AGENDA March 22 2011 4 4 CATEGORY Consent DEPT Fire Department CITY OFMOUNTAIN VIEW TITLE Acceptance Firefighters of the Assistance to Grant AFG Funds RECOMMENDATION 1 Accept 234 739 in grant funding from the Department of Homeland Security Assistance to Firefighters Grant to purchase fifty 50 Self Contained Breathing Apparatus and nineteen 19 face pieces 2 Authorize a budget adjustment in the amount of 234 739 for the acceptance and expenditure of the grant funds and authorize the City Manager to execute any required agreements Five votes required FISCAL IMPACT The grant award will cover eighty percent 80 of the total amount and the City is required to provide 58 685 which is a twenty percent 20 matching fund and has been budgeted in Fiscal Year 2010 11 BACKGROUND AND ANALYSIS On May 28 2010 the Fire Department submitted a grant application to the U S Department of Homeland Security DHS Assistance to Firefighters Grant AFG for funding to replace fifty 50 Self Contained Breathing Apparatus SCBA and nineteen 19 SCBA face pieces On February 24 2011 staff was notified that the Mountain View Fire Department was awarded a grant for 234 739 for the specific purpose to purchase fifty 50 SCBAs and nineteen 19 SCBA face pieces Attachment 1 The grant award of 234 739 and the City s twenty percent 20 matching portion of 58 685 brings the project total to 293 424 An SCBA consists of a back assembly face piece and a composite cylinder Our current inventories of SCBAs were purchased in 1999 and are 1997 NFPA compliant and with the regular use of the equipment which is not under warranty the equipment is in constant need for repair The purchase of new SCBAs will ensure that all our SCBAs are up to the NFPA 2007 standard or better and given the old age of our current SCBAs the cost associated with maintenance and part replacement will be significantly reduced In addition the new technology will ensure that our Firefighters have access to the finest available safety equipment
