Item 1. 2. 3. uestion / nswer Scope of Services (attach. ) pg 4 of 18 - Can you clarify the inspection sites that the mobile patrol Supervisor will travel for mileage estimates? The mobile patrol area is approximately six (6) miles of track between 56 th St./Washington St. in Tempe and Sycamore St./Main St. in Mesa. It consists of 10 transit stations, four (4) traction power substations, four (4) park-and-ride lots, and the Town Lake Bridge. To determine the actual road miles, the bidder would have to drive the route. The RFP mentioned parking fees, will our officers be charged for parking at the sites they are working? If they are what are the parking fees? Not quite sure where the parking fees are mentioned. They will be no parking fees charged by METRO to the officers at the sites they are working. Scope of Services (attach. ) pg 17 of 18 - Can you clarify the full size vehicles? Since the officers will be patrolling 24 hours a day in the cars, it is envisioned that they would need something comfortable. If the bidder has a standard vehicle that they use, any type could be proposed with justification (although not a pick-up truck). DDENDUM #1 It is the policy of Valley Metro Rail, Inc. ("METRO") that a Cone of Silence be established on all its competitive selection processes including; Request for Proposals (RFPs) Requests for ualifications (RFs) Bids for the provision of goods and services. The Cone of Silence prohibits any communication regarding a particular RFP, RF or bid solicitation after they have been advertised or vendor s contacted for bids or proposals. This Cone of Silence is designed to safeguard the professional integrity of the procurement process by shielding it from undue influences prior to the recommendation of contract award. It also establishes a disciplinary and/or penalty process for those who violate the Cone of Silence. III. SCOPE OF SERVICES METRO envisions that the following services will be performed by the successful Offeror as noted below and as further described in ttachment of the RFP: METRO requests proposals from qualified Security Services Consultants, which must have at least five (5) years of consecutive experience in the private security service industry, to conduct security services for the METRO Light Rail System within the City of Tempe and the City of Mesa. Experience in performing similar tasks at other transit systems is required. The Contractor will work under the direction of the Director of Safety, Security & uality ssurance, or his/her designee. However, a steering committee comprised of representatives from METRO, the City of Tempe Police Department, and the City of Mesa Police Department will determine security policy and direction for the contractor. Periodically this group will meet with the contractor to assess performance. The Offeror will be responsible for providing security services to the ridership at park and ride lots and fare checks of ridership on the METRO Light Rail System as it travels in Tempe and Mesa. IV. RFP S EXCLUSIVE BSIS FOR PROPOSLS This RFP represents, in writing, the most comprehensive and definitive statement that METRO is able to make at this time as to the requirements and terms and conditions for this proposed procurement and the performance of services. This RFP and any subsequent written addendum shall serve as the sole basis upon which Offerors may submit Proposals. ny information or understanding, verbal or written, which is not contained either in this RFP or in subsequent written addendum to this RFP shall not be considered by the Offeror in submitting its Proposal. V. PROPOSL VLIDITY ll Proposals received in response to this RFP shall be valid for a minimum term of one hundred and twenty (120) calendar days from the due date established for receipt of Proposals. VI. If a prospective Offeror determines at any time that the Scope of Services or any matter relating thereto is not sufficiently described or explained in the RFP, or that any conflict or discrepancy exists between portions thereof or with any federal, state or local law, ordinance, rule, regulation or other standard or requirement, the Offeror shall submit a written request for clarification to METRO. METRO reserves the right to receive, respond or not respond to any Request for Information received after such the published last date for questions/inquiries. IX. MODIFICTION OF PROPOSL modification of a Proposal already received by METRO will be accepted by METRO only if the modification is executed by an individual legally authorized to bind the Offeror, received by METRO prior to the due date and time for Proposals as set forth in the RFP, or is made pursuant to a Final Revised Proposal (FRP) request. ll modifications shall be made in writing and submitted in the same form and manner as the original Proposal. XI. WITHDRWL OF PROPOSL Proposal may be withdrawn by written notice received by METRO at any time prior to the submittal due date and time. Proposal may be withdrawn at the delivery address shown above, in person by an Offeror or his/her authorized representative, provided that his/her identity is made known and that he/she signs a receipt for the Proposal prior to the submittal due date and time.
