Asia Pacific Regional Conference Manila 2018 01 Opening message from IFRC Asia Pacific and IFRC Middle East North Africa Regional Directors Dear colleagues, It is our pleasure to share with you the second Asia Pacific Regional Conference bulletin. In this issue you will find information about the upcoming Youth Forum, which is an exciting platform for our energetic, innovative and passionate youth leaders, as well as some of the youth activities within the region. We bring you news about the conference working groups and how you can be involved in them. We re also calling for financial contributions to make this event a success. Asia Pacific Regional Conference Manila 2018 02 Attention young humanitarians! The upcoming Youth Forum, happening this November on day one of the Regional Conference, will provide a great opportunity for youth leaders who are hungry to be prepared and challenged, and to engage fully, collectively and purposefully to bring positive changes to the world. On the second day of the conference, the Youth will run a plenary session, where participants can look forward to be inspired with the voice, enthusiasm, and ideas that also aim to inspire the different working groups during the conference. To better prepare youth participants before the Regional Conference, there will be another youth gathering to share ideas, discuss challenges and strengthen their friendship the 3rd Asia Pacific Youth Summit. Rather than presenting a wide-range declaration, this engagement with the youth throughout the Regional Conference aims to re-function and strengthen the youth networks, and develop more concrete, tangible actions that youth leaders can take in their own National Societies to address the humanitarian challenges under the respective context of Asia Pacific and Middle East region. The Youth Forum and the Youth Summit will: Inspire youth leaders to become advocates and agents for change in their National Societies and communities; Empower youth leaders to proactively promote youth-led actions in their National Societies; Connect youth leaders with their peers and National Societies leadership that may aid them in becoming the change they wish to see ; and Serve youth with leadership opportunities that will encourage them to achieve their highest goals and potential. Things to look out for: Start your innovation engines! The Asia Pacific Social Innovation Youth Challenge, a prototyping and design pitch under the overarching theme of the regional conference, will be held during the Youth Forum. The youth participants will 1) acknowledge thematic areas of the Regional Conference and gaps in these areas, 2) identify a key problem to be addressed, 3) brainstorm possible solutions, 4) prototype a project, 5) present their project, and 6) the best project selected among the youth participants will be pitched to National Societies leaders at the closing of the Youth Forum. Asia Pacific Regional Conference Manila 2018 06 Letter from Elhadj As Sy, Secretary General of the International Federation of Red Cross and Red Crescent Societies On 5 June 2018, the IFRC Secretary General wrote to all presidents and secretaries general to share news about the conference and seek financial support for the conference and the preceding 10th Asia Paciific Regional Conference Youth Forum, which together have a budget of 920,000 Swiss francs.

Asia Pacific Regional Conference Manila 2018 08 Following the letter from the IFRC Secretary General of 5 June 2018, calling for participation and support to the 10th Asia Pacific Regional Conference, we would like to sincerely thank the Spanish Red Cross for the first contribution to the Conference budget. Our collective special thanks go to the Philippine Red Cross, having managed to have the opening gala dinner covered from in-country contributions and for seeking to recover additional budgetlines through domestic fundraising. We encourage our partners to continue to contribute to the budget, as financial support is needed well in advance to secure the necessary arrangements and take advantage of reduced rates when possible. Asia Pacific Regional Conference Manila 2018 09 Our Organising Committee The organising committee met for the second time on 5 and 6 June in Manila, hosted by the Chairman and Secretary General of the Philippine Red Cross, this time bringing them together with the President of the Palestinian Red Crescent, a representative from the Red Cross Society of China and the responsible Secretariat colleagues from Geneva, Manila, Beirut and Kuala Lumpur. The main topics were the preparations for the planning committee (happening 25 June in Geneva), the draft report from the Beijing call for Innovation, the youth summit, the revised budget and the fundraising plan, as well as the preparation of the working groups and workshops. Getting Prepared for the working groups and workshops Background papers for the nine working groups and four workshops of the regional conference are under preparation. Working modality of working groups Each of the three thematic working groups will have a thematic lead facilitator from the IFRC secretariat. This person will provide guidance and support to the conformation of working groups. Each of the working groups will be composed of at least five National Societies representatives from Asia Pacific and the Middle East regions, in addition to a member of the youth and a Federation staff member. Working groups will avoid talk shows at the conference and will put emphasis on practical and tangible products that will benefit National Societies in their future use. Prior to and during the regional conference, working groups will ensure that presenters will provide solid examples on HOW to implement, and HOW to measure results and contributions. This can be done by using, for example, campaigns, products, educational games or initiatives that can be easily multiplied, and videos or stories that can be utilised. The working groups will meet via virtual technology in the majority of cases. They are responsible for the development of substance documents that will be one of the outcomes of the regional conference. The substance information will be of maximum four pages written in Arial 12-point size. Working groups are also responsible for organizing the logistics of the events. This includes the drafting of a concept note for the regional conference.
Asia Pacific Regional Conference Manila 2018 10 Workshops: In addition to the working groups, the regional conference will have four workshops that will be organised by National Societies and the Federation. Each workshop will serve as an opportunity to acquire new learning and is expected to be educational in nature. The workshops will serve to enhance knowledge and skills on strategic areas of the Federation. The actual presentations within the working groups and during the regional conference will help National Societies to adapt them in their own context. The workshops will serve as a learning opportunity. All of the above efforts will contribute to the final outcome of the conference. In summary, the substance information produced by the working groups prior to the regional conference will serve as technical documents for the conference. As a first step, the IFRC secretariat colleagues from Middle East and North Africa and Asia Pacific regional offices are working in teams to prepare initial drafts. These draft background papers are designed to describe the current situation and context of the topics, and connect them to National Societies and IFRC action, trends, policies and strategies. As a next step, National Societies will be invited to join the teams and further develop the content of these papers. The second and more substantive drafts should be available by mid-september. The two deputy directors and heads of Country Cluster Support Teams and Country Offices will connect with all Asia Pacific, Middle East and Gulf National Societies to seek your participation.
