APPROVED: DRAFT revitalization agency CITY OF ALBANY Albany Revitalization Agency City Hall Council Chambers Wednesday, February 21, 2018 MINUTES Agency Members present: Agency Members absent: Chair Bill Coburn, Ray Kopczynski, Rich Kellum, Dick Olsen, Bessie Johnson, Mike Sykes, and Sharon Konopa None CALL TO ORDER Chair Bill Coburn called the meeting to order at 6:00 p.m. APPROVAL OF MINUTES January 17, 2018 MOTION: Member Ray Kopczynski moved to approve the minutes as presented. Member Bessie Johnson seconded the motion, and it passed 7-0. SCHEDULED BUSINESS Business from the Public None. Approving Storefront Revitalization Grant request ($ 10.000) from Andrea Hampl. 140 First Avenue SE Member Mike Sykes recused himself because he is friends with the applicant. MOTION: Member Rich Kellum moved to approve the request. Kopczynski seconded the motion, which passed 6-0 and was designated Resolution No. 2018-01. Staff updates and issues None. ARA RESOLUTION NO. ----- A RESOLUTION OF THE ALBANY REVITALIZATION AGENCY ESTABLISHING A FINAL ACTION ON SETH FORTIER'S REQUEST FOR STOREFRONT REVITALIZATION GRANT FUNDS FOR THE PROPERTY KNOWN AS 202 SECOND A VENUE SW WHEREAS, the aforementioned applicant has requested a Storefront Revitalization Grant from Central Albany Revitalization Area (CARA) funding; and WHEREAS, the CARA Advisory Board has made its recommendation for approval of this request at its March 21, 2018, meeting; and WHEREAS, the Albany Revitalization Agency (ARA) resolved that it would have the final action to approve or deny a developer partnership, grant, or loan application. 1. Overview: Seth Fortier has requested $10,000 of Storefront Revitalization Grant funds from the ARA to complete $21,000 in project work including painting the exterior and installation of new awnings. 2. Return of Public Funds: The return of public funds is likely; however, the time frame is unknown on the return. 3. Financial Condition of the A2ency: As of the March 21, 2018, meeting, the CARA Fund has the ability to 4. Historic Preservation: This project improves the fa9ade of the current Tripp and Tripp Building. 5. Location: The property is located at the comer of Second Avenue SW and Ellsworth Street SW. 6. Process Compliance: Applicant has complied with all steps of the process. Overview: Seth Fortier has requested $10,000 of Storefront Revitalization Gra~t funds from the ARA to complete $110,000 in project work including repairing windows and exterior brick and repainting the exterior. 2. Return of Public Funds: The return of public funds is likely due to the large increase.in property value from this project. 3. Financial Condition of the Agency: As of the March 21, 2018, meeting, the CARA Fund has the ability to 4. Historic Preservation: This project improves the fa9ade of the current building and repairs failing brick. 5. Location: The property is located on Second Avenue SW, just off of Ellsworth Street SW. 6. Process Compliance: Applicant has complied with all steps of the process. ARA RESOLUTION NO. - ---- A RESOLUTION OF THE ALBANY REVITALIZATION AGENCY ESTABLISHING A FINAL ACTION ON DAREN CLOWSER'S REQUEST FOR SMALL GRANT FUNDS FOR THE PROPERTY KNOWN AS 230 LYON STREET SW WHEREAS, the aforementioned applicant has requested a Small Grant from Central Albany Revitalization Area (CARA) funding; and WHEREAS, the CARA Advisory Board has made its recommendation for approval of this request at its March 21, 2018, meeting; and WHEREAS, the Albany Revitalization Agency (ARA) resolved that it would have the final action to approve or deny a developer partnership, grant, or loan application. 1. Overview: Daren Clowser has requested $5,000 of Small Grant funds from the ARA to complete $12,600 in project work including repairing walls and replacing flooring in the second-floor hallway at the property known as 230 Lyon Street SW. 2. Return of Public Funds: The return of public funds is unlikely; the increase in property value following the building's renovation is not large enough to see a return in the next five to seven years. 3. ARA RESOLUTION NO. ----- A RESOLUTION OF THE ALBANY REVITALIZATION AGENCY ESTABLISHING A FINAL ACTION ON THE CARA ADVISORY BOARD'S RECOMMENDATION TO ALLOCATE ARA FUNDS FOR WA YFINDING SIGN SYSTEM INSTALLATION. WHEREAS, the Fiscal Year 2017-2018 ARA Budget includes funds for the establishment of a downtown Wayfinding Sign system; and WHEREAS, Eugene Sign & Awning was awarded a fabrication contract in September 2017 for this signage system; and WHEREAS, additional funds are now necessary to install a portion of the signs have been fabricated; and WHEREAS, staff estimates the cost of installing these signs to be no more than $26,605, including a 5 percent contingency. 1. Overview: The CARA Advisory Board has recommended that $26,605 be appropriated to the Wayfinding Signage project account for installation of certain signs. 2. Return of Public Funds: There will not be any direct tax-increment due to the completion ofthis project. 3. Financial Condition of the Agency: As of the March 21, 2018, meeting the CARA Fund had the ability to 4.
