Website: www.mow.thai.net Dr. Chularat Tanprasert, the representative of the Director of Thailand s National Electronics and Computer Technology Center (NECTEC) has now established the Thai National Committee on Memory of the World s Website. Structure of the Committee and any subsidiary bodies The Thai National Committee on Memory of The World Programme of UNESCO, The 1 st Thai National Committee on Memory of the World Programme of UNESCO was appointed by the Minister of Education upon the approval of the Cabinet in 1996 and was placed under the Thai National Commission for UNESCO, Ministry of Education. Present Committee was appointed by the Minister of Education upon the approval of the Cabinet on 30 th January 2015. 5. Statutes and the terms of reference of the committee The current Thai National Committee on Memory of the World Programme of the Thai National Commission for UNESCO was appointed by the Minister of Education on 30 th January 2015 upon the approval of the Thai Cabinet on 30 th January 2015. Duties 1. To prepare policy, plan, project and standards for the preparation of nominations of Thai significance documents; 2. To collaborate with government offices and private bodies to form the potential network; 3. To collaborate with government offices and private bodies to select the high potential documents according UNESCO and Thai standards; 4. To prepare the nominations to UNESCO MOW for consideration 5. To organize activities to arouse the appreciation, preservation and promotion of important documents; 6. To cooperate closely with the UNESCO MOW International Advisory Committee and the UNESCO Memory of the World Programme for Asia-Pacific (MOWCAP); 7. To appoint sub committees as necessary; 8. To work on other related issues. 6. Fundamental resources for year 2015 Thai National Commission for UNESCO, Bureau of International Cooperation Ministry of Education Fine Arts Department, Ministry of Culture 7. Activities and achievement for the year 2014-2015 7.1 The Committee Monthly Meetings. During 2015 there were 12 monthly Committee meetings. The meetings had considered many aspects of the MOW programme not only the programme in Thailand but also MOW and MOWCAP e.g. 4

planning; selection of documents; preservation of Thai memory of the world items; preparation of nomination forms; promotion of world heritage documents etc. 7.2 The 9 th Working Seminar of the Sub Committee on the Memory of the World National Register. This Working Seminar took place in Chiang Mai, Northern Thailand during 17-18 March 2014. There were about 150 participants.participants received information on the MOW programme, the preparation of nomination forms. They considered value of documents: Palm leaves of Kruba Kanjana Aranyavasi Mahathera Wat Sung Men, the land passport of Dr. Samuel Renolds House, Local history from the Colophon: a case study of Wat Saimun in Chiangmai and Wat Ton Kaew Lumpoon, Record of Prakru Sriwiratwachirapanya Chief monk of Payao, Ancient Mon Haripunjaya Inscriptions, Anachaklakkham Local Law of Nan; Old picture collection of the Nimmanhemindra Family and Local Legend Memoir and Intelligence on Muang Yong etc. 7.3 The 10 th Working Seminar of the Sub Committee on the Memory of the World National Register at Hadyai, Songkla Province. During the workshop the evaluation of important documents had been made e.g. Old pictures on Songkhla memory, Old picture in the collection of Queen Sirikit National Archives Songkhla Province, The Archive on Geological Mining of South Western Thailand, Satingpra Penninsular s Map on Wat support. This working Seminars was supported by the Ministry of Culture. 7.4 The Seminar on Value of the Memory of the World Film Archives at the Princess Maha Chakri Sirindhorn Anthropology Center, Ministry of Culture on 17 th September 2015. Objectives of this Seminar are; 1. To provide and exchange knowledge, experience and ideas with expert on films archive world heritage; 2. To promote the value and the necessitate to preserve film archives; 3. To promote the understanding of the UNESCO MOW. This Seminar was attended by 100 government officials as well as representatives of private firms. It was open by Prof. Khunying Maenmas Chavalit Chairman of the Thai National Committee on Memory of the World of UNESCO. Then Mr. Savitri Suwansathit and Assoc. Prof. Suchana Chavanit of Marine Science Department Chulalongkorn University discussed on the significance of film archive world heritage and taken the Soul of the Reef of the Iranian National Committee on Memory of the World as an example. Regarding the Australian historical film archive Dr. Prachark Wattananusit and Ms. Sarah Roberts Political/ Economic Counselor Australian Embassy Bangkok had discussed on Kelly Gang film archive world heritage of Australia. After lunch Ms. Khanitha Wongpanit and Mrs. Rasi Burusrattanapan the retire government official of Fine Art Department examined the world heritage film archive The Battle of the Somme. Then the world heritage film archive Metropolis had examined by Dr. Prachark Wattananusit and Ms. Chalida Uaebumrungchit Deputy Director of the National Film Archives. Last but not least was the discussion on the world heritage film archive The Wizard of Oz by Mrs. Savitri Suwansathit and Mr. Kitisak Suwanphokin. Coordinator of this whole fruitful programme was Mr. Sanhachai Chotirosserani Deputy Director on Technical Matter of the National Film Archives. This Seminar was support by the Ministry of Education and The Ministry of Culture. 5

7.5 The 11 th Working Seminar of the Sub Committee on the Memory of the World National Register and the 1 st National Memory of the World Register Announcement, Beyond Suite Hotel, Bang Plad, Bangkok 21-22 December 2015. This Working Seminar was the special event because there were two events in the same time. It was attended by 127 participants from Bangkok and provinces and supported by the Ministry of Culture and the Ministry of Education. At the opening ceremony Prof. Khunying Maenmas Chavalit Chairman of the Thai National Committee on Memory of the World Programme of UNESCO reported to the Doctor Kamchorn Tatiyakawi the Pemanent Secretary, Ministry of Education on the objectives of this seminar. Dr. Kamchorn Tatiyakawi was then presided over the open of the seminar and the exhibition on National Register. Regarding the 1st National Register announcement, there were 6 national registers on Thailand s Memory of the World Register Dr. Kamchorn Tatiyakawi, then, handed over 6 Certificates of national register to Mr. Sahapum Phumitarutirat Deputy Director General of the Fine Art Department for the King Ram Khamhaeng Inscription; Phra Rajaweti the Assistant to the Lord Abbot of Wat Pho for the Epigraphic Archives of Wat Pho; 7

Miss Naiyana Yamsakha Director of the National Archives of Thailand for the Archival Documents of King Chulalongkorn s Trasformation of Siam (1868-1910); Miss Kanok- on Sakdadate Director of the National Library of Thailand for The Nantopanantasutrakhamluang manuscripts; Mrs. Bilaibhan Sampatisiri President of the Siam Society for The Minute Book of the Council of the Siam Society, 100 years of recording international cooperation in research and the dissemination of knowledge in the arts and sciences: Dr. Phra Kru Pavanasopit Lord Abbot of Wat Phra Yuen Lampoon Province for the Inscription of Wat Phra Yuen. After that Mr. Vira Rojpotchanarat Minister of Culture gave special presentation on ASEAN Cultural Heritage. In the afternoon it was the presentation on the criteria and principles of the Memory of the World Programme registration and the explanation on the preparation of nomination forms by Dr. M.R. Rujaya Abhakorn and Dr. Prachark Wattananusit. After that it was the presentation and evaluation on the preparation of nomination of the Diary of Prakru Sriviratvachirapanya the Chief Monk of Prayao area by Mr. Vimon Pingmuanglek, and Ms. Khanitha Wongpanich, the presentation and evaluation of Anachaklakkham Law of Nan by Mr. Somchet Wimolkasem and Ms. Orawan Saploy and the last presentation and evaluation of the Minute Book of the Council of Siam Society by Ms. Khanittha Kasinaubol amd Mrs Savitri Suwansathit. Before the end of the programme it was the study visit to the Epigraphic Archives of Wat Pho at Wat Prajetuponwimommangkhalaram or Wat Pho Bangkok. This was guided by Phra Ratchavethi the Assistant to the Lord Abbot of Wat Pho. 8

7.10 Cooperation with MOW The Thai National Committee on Memory of the World is now preparing the nomination for the next round of MOW International Register. Information on Thailand s National Committee and its activities will be sent to MOW upon request. 7.11 Cooperation with MOWCAP With the cooperation of the Ministry of Education and the Ministry of Culture, the Thai National Committee on Memory of the World Programme of UNESCO hosted the 5 th MOWCAP General Meeting in Bangkok during 14-16 May 2012. Dr. Prachark Wattananusit, Committee member, with the support of the Ministry of Education attended the 6 th MOWCAP General Meeting and the Seminar organized by the State Archives of China and the State Archives of Guangzhou Municipality and presented the Country report of the Thai National Committee on Memory of the World Programme of UNESCO during 13-14 May 2014. These Meetings and Seminar were attended by 53 participants from 17 countries. 8. Any National Register of MOW? (if yes please provide the list of National Register, website link, etc 1.The King Ram Khamhaeng Inscription; 2.The Epigraphic Archives of Wat Pho; 3.Archival Documents of King Chulalongkorn s Trasformation of Siam (1868-1910) ; 4. The Minute Book of the Council of the Siam Society, 100 years of the recording international cooperation in research and the dissemination of knowledge in the arts and sciences 5.The Nantopanantasutrakhamluang manuscripts; 6.The Inscription of Wat Phra Yuen. 11

9. Working Plan for the year 2016-2018 9.1 Thai National MOW Register At present there are 6 items in Thai National MOW Register. To promote the increasing of Thai National MOW Register and documentary heritage, there is a plan to announce the additional register of national documentary heritage items in the Thai National MOW Register. 9.2 Working Seminar of the Sub Committee on the Memory of the World National Register. This kind of Seminar will take place once a year in Bangkok or provinces. 9.3 Working Seminar on the promotion and appreciation of the Memory of the World 9.4 Preservation and Conservation. Significant archival items are under the preservation and conservation. 9.5.Digitization Digitization of many archival items are under preparing. 9.6.Planning for digitization the Archival Inscription of Wat Po and input its data in National Library database are now in progress. 10. Challenges and issues (Please highlight any challenges the programme faces, include any priority projects you have identified) Preservation and Conservation Numbers of importance documents in archives, museums and libraries are on the waiting list to be preserved and conserved. Preservation and Conservation planning and budgeting allocation are urgently to be considered by all concern parties. 11. Any news or suggestions for the next issue of MOWCAP Bulletin? Country members are necessary to send information, news, pictures as well as articles to editor of MOWCAP Bulletin to enlarge the existed MOWCAP Bulletin. -------------------------------------------------- 12
