GENERAL CONFERENCE INFORMATION One registration form per person - Please reproduce registration form as needed Final class schedule will be provided when you check-in at the conference Pre-Registration Deadline: January 6, 2017 Conference runs on Nevada time Cancellation Policy: 25 cancellation fee for written cancellation received before January 6, 2017. STATUTORY TRAINING CLASSES Newly elected fire board members (includes incumbents reelected) and newly appointed fire district chiefs are required to complete six (6) hours of statutorily mandated training within one (1) year of election or appointment. Attending each of the following four class offerings fulfill the law s requirements: 1. Governance: Board Roles & Responsibilities (1.5 hours) 2. Ethics & Fiduciary Responsibilities (1.5 hours) 3. Open Meeting Law (1.5 hours) 4. Financial Oversight & Management (1.5 hours) SCHOLARSHIP PROGRAM Fire Districts with an annual budget of less than 100,000 may have their conference registration fee waived for one (1) attendee (Please note: one scholarship per district). A limited number of scholarships are available and will be granted by the AFDA Board based upon financial need. This training module addresses requirements of Arizona s Open Meeting Law and officials responsibilities under the law for conducting public meetings and public business. Speakers: Mary Dalton, North County Fire & Medical District & Pat Moore, Northern Arizona Consolidated FD This training module addresses officials responsibilities in financial oversight, financial management and Arizona Law governing fire district finances. 3. National Fire Incident Reporting System Speaker: TJ McKay 4. Career District Section Roundtable Speaker: Scott Freitag, AFDA Career District Section Director This will be a roundtable discussion of Career Fire Districts to determine goals and objectives of the Arizona Fire Districts Association Career Section, with a focus on future needs. The intent is to re-energize the Career Section as a group and to identify challenges and issues specific to the career fire districts to include developing an action plan to provide support to career fire districts. Panel led by Bill Whittington, Jim Morgan and Gabe Buldra This training module addresses officials fiduciary duties under Arizona Law and ethical responsibilities in governing a fire district. 2. Fair Labor Standards Act (FLSA) Speaker: Brenda Tranchina, Human Resource Strategies Is it your responsibility to ensure that your District is compensating your employees in accordance with the law? This session will focus on key components of the Fair Labor Standards Act, common misconceptions, and ways to ensure that your District does not fall prey to typical FLSA compliance errors. We will discuss FF pay issues, exempt v. non-exempt status, overtime requirements, and more! 3. The 411 on Mobile Integrated Healthcare; Arizona s Treat and Refer and Community Integrated Paramedicine Speaker: Les Caid, AFDA Board- AFCA EMS Section Chair-IAFC ACA Task Force Committee Member, Fire Chief Rio Rico Medical & Fire District and Battalion Chief Joshua Hurguy, Golder Ranch Fire District The Affordable Care Act (ACA) is driving change in how healthcare is delivered and paid for. With the cost of healthcare skyrocketing, and the advent the ACA s value-based payment systems there is a need to increase linkage of health care resources to meet the Triple Aim of better care, smarter spending and healthier people. Learn how the fire service is strategically positioned in the communities we serve to encourage the integration and coordination of healthcare services. This presentation will also highlight how AZ s Treat and Refer Program, just may be that first step to accomplish reimbursement for Mobile Integrated Healthcare programs like Fire Service Based EMS Community Paramedicine programs. 4. Wildland Fire Billing Speaker: Debra Brookhart, AZ State Forestry This presentation will provide a concise overview of the billing procedures used to invoice off district wildland fires to the AZ State Forestry. Also a preview on how AZSF wants to streamline and improve the process as we go into the future. Speakers: Bill Whittington Esq. & Donna Aversa Esq. One of four training modules required of fire district elected officials and fire chiefs to meet the requirements of A.R.S. 48-803.H. Government Risk Pools Speakers: Dave Tharp, Assistant Chief of Administration Central Arizona Fire and Medical Authority and John Ashton, CEO Ashton Tiffany This class provides a general overview of Worker s Compensation issues and concerns experienced by Fire Districts and a possible solution through Governmental Risk Pools. Education of the history of Government Risk Pools, pros and cons, and how it can provide a viable option for private Worker s Compensation insurance for the future of fire districts. 4. Drug Awareness Speaker: Lynn Browne-Wagner, Professor of the Emergency Medical Services Department for Northland Pioneer College Panel led by Bill Whittington, Jim Morgan and Gabe Buldra This training module addresses officials fiduciary duties under Arizona Law and ethical responsibilities in governing a fire district. 2. Women in the Fire Service - Making yourself ready to promote: what is the problem, or is there one? Speaker: Cheryl Horvath, Fire Chief, Mountain Vista Fire District Fire chiefs around the country are looking for women to promote, yet often we hold ourselves back from doing so. Why? What holds women back from promotion? Are there internal barriers (include ourselves) and/or external barriers that prevent women from promoting in public safety careers? This workshop will focus on identifying and addressing those barriers through an instructor-led group discussion. This will be a highly interactive workshop, providing attendees with a number of perspectives regarding women climbing the leadership ladder in public safety. 3. Firefighter Cancer Network Speaker: Kane Nixon, State Director Arizona Chapter, Firefighter Cancer Support Network This class will discuss the magnitude of the current cancer problem within the fire service. Common actions of firefighters and first responders that can result in unnecessary exposures and how to reduce these exposures. The roles and responsibilities of the firefighters, company officers, shift commanders, administrators and governing jurisdictions to protect their firefighters from cancer exposures. Simple and effective exposure documentation methods to protect the personnel if diagnosed with Cancer. Finally, role of the Firefighter Cancer Support Network in caring for firefighters and their families during the treatment phase of a cancer diagnosis. 4. EMS Section Roundtable Speaker: Rebecca Haro, EMS Coordinator, North County Fire and Medical District/AFDA EMS Section Director Update membership as to the latest in EMS trends, legislation, and any other topics that impact AZ EMS providers. 3. Administrative Section Roundtable Speaker: Debbie Spingola, Finance Manager, Central Arizona Fire and Medical Authority The goal of the Administrative Roundtable is to assist fire district administrative personnel by sharing information and networking. Through this information sharing we are able to communicate new information that will effect administration and assist members in preparing and planning for upcoming changes. 4. Soft Skills in a Hard World 2.0 Speaker: Denise M. Blommel, Attorney and Mediator, Denise M. Blommel, PLLC The ability to communicate distinguishes human life. Conflict is an integral part of human life. Ineffective workplace communication creates lapses in productivity, decreased morale and unsafe conditions. Unresolved workplace conflict leads to stress, danger and potential litigation. This class focuses on improving communication and conflict resolution techniques the soft skills for our hard world.

Performance Based Leadership: StreetSmart Leadership Speaker: Brian Crandell, Expectations of Performance; Deliberate Practice; Feedback Coaching The Breakout Session provides specific actions by leaders of Fire Districts that result in increased competence and higher morale. Using real world examples, and research-based leadership data, participants will gain effective leadership skills that they can apply immediately. The session highlights proven leader actions that result in the ability to identify and solve problems, and create opportunities for members of fire districts while they serve the taxpayers in the District. 2. Monthly District Financial Reporting Speaker: Gabe Buldra, The James Vincent Group 3. Combination/Volunteer Section Roundtable Speaker: Joseph DeWolf, AFDA Volunteer District Section Director Open discussion of any issues that concern combination & volunteer departments. 4. Public Records Management Requirements Speaker: TBD This session covers the statutory definition of Records and Records Management, and the reasoning behind your Fire District Records Management program. By the end of this session, you will be familiar with the following: Requirements of the Arizona Revised Statutes for Fire Districts regarding Records; The creation, interpretation, modification and use of records retention and disposition schedules; Record series, retention periods, historical records, and procedures for destroying records; Electronic records are creating new challenges, especially with regard to E-mail, Social Networking, etc. 12:45 p.m. - 2:15 p.m. Keynote - Brian Crandell / Closing General Session Improving Fire District Performance 4 Leader Strategies for Fire District Elected Officials, Fire Chiefs, and Chief Officers Set the tone from the top; Show em what right looks like; Do Performance Management; Leading with a Recovery-Oriented Approach The Keynote Session will address 4 low cost/no cost leader strategies for that will improve fire district performance. Each strategy will be discussed in depth, using real world examples. The session features evidence-based best work practices for elected governing body members, as well as Fire Chiefs, and Chief Officers. Leader actions related to each strategy will be presented in a Learn it Today, Use it Tomorrow format.
