What is an Air Operations Center? An Air Force unit and a weapon system (AN/USQ-163) employed by the Commander of Air Force Forces to exercise control of Air Force forces, or form the core of a joint (or combined) AOC and be employed by the Joint Force Air Component Commander to exercise control of joint (or combined) air forces. Pre-AOC (Undated) Prince Sultan AB (circa 2001) 609 AOC (2017) 2

Software is a weapon of war Current systems must rapidly evolve to confront our adversaries & new systems must be introduced in months not decades

Still focused on 10.1 Executing today from Langley AFB and still delivering new capabilities to the warfighter Air Force Life Cycle Management Center, ACC/A5C (CAOC-X), ACC/A3C, and Detachment 4 maintaining and modifying current capabilities Long Term Modification and Sustainment contract is executing Completing major upgrade (10.1.13) to last four sites in enterprise Preparing for development test of next major upgrade (10.1.15) Det 4 Operations Support Center continues expanding data back-up and continuity of operations support to the enterprise Det 4 Tier 1 Help Desk supporting the AOC enterprise 5

What happened to 10.2 AOC WS 10.2 defined as a single increment to address AOC Capability Development Document, Key Performance Parameters and Key System Attributes Addresses Cyber security Reused relevant 10.1 capabilities (COTS/GOTS) Integrated 3 rd party mission applications and services Funding exhausted in April 2017 & Above Threshold Reprogramming not approved by Congress Contract terminated Program cancelled by Milestone Decision Authority in January Result: AOC Pathfinder

Delivery needed to change High Risk Legacy Waterfall AOC WS Medium Low Program Risk Creates high risk: delivers entire capability development document based on original requirements and limited operator involvement Time Agile Development: Continuous Feedback, Integration, and Delivery Risk Design AOC WS High Medium Low Risk mitigated: develops capability in 1-2 week chunks, adjusts based on continuous operator feedback Work is validated Time 7

Where we are headed Problem: Traditional software development and acquisitions cannot keep pace with changes in ops or advances in technology. Commanders desire rapid development of new capabilities for the current fight and to outpace near-peer competitors. Root Cause: DoD decision support systems (PPBE, JCIDS & DAS) and culture are flawed for software AOC Pathfinder ACC, AFLCMC, Defense Digital Service (DDS), and Defense Innovation Unit Experimental (DIUx) partnership to prove these methods can get valuable software released faster, with higher quality, greater security, and reduced risk 8
