. Mrs Cross-Durrant enqured whether the term montor progress aganst targets should be added to tem 2. It was agreed that ths amendment should be added to the dutes of the Commttee. It was agreed to strengthen the wordng of tem 2.2.2 to nclude focusng on ts mpact and effectveness 1. Ths amendment was agreed by the Commttee. 1

The Kte mark date for the College House Ofsted nspecton should be updated to read 2017. College Qualty Top Level Target Key Performance Indcators (KPIs) Mr Course explaned that the KPIs needed to be revewed and agreed by the Commttee. Mr Cox explaned that the KPIs n ths document had attempted to ratonalse the stuaton; to mprove by one grade per year and be at a certan agreed level above the natonal averages. The Commttee focused on Functonal Sklls achevement for Englsh and asked whether ths was acceptable. A queston was rased over the aspraton to mprove by one grade per year and whether ths was achevable n all currculum areas. It was felt that wth the peaks and troughs n attanment and the dsparty n the number of students, ths mght make ths aspraton dffcult to acheve. It was agreed that the percentage fgure should be annotated n the natonal achevement rate and the pro-acheve rate columns, to allow for a comparator to be used. Mr Cox sad that he update the DfE performance tables by updatng the College KPI and would delver them to the next meetng of the commttee n February. Governors also noted that the 2016/17 natonal averages needed to be ncluded for the next the next meetng. Mr Cox sad that unfortunately ths data would not be released untl March 2018 at the earlest. Governors revewed and approved the amended Standards Commttee Operaton and Terms of Reference ncludng the ncluson of the KPI document. v Governance SAR 2016/17 The Clerk explaned that ths was fnal verson of the Governance SAR, whch had been through an ntal nternal moderaton panel and had now been ncluded n the overall College 2016/17 SAR as part of overarchng SAR for Leadershp and Management. Governors felt that there was lttle n the revew on core busness and acknowledgment of Governance responsblty for Teachng and Learnng. It was felt that the SAR was very procedural and there was a need for more evdence and clarfcaton of outcomes and effectveness of the Board. SS.17.17 The Commttee asked that the Clerk lase wth Mrs Cross-Durrant to further strengthen and consoldate the SAR before t goes to the moderaton panel for Leadershp and Management and ultmately to the full Board n December. /ACD GOVERNORS MONTHLY REPORT Matters arsng Dr Edrch reported that the producton of the October report had been delayed because the SMT wanted to nclude the most up-to-date KPI document wthn t. The report should be ready for delvery n the comng days. There were no other matters of nterest noted n the Governors Monthly Report, August/September 2017. 2

SS.18.17 TO RECEIVE SAR grades for Currculum and Support Servces 2016/17 Mr Cox provded Governors wth an overvew of the report showng the three-year trend for the College s currculum and support servce areas. He confrmed that the destnaton data for Careers and Work experence marked TBC would be avalable durng the followng week. A queston was rased by Mr Course regardng the Support Servces area and why these areas had not been externally moderated. Mr Cox responded by sayng that ths had been custom practse n the past, but he felt that n the future perhaps moderaton of key areas lke Careers and Work experence and IAG mght be a change that needed to take place. Governors agreed to ths ntatve to put n place for 2017/18. Governors rased on-gong concerns over Computer Scence. Dr Edrch sad that ths area had been mpacted on by a shortage and a lack of contnuty of sutable staff. She sad that ths would be a prorty to rectfy n the very near future. Governors receved the Currculum and Support Servces SAR grades 2016/17. New Red Alert Courses 2017/18 Mr Goddard reported that eleven classroom based learnng ams had been dentfed as new Red Alerts, amountng to 226 students beng affected, approxmately 0.06% of the total College student cohort populaton. He sad that three of the qualfcatons, one under Care and two under Computer Scence had been superseded by a new qualfcaton. Four qualfcaton ams that are classfed as Red alert for 2017/18 also featured n the 2016/17 report. Mr Course made note of the change to the classfcaton, whch dentfes a red alert course. Mr Cox explaned the ratonale behnd the alteraton to the classfcaton crtera and Governors agreed to ths change. Mr Phelps gave an overvew, reportng the headlnes from wthn the report and statng that eght Workng Place Learnng ams, all wthn the Partnershp area had been dentfed as Red Alerts. He contnued by makng Governors aware of the fact that of the eght areas dentfed, seven areas were lnked wth three provders. He went on to clarfy that the legacy s wthn the results, but that the poston could stll be recovered wthn year. He confrmed that the learners had been dsplaced and actvely assgned wth another provder. Governors receved the New Red Alert Courses 2017/18. Red Alert Fnal Report 2016/17 Mrs Cross-Durrant began by askng that f t were possble, could the natonal average data be made avalable at the next meetng as an ade to comparson, as at the moment the comparson was wth data from 2015/16. Mr Cox confrmed that f released ths would be possble. Governors revewed the data. An observaton was made wth regards to apprentceshps data, askng that the June 17 column headng, should read fnal. Governors receved the Red alert report 2016/17. 3

v Englsh and maths report Mrs Cross-Durrant focused on the large dscrepancy n qualfcaton starts between 2015/16 and 2016/17 and asked for some clarfcaton. Mr Goddard explaned that ths was because students wth D and E grades had been put n for ther GCSEs last year, producng a sgnfcant ncrease n the amount of learners for 2015/16, and therefore producng a sgnfcant mpact on the C grades. Governors receved the Englsh and maths report November 2017. v Teachng, Learnng and Assessment report Mr Cox brefly explaned the concept behnd the settng up of the Teachng and Learnng Coaches and how the process worked n realty, gvng feedback on the observatons made and the RAG rated support process. Mr Cox drew Governors attenton to the expected outcomes relatng to the objectve to upskll tutors and assessors n order to delver excellent teachng, learnng and assessment. Further dscusson followed focusng on the followng areas: Cultural change Ethos Contnued development usng nurture and support Learnng support and ts use wthn the classroom, mxed groups/fundng Governors receved the Teachng, Learnng and Assessment report. v Qualty Improvement Plan (QIP) 2016/17 fnal report Mr Johnson asked for clarfcaton over the dates dentfed as completon on the QIP 2016/ 17, Objectve 3. Mrs Cross-Durrant asked for clarfcaton over the statement Attendance for Englsh and mathematcs sessons to match professonal/techncal attendance (College KPI 85%) and f a reason for ths poor attendance had ever been dscovered. Mr Goddard felt that the man reason for last years poor attendance was due to the practce of nvolvng students wth E and D grades to do GCSEs, they dd not apprecate the relevance or the contextualzaton. It was proposed that the current QIP for the present academc year 2017/18 be brought to the next meetng of the Standards Commttee. Mr Course and Mr Cox would agree the lmt of ths and whether an ntroductory exercse would be more approprate. The proposal was agreed by the Commttee. /JC Governors receved the Qualty Improvement Plan (QIP) 2016/17 fnal report. SS.19.17 TO APPROVE,, v HE SAR/HE QIP/HEFCE Governor declaraton Mr Cox reported that the College had to report satsfactory oversght by the 1 st December 2017. Mr Cox wanted Governors to understand that ths was a good news story for the Commttee to receve. He went onto say that the QAA report was the result of a two day nspecton and s a self evaluaton document wth 130 appendces, whch have been extracted nto the HE SAR, whch was the document presented for approval. He sad the draft QAA report formed the rounded judgement about HE provson at Eastlegh College as wth confdence, whch s the hghest of the three grades the QAA can award. 4

Mr Course sad that the College should be congratulated on the achevement rates that have mproved sgnfcantly snce 2014/15 and are 2% above the GfE natonal average. a. Governors approved the HE SAR. b. Governors approved the HE QIP. c. Governors approved the HEFCE Governor declaraton. The Chef Executve and Prncpal was gven permsson to sgn the HEFCE Governor declaraton post meetng., v QAA Revew Letter/ QAA Revew report Mr Cox ad that there was not much more to add to the documents, however he dd make Governors aware of the QAA emphass on consumer protecton, reportng that many colleges had fallen down on ths aspect (CMA requrements). He was pleased to report that Eastlegh College had come through ths aspect wth very good health. a. Governors approved the QAA Revew Letter. b. Governors approved the QAA Revew Report. Dr Edrch made menton of the hard work that Sarah Dowlng (PA to the Senor Management Team) had undertaken to comple the documents for the QAA qualty revew of the College. She explaned that all of the 118 evdental references requred explanaton text, together wth cross-references and collated nto one document. She felt that ths work should be offcal recognsed. Mr Course proposed, seconded by Mrs Cross-Durrant that Mss Dowlng should receve a bg thank you from the Board and the College for all her hard work n ths revew. Ths proposal was agreed unanmously by the Commttee.
