Government of Himachal Pradesh Youth Services & Sports Department No. YSS-B (15) 5/2002-II Dated:Shimla-171002the,24 th Oct,2007 NOTIFICATION In exercise of the powers vested in him under Section 32 of the Persons with Disabilities (Equal Opportunities, Protection of rights and Full Participation) Act, 1995, the Governor, Himachal Pradesh is pleased to identify the following posts for the purpose of three percent reservation in direct recruitment for various categories of posts in the department of Youth Services & Sports, HP, Shimla in respect of Class-I to II posts for disabled persons of Himachal Pradesh: - Sr. No Name of posts/class No of sanctio -ned posts No (%) of posts to be filled up by direct recruitment as per provision of R & P Rules. No. of Posts that can be reserved/ identified for disabled persons Reservation to PWD. 1 DYSSO (Class-I) 11 3(25%) 1 3%(visually impaired) The 3% reservation is further to be allocated among visually impaired, hearing impaired and orthopaedically handicapped categories in the ratio of 1% each w.e.f.7-2-1996 i.e. from the date of commencement of the Act ibid, subject to the availability of the suitable candidates, and in case no suitable candidates is available, the vacancy shall be carried forward to the succeeding recruitment year and if in the succeeding year also suitable person with disability is not available, it shall first be filled up by interchange amongst the 3 categories and only when there is no person with disability available for the post in

that year, the Department shall fill up the vacancy by appointing other than a person with disability. The Governor, Himachal Pradesh is further pleased to declare that in case the appointing agency/authority is satisfied that the nature of vacancy is such that given category of person cannot be employed, the vacancies can be interchanged amongst the 3 categories with the prior approval of the competent authority. As per direction of the Hon ble High Court of Himachal Pradesh in CWP No.192/04-Sh.Ankush Dass Sood,the department of Youth Services & Sports has taken the following action : - (i) Notification with regards to identification of posts under 3 % reservation for the disabled persons in respect of class-i & II has been issued. (ii) The process for filling up of the backlog of Class-III & IV posts meant for disabled persons has been started. 2.As per official record available nothing has been concealed and no material has been left untouched with regard to CWD No.192/04. is provided for PWD.Reasons for non-reservation are also required to be given in the affidavit. The State in the affidavit shall also give reason in respect of each and every post which it feels cannot be manned by disabled persons. 9(1) -do- State has been directed to start a special drive in all the departments to fill up the backlog of the vacancies which were to be filled in from PWD.This exercise shall be completed on or before 31-12- 2007 & B. Review of NSS: National Service Scheme was introduced in the State in 1972 with a volunteers strength of 600 only. The scheme gradually ex pended and presently the State is having a volunteers strength of 33000.The volunteers strength itself speaks for the effective implementation and wide acceptability of the scheme. Currently the scheme is being run in 59(fifty nine) Degree Colleges, working under the control of H.P University,Shimla-171005,218 (two hundred &eighteen) Sr.Sec.Schools,4(four) colleges working under the control of C.S.K H.P. Krishi Vidayawalya Palampur and University of Horticulture and Forestry Solan. The Volunteers strength of the state was enhanced from 28300 (Twenty eight Thousand three hundred) to 30,000(Thirty Thousand)during the financial years,2002-2003.the additional seventeen units,however, were not allocated further. The volunteers strength was again enhanced from 3 0,000(thirty Thousand) to 33,000(Thirty Thousand) during the current financial year and the State Government was kind enough to accept the enhancement.the additional 47(Fourty Seven)units(30+17) were allocated further with the approval of the State Advisory Committee which met on 23 rd June,2004 under the chairmanship of Hon ble Minister of You th Services and Sports. One unit was allocated to C.S.K H.P.K.V Palampur and 46 units were allocated to the Director of Education Himachal Pradesh for further allocation to Sr. Sec.Schools. Out of the 46 units allocated to Directorate of Education Hiumachal Pradesh allocation of 39 units to different schools was approved by the Hon ble Minister, Y.S.S remaining seven units will be allocated to needy schools very shortly. The scheme is being implemented very effectively in the State. The volunteers undertake the activities assigned to them with a great zeal.they undertake the work of widening of pathways, roads, school ground and decausing of natural sources of water in and around the adopted villages/slums. They interact with the villagers and try to educate them about health and hygiene. They organize blood donation camps and actively participate in the Pulse Polio Im- mutilation Programme and Anti AIDS

drive. The volunteers try to educate village folk about environment protection soil conservation,water conservation, aforestation literacy etc. Delay in release in release of State share. The expenditure incurred in the scheme is to be shared by Govt. of India and State Government in ratio of 3:1.The State releases its share in time Procedural delays might occur but very rarely. During the current financial year the State Government, keeping in view the enhanced volunteers strength, has made a budgetary provision for Rs.33 lacs (state share ).It will release its share as and when Govt. of India releases central share. The State Government is committed for the success of the scheme. Delay in submission of accounts; NOTE FOR DISCUSSION During current financial year the state Government was kind enough to accept the enhancement in N.S.S volunteers strength from 30,000 to 33,000 and make budgetary provisions for state share of Rs.33 lacs. In view of the enhanced volunteers strength total expenditure likely to be incurred on N.S.S activities during current financial year will be Rs.1,32,00,000/- only. As per norms the expenditure is to be shared by Government of India and the state Government respectively in the ratio of 3:1.Hence, Government of India has to release a grant of Rs.99 lacs, which has not been received thus far, inspite of repeated requests.it is hoped that Government of India will release the grant soon. State share of Rs.33 lacs can be and will be utilized in the ration of 3:1 only on receiving grant from Government of India. It may also be mentioned here that an unspent balance of Rs.65,01,037/-, Rs.48,97,400/- (central share) and Rs.16,o3,637/-(state share) is lying the State Liaison Officers account. The aforesaid grant was released in favour of State Liaison Officer for further release to the Programme Coordinators. The then State Liaison Officer stopped releasing grant as the Programme coordinators were not submitting accouts. Account s upto the year 2001-2002 were received from the Programme Coordinators after persistent efforts, consolidated and submitted to Government of India in May,2004. Meanwhile, Government of India as requested to accord permission for utilizing the unspent central share of Rs.48,97,400/- during the year,2003-04.permission was granted on 31 st March,2004 but trhe letter conveying the permission was received in April,2004.On obtaining permission from Government of India the State Government was requested to grant permission for utilizing the State share of Rs,16,03,367/- on the analogy of Government of India. Permission has not been granted thus far. Grants have not been released to the Programme Coordinators for the last three years. They initially, release grants to the units from the unspent balance at their own level, when they failed to release grants the units raised loans from the educational

institutions(schools and colleges) where these units are functioning.so, for repaying the loans the aforesaid balance of Rs, 65,01,037/- is required to be released in addition to current years grant.. A five day tour of Rohru and the surrounding areas was undertaken by the State Liaison officer NSS between 16th and 20th November,2005. He reached Rohru in the evening on 16th November,2005. On 17th November,2005 the State Liaison Officer visited Government Senior Secondary School (Girls) Rohru in the morning and Government Senior Secondary School(Boys),Rohru in the afternoon and assessed the activities undertaken by NSS volunteers. During State Liaison Officer's visit to Government Senior Secondary School(Girls) Rohru, Mr.Subhash the NSS Programme Officer of the school, informed him that 100 girls have been enrolled as volunteers during current academic session. 6 meetings of the volunteers have been held thus far. Under Regular Activities the girls have done a commendable job. Besides NSS Raising Day and Van Mahostav serval other important days were celebrated. On the Van Mahostav day they planted 100 sapplings. Number of volunteers offered themselves for blood donation but could not avail the opportunity as they had not attained the age of 18 years. The NSS Programme Officer of the school further informed the State Liaison Officer that Special Camp would be organized in the month of December. The SLO interacted with the volunteers and advised them to adopt a near by village, so that NSS activities, Regular as well as Special Camping, could be undertaken there effectively. State Liaison Officer visited Government Senior Secondary School Rohru (Boys) in the afternoon on 17th November,2005. Shri Ramesh Baltu, the NSS Programme Officer of the School, informed him that 105 students 65 boys and 40 girls have been enrolled as volunteers during current academic session. He further informed the State Liaison Officer that 7 meetings of the NSS volunteers were held for motivating them to dedicate themselves to solving of community problems of the area. Several important days, particularly the Hindi Divas and the Sadbhavana Divas were celebrated by the NSS volunteers. On Van Mahotsava day they planed 200 sapplings at Seema. During interaction the NSS volunteers complained that the Department of Forests did not cooperate with them at the time of tree plantation. Regarding

Special Camping the NSS Programme Officer of the School informed the SLO that they were planning to organize the ten day camp in December. NSS activities undertaken thus far by the NSS volunteers of the school were satisfactory. On 18th November,2005 the State Liaison Officer visited Government Senior Secondary School Jangala in the morning. Sh. Param Dev Sharma, the NSS Programme Officer of the School, informed the SLO that 100 students, boys as well as girls have been enrolled as NSS volunteers during current academic session. The volunteers have been taking keen interest in NSS activities. They have been making efforts for educating the people of the area about AIDS and certain other diseases. Their efforts have been appreciated by the Red Cross Society which awarded prizes to best volunteers. Two female and four male volunteers of the School have donated blood thus far. NSS volunteers of the school have been trying their best to sensitize the people of the area about preservation of pollution free atmosphere. They planted nearly two hundred saplings on the Van Mahostava day, even though, the Department of Forests did not give them much help. A local lecturer using his services managed to procure saplings from a distant place and provided these to the volunteers. The volunteers prepared and performed a skit ifr dh 'ko ;k=k on the necessity of preserving forests. The NSS volunteers of the school under the guidance of the NSS Programme Officer, were planning to organize their ten day Special Canp at a nearby village-amboi. The State Liaison Officer addressed the NSS volunteers and explained to them the importance of National Service Scheme. The State Liaison Officer visited Government Senior Secondary School Chirgaon in the after noon on 18th November, 2005, eventhough the visit was not included in his tour programme. During his visit to school, the NSS Programme Officer of the School informed him that meetings of NSS volunteers were being organized regularly twice a week. They had adopted village Sundla and undertaken various activities in that village. Under Regular Activities the NSS volunteers of the school uprooted narcotic plants(bhang) in and around the adopted village. They participated in a blood donation camp at

Rohru wherein15 units of blood, six by female and nine by male volunteers of the school were donated. The NSS Programme Officer of the school further informed that Guru Dev, an, NSS Volunteer of the School caring the least for his injuries helped in evacuating the other injured passengers when an accident took place at Tikri. He was honoured in the school for his services. On the Van Mahotsava day the NSS volunteers planted saplings on a vast area around the school. Ten day special camp was organized by the NSS volunteers of the school between 30th July and 8th August,2005. During this camp they desilted the campus of the adjoining primary school, which was ravaged due to floods during rainy season. They also widened the play ground of the school. The State Liaison Officer addressed the NSS volunteers and enthused them to take an active part in eradicating the social evils prevalent in the area. On 19th November,2005 the State Liaison Officer visited village Bashla, the campsite of the NSS volunteers of Government Senior Secondary School Arhal. Fifty volunteers, boys as well as girls, were present at the campsite. The volunteers alongwith the NSS Programme Officer were residing in Middle School Bashla. Enroute to Bashla, the State Liaison Officer visited Government Senior Secondary School Arhal also, where he met the school Principal (officiating) Sh. Kana Singh Jhamta, who was all praise for the NSS volunteers of the School. He informed the State Liaison Officer that the NSS volunteers of the school took an active part in organizing the state level Van Mahostav at Arhal. The Hon'ble Chief Minister was the chief guest of the function. Under Regular Activities the NSS volunteers of the school have been visiting surrounding villages and educating the people about eradication of dvcaded diseases and social evils. During the ten day camp the volunteers, on the request of villagers, undertook the work of widening playgrounds of Middle School and adjoining Primary School Bashla. Retaining walls of the play grounds were constructed but the filling work was left undone. The volunteers undertook this work and hoped that they would complete it. They assured the State Liaison Officer that if they fail to complete the work during the ten day camp, they would visit the site again and devote time for completing the work. Work done by the volunteers was appreciated by the villagers. It may be pointed out here that the State Liaison Officer had obtained permission for a 4 days tour, which was extended by a day so that he

could visit Government Senior Secondary School Chirgaon also. As per his approved tour programme the State Liaison Officer was to return to Shimla on 19th November,2005. He instead reached Shimla on 20th November,2005. Expost- facto permission may please be accorded for extending the tour by a day. Submitted please.
