The summer lessons were extremely popular and the busiest months for PublicSwimming were June and July. The pool slowed down in August, but still had busy sporadic days with the attendance of the surrounding First Nations youth groups. The summer lessons were a booming success and were FULL:we had numerous people putting their names down for a waitlist. One thing that was added this summer was private swimming lesson options. Roughly fifteen to twenty kids went through the private lessons instead of the public summer lessons. The flutter boards and flippers are a huge success and assisted with the kids swimming ability. The public works staff were consistent and very reliable. They took care of thepool chemistry and always ensured the pool staff were safe and the pool was always ready for the public. The Concession was great and included popsicles, ice cream, chips and beverages: we will try to find some healthier options for next year, i.e. baked chip options. For beverages, I would suggest less pop and more juice or flavored water options. We also had many families asking to purchase goggles from us as the local stores do not offer higher quality goggles. The entire group was very pleased with the new toilets! Cleaning up at night was much easier and patrons loved the effortless flush, especially the young ones. I adore the children of this community and was very happy working for the Village of Cache Creek. I recommend becoming a lifeguard and applying to the Village of Cache Creek to all of the younger kids in the community. Thank you to the Village and everyone in the Village office for another memorable summer.

Thank you for making municipal issues election issues Dear members, We did it. Together, we made municipal priorities top federal election issues. This election, the municipal sector made unprecedented progress changing the narrative on local government towards positive, solution-driven partners in

M Canada. All major federal parties over the course of this campaign recognized that municipal priorities are core to Canada's success. We saw a race to the top on the key issues such as infrastructure, transit, affordable housing, and environment with historic levels of investment committed by major parties. I expressed congratulations to the new Liberal government and Prime Minister Elect, Mr. Trudeau. I'm looking forward to meeting with him at the earliest opportunity. Thank you to all of you who helped propel our issuesto the top of the federal election agenda. This work has delivered significant progress in shaping the priorities of the new government. The Liberal Party promised a 10-year plan which will see: - Sustained and predictable investments in core municipal infrastructure, like roads and bridges, that meets the needs of communities of all sizes. - New historic investment in public transit across the country, including both new capital construction and state of good repair. - Renewed federal leadership in affordable housing to build more housing units, refurbish existing ones, renew existing cooperative agreements, and operational funding support for municipalities. - Significant investment in green infrastructure, including local water and wastewater, clean energy, and climate resilient infrastructure including flood mitigation systems. - Automatic transfers of any uncommitted federal infrastructure funds near the end of any fiscal year to municipalities, through a temporary top~up of the Gas Tax Fund. - Increased partnership with regular meetings between the new Prime Minister and FCM. You can see the full list of commitments made by the Liberal Party related to our priorities on our policy tracker. I also know that for some of you, the election may have been bittersweet and that friends may have lost their seats. FCM will continue to work with all parties in the House of Commons towards solutions. Now it's time to turn aspirations into actions. Following our successful election campaign, FCM will continue a combined strategy of robust government relations work, substantive policy development, and member and stakeholder engagement to ensure that promises made are _55_

The following is clarification on the recommendation within the proposal regarding the invaluable support that is provided by many local Authorities to SAR Groups and their volunteers. The original discussion paper presented to the Minister ofjustice in October 2013 recognized the contribution of LocalAuthorities and recommended that it continue given the important role SAR volunteers play in response to civil emergencies outside SAR incident response, and their contribution within communities. Based on concerns from SAR Groups that the proposed model could place the support from local authorities at riskthis recognition was continued into the draft proposal, with a recommendation that not only should it continue but also be available to all SAR Groups. This is not part of the proposed model of enacting a SAR Fund (Foundation) in legislation to provide adequate and sustainable funding and support for Search and Rescue, but is a critical aspect ofthe overall funding and support. Some SAR Groups concern over potential loss of funding and support from LocalAuthorities continues, highlighting the importance. -53-

We greatly appreciate the resolution passed at the UBCM convention supporting the proposed new model; which will provide adequate and sustainable funding for the core aspects of Search and Rescue and alleviate some ofthe administrative burden carried by SAR volunteers. It is the our plan to meet with representatives from Local Authorities and the Province after the SAR community has had the opportunity to provide further input on the draft proposal. Questions on the Alternative Support Model can be sent to altfunding@bcsara.com at anytime. In his gig onthe Wal <erton tragedy, JusticeO Connor discussed?ve major elements of the multi-barrier approach: l. Source water protection 2. Robust water treatment 3. A secure water supply network 4. Monitoring programs 5. Prepared responses to adverse conditions While each barrier on its own may not be able to completely remove or prevent contamination, having multiple barriers in place provide greater assurance that the water will be safe to drink over the long term. Stay tuned, in future newsletters we will discuss each element individuallyand provide more information about how the major elements work together to prevent or reduce the impact of contamination on drinking water qualityand safety. l..illooet s new system now meets the Drinking Water Treatment Objectives Six years after the Mount McLeanwild?re and a series of publicnoti?cations, the District of Lillooet is happy to announce that the long-standingadvisory is lifted. Does your water supply system have a proactive wild?re management plan?.1the preventative value of the Fire Smart program was highlighted at the Rock Creek/West Bridge public meeting this fall. Fire behaviour, the way that fire ignites and spreads, is controlled by the three elements of the fire environment: fuel, weather, and topography. Of these factors, fuel is the only one that can be managed. The fire chief observed that the homes and buildings that created a 10 20 m radius of green space and clearing around them did not burn down. Fire Behaviour Triangle Strategic Wild?re Prevention initiative (SWPI) FireSmart program The B.C. government and the Union of British Columbia Municipalitiesare providinggrants to help communities identify and take action to reduce wild?re risks on private land. Fiftygrants of up to $ I0,000 each will be made availableto local governments. Do you have a project that could help improve wild?re prevention in the vicinity of water system infrastructure? Applicationsfor the SWPl FireSmart program will be accepted until Nov. 30, 20i5. Drought update This hot, dry summer forced many water suppliers to implement strict watering restrictions and take a closer look at their drought management plans. The board of trustees from South East Kelowna irrigation District implemented actions to curtail excess water use after meters read in july showed some properties already exceeded their annual allotment. In addition to increased rates for water above their allotment, additional penalties could include: 0 Water service shut off for a period of five days 0 A $100 turn on fee must be paid 0 The metered rate penalty owing at the time of the infraction must be paid For more information about the South East Kelowna irrigation District's AgriculturalMetering Program,clickhgLe_. Drought planning is the bigger picture that includes all the short term and long term measures that are necessary to prevent or minimize drought impacts in advance. Drought response includes emergency measures for when water conservation just wasn t enough. It's time to improve the contingency aspect of your emergency response and contingency plan. In my hometown of Vancouver and all across Canada, you can still feel the historic change that swept through the country last week. It's a change that will impact communities from coast to coast to coast. During the election, FCM and our members made remarkable progress in putting local issues on the national agenda. In fact, the new Liberal government made infrastructure investments in communities the centrepiece of its platform. Our voice was heard, and that's something you should all be proud of. Connect wil:_nfcmon Unkejdln Now it's time to take the next step.

is front regardless to I look forward to building a strong partnership with the new Liberalgovernment, and to keeping municipal priorities your priorities and centre. The Liberals received a very strong mandate to carry out their municipal agenda. FCM will be there to help them deliver. Our team has already put together a series of transition documents to bring the new government up to speed on the issues that impact our members. This is a critical package of information that will introduce FCM, present the key components of our Roadmap for Strong Cities and Communities as well as our Action Plan for a Strong Rural Canada, and put forward smart policy solutions to the challenges that we all face in our daily lives. I don't need to tell any of you that innovative solutions to national challenges can be found in cities and communities. Our message to the new government will continue to be - that the best way to fulfill their commitments to voters the best way to strengthen our economy and build a better Canada to partner with the municipal sector. Of course, a vital part of government outreach is building relationships. That's why FCM is working to set up a meeting with Prime Minister Trudeau as soon as possible to offer our municipal expertise. What's more, we'll reach out to cabinet ministers once they're appointed, and we'll maintain strong outreach to opposition parties to bring the united municipal voice to both sides of Parliament. FCM has a strong track record of working with federal governments of all stripes on behalf of its members. We've helped secure the permanent and indexed Federal Gas Tax Fund, the 100 per cent GST rebate, the New Building Canada Fund and dedicated investments in public transit and broadband infrastructure. This year, we're already looking ahead to the Speech from the Throne and Federal Budget 2016 as key opportunities to work together with the new government to turn campaign commitments into action. With so many new MP5, it's important to engage the government as soon as possible. You can help by reaching - out to your new MP of their party ensure that he or she is ready to stand up for local issues. Election campaigns inspire us to dream about what kind of country we want to live in. In this election, Canadians voted loud and clear for stronger municipalities. Together, and in partnership with the new government, we can make that dream a reality. Raymond Louie is Acting Mayor of the City of Vancouver, BC. He was elected president of FCM in June 2015.
