Activity Summary District Report Dolakha 1-7 September 2017 HRRP Coordination of Bilateral Meeting: A bilateral Meeting was coordinated between DLPIU- MoUD and Nepal Redcross Society in DLPIU- MoUD Office on Sep 1, 2017 (2074/05/16 B.S.) as per the request from DLPIU- MoUD chief Mr. Yek Raj Adhikari. HRRP coordinated for Bilateral Meeting. The with Nepal Red Cross Society and DLPIU on 1 st Sep 2017. The meeting minute is linked here (Nepali Version). A debriefing meeting was conducted with NRA Dolakha on 5 Sep. 2017 after Field Visit in Tamakoshi Rural Municipality where the field observations, the meeting minutes and the challenges were shared. A briefing pack was distributed to NRA and DCC. The briefing pack included the inspection maps provided from National HRRP and data provided by DCC of Dolakha. Partner Organizations A 5 days social mobilization training was conducted by NSET in Simpani, Dolakha. 30 participants from different partner organization participated in the training. Upcoming Events & Meetings HRRP An Orientation program on Confined Masonry, Dry Stone Masonry and Timber Treatment process for all the DLPIU Engineers working in Dolakha in Reconstruction. The date and venue will be fixed soon. Objective 1. Field Visit (Tamakoshi Rural Municipality- Sep 04, 2017) Reconstruction Observation: HRRP Team travelled to Tamakoshi Rural Municipality and visited the Rural Municipality s Ward 3, (previously Japhe VDC 2), Barabesi to observe the reconstruction process and interact with local community about the reconstruction on Sep 04, 2017. Meeting with Tamakoshi Rural Municipality representatives: Meeting was chaired by chairperson of Tamakoshi Rural Municipality, Ishwor Chandra Pokharel. Distribution of briefing Pack and Presenting the reconstruction status During the meeting, the maps of Dolakha with respect to Damage, Tranche Status in Dolakha and Tamakoshi Rural Municipality, Information on Partner Organisations with respect to their Planned Programs and Completed Programs. A copy of Correction and Exception Manual for Masonary Wall was provided along with the briefing pack. The briefing Pack consist of To Whom it may concern Letter, its objectives and updated maps. Field Interviews of Locals Bakhan Singh Moktan, permanent resident of Japhe 2, Barabesi is a trained mason who has received 7 days Mason Training before 18 months ago. After the training, he has not been called by anyone for the house construction. He says, I am not a pro artisan and the artisan refuses me to be their colleague. Pro Artisans use their relatives and sons for the construction. Even house owner don t call me. I have been trained and I know the components for making the house safer. I know the joints and strengthening system however I am not able to use the knowledge and skills. We also found lacking in his technical knowledge which he may have forgotten. This was a new challenge for reconstruction where we are just focused in training and developing new masons only. The need of refresher trainings for already trained masons was reflected from this experience. Meanwhile, developing more masons are not the mere solution, there should be some solution for using the people like Bakhan who is unemployed. 2. Field Visit (Melung Rural Municipality- Sep 07, 2017) Reconstruction Observation: NRA Information Officer and HRRP travelled to Melung Rural Municipality. The field visit was to observe the reconstruction process and interact with local community about the reconstruction. 07-09-2017 Melung Rural Municipality Uttam Dhungel (NRA Engineer and Information Officer), Pralhad Karki [Meeting with Tamakoshi Gaupalika Representatives] Challenges and issues identified During Tamakoshi Rural Municipality Visit, the vulnerable people have been left out, the grievances were not resolves, the people are compelled to live in unsafe shelter, some people are even missed in re-survey and verification, the tranche process has been delayed because of which people are getting many troubles and the technical person deployed by DLPIU are still not staying within their deployed area. During Melung Rural Municipality Visit, many houses were found to be corrected.
