1. Overview of EIT Health and InnoStars The European Institute of Innovation and Technology (EIT) is an independent EU body that is boosting Europe s ability to innovate. The EIT nurtures entrepreneurial talent and supports new ideas, bringing together the knowledge triangle of leading companies, universities and research centres to form dynamic cross-border partnerships called Knowledge and Innovation Communities (KICs). Currently there are six thematic KICs: EIT Food, Climate-KIC, EIT Digital, EIT InnoEnergy, EIT Health, EIT RawMaterials. The InnoStars are regional clusters of EIT Health Associate Partners representing industry, academia, and health providers linked to seven regions in six countries (Portugal, UK - Wales, Croatia, Hungary, Poland, Italy) eligible for H2020 Widening Participation or ESIF funds. InnoStars expertise in regional development opens new opportunities for EIT Health technologies and the resulting collaboration across cultures and backgrounds will enhance disruptive innovations. The knowledge and experience of the InnoStars as well as the diversity of their populations, associated lifestyles, regulatory frameworks, and healthcare systems will help overcome barriers to rolling out innovations across Europe. Each InnoStar will provide innovation infrastructures, funded by Structural Fund investments and made available for use by EIT Health. InnoStars test beds and living labs will be able to test new ideas in a selection of EU regions with varied innovation capacities, each possessing differing governance and legal structures. The below map shows all EIT Health locations including those in InnoStars countries. 2
2. Scope of work 2.1. General objectives To provide external expertise for the Business Ideas Bootcamp, a customized accelerator program in the framework of the Cross-KIC Activities to Improve EIT RIS Efficiency Project (hereinafter: X-KIC RIS project). 2.2. Detailed work scope: In the framework of the X-KIC RIS project in 2017 EIT Health and EIT RawMaterials complemented by EIT Food piloted the joint pre-accelerator programme, composed of two Business Ideas Bootcamps followed by a Business Plan and a Business Ideas Competition. The intense two-day training at the Bootcamps conveyed fundamental business plan writing skills to participants holding business ideas in the content areas covered by EIT Health, EIT Raw Materials and EIT Food. The lessons learned from the 2017 Ideas Bootcamps and Business Ideas Competition have been implemented in the design and delivery plan of the 2018 Bootcamps and Business Ideas Competition. The pre-accelerator programme is intended to be connected to EIT Health s, EIT RawMaterials and EIT Food s existing accelerator programmes as part of a holistic approach. In 2018, three joint X-KIC RIS Bootcamps will be held in countries included in the EIT Regional Innovation Scheme (RIS): Budapest, Zagreb and Warsaw. The aim of the two-day long trainings is to deliver the fundamental qualitative and quantitative skills of developing a business case for an entrepreneurial idea; as well as pitching a business case to get investor funding. Using the same training material will ensure that the same quality standards are met across the three Bootcamps. The following topics shall be covered in the training materials: components of a business plan, value proposition, analysis of the market and competitors, competitive advantage, risk assessment, financial plan, intellectual property protection, the importance of a good team. EIT Health InnoStars, in its function as Coordinator and Manager of the X-KIC RIS project requests external expertise to the following tasks: 1. to prepare the joint training material (presentation and hand-out) for the X-KIC RIS Business Ideas Bootcamp s customized pre-accelerator program. Drafts of the joint training material will be reviewed jointly with the three participating KICs; and 2. to deliver a workshop for the trainers and organizers of the Bootcamps. The Contractor shall provide the first Train the Trainers workshop as introduction to the training material in an interactive setting. 2.3. Deliverables: First draft of the Joint training material by 05 February 2018. A virtual/physical workshop where the three participating KICs can give feedback on the training material in the second half of February. Exact date TBD in discussion with EIT Health, EIT RawMaterials and EIT Food. Final version of the Joint training material by 31 March 2018. Train the Trainers workshop in the second half of March 2018. Exact date TBD in discussion with EIT Health, EIT RawMaterials and EIT Food. 3
2.4. Expert required : 2.4.1. Expert 1 Lead Consultant Lead Consultant shall possess outstanding business coaching skills; interpersonal skills; and proven experience in designing multiple training events and training materials in the field of business and entrepreneurial skills. Further requirements: a. general professional experience minimum years required after graduation: 10 years; b. specific professional experience: minimum years of experience in the field of strategy, business development and/or regional development consulting: 3 years; c. specific professional experience: minimum years of experience in the field of startup education: 3 years; d. relevant education experience; e. basic knowledge of KIC operations. Candidates with specific experience in designing and running an accelerator program for start-ups in the EU; and/or working experience with EIT s Knowledge and Innovation Communities shall be considered favourably at the evaluation of the proposals. 2.5. Location, timing, planning, reporting 2.5.1. Location The Consultant should mainly provide assistance from their home base of operation. The location of the Train the Trainers workshop is TBD. Should Consultant need to travel in order to deliver, the Consultant should finance his/her travel costs. 2.5.2. Start date & period of implementation The intended start date is, January 22, 2018 and the end date will be March 31, 2018 2.5.3. Payment terms Payment shall be made upon the acceptance of the deliverables (listed in point 2.3) by EIT Health InnoStars. The total fee of the project shall include all travel and incidental expenses. 3. The financial offer must be presented in Euro. Prices must be indicated as net amount + VAT. When deciding on the best offer, the solution, the expertise of the lead consultant and the single prices shall be compared according to the following score sheet. Criteria Score Price 35 Technical answer to the Scope of Work requested 25 Professional Qualifications of the Lead Consultant 20 Specific experience in designing and running an accelerator program for start-ups in Western-Europe; and/or working experience with EIT s Knowledge and Innovation Communities. 20 Total: 100 3.3 Potential to follow-up the Train the Trainer Activity Further on there is potential to follow-up the Train the Trainer Activity. The first step would be to provide training services at the three Bootcamps for a maximum fee of EUR 3,000 per each two-days Bootcamp (including all travel and incidental expenses). In the current proposal the Consultant shall also declare his/her willingness to provide training services at the three Bootcamps, if requested. 3.4 Ethics clauses / Corruptive practices InnoStars reserves the right to suspend or cancel the procedure, where the award procedure proves to have been subject to substantial errors, irregularities or fraud. If substantial errors, irregularities or fraud are discovered after the award of the Contract, the InnoStars may refrain from concluding the Contract. The supplier shall take all measures to prevent any situation where the impartial and objective implementation of the contract is compromised for reasons involving economic interest, political or national affinity, family or emotional ties or any other shared interest ( conflict of interests ). He should inform the InnoStars immediately if there is any change in the above circumstances at any stage during the implementation of the tasks. 3.5 Safeguarding of EU s financial interest The potential or actual supplier should accept that during the implementation of the contract and for four years after the completion of the contract, InnoStars has the right for the purposes of safeguarding the EU s financial interests, the proposal and the contract of the supplier may be transferred to internal audit services, EIT, to the European Court of Auditors, to the Financial Irregularities Panel or to the European Anti-Fraud Office www.eit.europa.eu EIT Health is supported by the EIT, a body of the European Union 6
