NATIONAL INDUSTRIAL SECURITY ACADEMY CENTRAL INDUSTRIAL SECURITY FORCE NISA NEWS VOL. V NO. 3 Quarterly House Journal July September 2003 The National Industrial Security Academy is a Centre of Excellence in industrial security and fire safety management. It is the premier training institution of the Central Industrial Security Force, engaged in organizing basic induction training and other professional and specialized courses for officers and men of CISF, police officers and corporate executives. The Mission of the Academy is to produce professionals in the field of industrial security management. INDEPENDENCE DAY CELEBRATIONS OF NISA The 57 th Independence Day was celebrated at NISA campus with unprecedented fervour and gaiety. The National Flag was unfurled by Shri P V K Reddy, IPS, Director, NISA at 0800 hrs on 15 th August, 2003 and the ceremony was attended by the whole NISA family including trainees. In his address the Director remembered the ideals, principles, values and dreams of our freedom fighters and the sacrifices they made in their struggle against the British to free us from the yoke of colonial rule. He reiterated the need to rise above sectarian differences of religion, linguistic and regional diversities and to promote harmony and spirit of brotherhood to protect our nation from internal and external aggressions. He emphasized the need for character building along with professional excellence for all those who are undergoing training at NISA, and through dedicated service face all the challenges the country is facing from extremist elements emanating from both across the border and internally. The Director informed the audience that CISF has also emerged as the major player in the Security Market by offering its consultancy services to private sectors based on its unparalleled professional expertise in installation security. The Director, NISA also mentioned that NISA had taken up the challenge of Disaster Management training and in February 2003 we have deployed a special disaster response unit for the Aero India Show which is the First such specialized deployment of its kind in the country. He reminded the NISA faculty that they have a major role to play in producing professionals Director NISA unfurling the National flag on occasion of the 57th Independence Day Celebration at NISA in the field of Industrial Security Management by shaping the right attitude and imparting the latest knowledge and skills to all Force personnel. He called upon each one of the audience and asked them to shed negativity from their minds and develop it in a holistic manner and dedicate themselves to the service of the nation. Director, NISA also announced that Shri P Prabhakaran, Assistant Commandant of this Academy had been awarded the President s Police Medal for Distinguished Service. He wished all present the best in their quest for personal and professional excellence.

Shri P V K Reddy, IPS, Director, NISA administering the pledge on the occasion of Sadbhawana Divas celebration SADHBHAVANA DIWAS During the celebration of Communal Harmony Fortnight from 20.08.2003 to 05.09.2003, Sadhbhavana Diw as was observed at this Academy on 20th August, 2003. Director, NISA administered pledge to the officers and men of NISA & FSTI including trainees at 0945 hrs at NISA Main Parade Ground. A Communal Harmony March was conducted on 30.08.2003 from NISA to Durgah through Singaypally village and back, in which 116 NISA staff including officers and 567 trainees participated. A debate competition was also held on 30.08.2003 during this fortnight. FIRST COURSE FOR IAF OFFICERS A capsule course on Installation Security, Intrusion Detection Systems & IEDs for IAF(P) Officers was conducted at the Academy from 21st July, 2003 to 26th July, 2003. 17 Squadron Leader s from various units of Indian Air Force have participated in this course. The course was inaugurated by Shri P V K Reddy, IPS, Director NISA on 21.07.2003. In his welcome address he emphasized the need for security managers to familiarize with technological advances in the field of security systems. IEDs with their immense variability and damage potential still remain the biggest security threats of modern times if used for attack in urban areas by terrorists. The Director NISA vindicated that the knowledge of IEDs is therefore imperative for all security personnel. He wished all the participants a pleasant stay at NISA and to utilize the knowledge they get at NISA for achieving optimum security of the installations they are serving. Another capsule course on Installation Security, Intrusion Detection System & IEDs for IAF(P) Senior Non-Commissioned Officers was conducted at the Academy from 22nd September, 2003 to 27th September, 2003. 20 Senior Non Commissioned Officers from Indian Air Force participated in the course from all over India. Bhargava, Former Director, CCMB delivering valedictory address to 3 rd Disaster Management course for District level Officers 3 rd DISASTER MANAGEMENT COURSE A course on Disaster Management for District Level Officials was organised at NISA from 14.07.2003 to 19.07.2003. A total of 21 officers attended the course from various parts of the country. The course was inaugurated by Shri P V K Reddy, IPS, Director, NISA. Inputs were provided on concepts of Disaster management, disaster prevention, sustainable development, multi agency coordination, contingency planning, vulnerability assessment, rescue and relief operations, information management and knowledge engineering in disaster management. In his inaugural address Shri P V K Reddy, IPS Director, NISA said that Disaster Management is a multi-dimensional subject of seminal importance across the world. Disaster Management is an important agenda in the governance of a modern welfare state like India. While most of the natural disasters can not be prevented they can nevertheless be managed to mitigate the extent and scope of losses both in human and economic terms. Vulnerability assessment and emergency preparedness are thus vital aspects of disaster management. The success of disaster management will in the ultimate analysis depend on the degree of inter-agency coordination, quality of infrastructural resources, quality and availability of health services, quick and prepared action of police and armed forces in addition to general competence and sensitivity of administration and political leadership. He wished that the participants would utilize the knowledge imbibed during the course in real life situations, if such situations arise. On 13.7.2003, Shri P V K Reddy, IPS, Director NISA attended, AP Rifle Shooting Association as Guest of Honour. Shri P V K Reddy, IPS, Director NISA visited NPA from 4th to 7th Aug,2003 as External Examiner for IPS Officer trainees. Shri L V Subrahmanyam, IAS Vice Chairman & MD, Sports Authority of AP visited the Academy on 14.8.2003 and discussed about the availability of accommodation in the Academy for the participants of Ist Afro-Asian Games to be held in Hyderabad wef: 24th Oct to 1st Nov.2003. Shri P V K Reddy, IPS, Director NISA attended reception on 15th August, 2003 at Raj Bhawan, Hyderabad on invitation from Governor of A.P. Officers, Men and Trainees of NISA participating in the Communal Harmony Route March in connection with Sadbhawana Divas Celebration Nuclear Radiological and Chemical Warfare by Mr Herve Taride Synoys Group France at New Delhi. He also met Shri R K Singh, Joint Secretary, MHA, Disaster Management in connection with sanction for creation of separate cell for Disaster management at NISA. Director NISA also called on Sh B B Mishra, IPS, Special Secretary, Home and interacted with Sh H S Brahma, IAS, Joint Secretary (J&K). On 03-09-2003 Shri P V K Reddy, IPS, Director NISA witnessed a demonstration at NISA on Biometric (finger print recognition technology) Access Control system arranged by M/s Nucleonix Biometric solutions with a view to upgrade the existing training facilities on Access Control system. On 04-09-2003 Shri P V K Reddy, IPS, Director NISA interacted with Director General Civil Defence Shri BL Vohra, IPS during his visit to Hyderabad. Shri Adhir Sharma,IPS DIG, CRPF,Chandigarh visited the Academy on 6-9-2003 to have an insight into various training modules of Disaster Management organized by NISA, FSTI. On 18.8.2003 three IAS probationers undergoing field training at Dr Marri Chenna Reddy HRD Institute visited the Academy to acquaint themselves about NISA and functioning of CISF. OTHER EVENTS (Continued) 15 trainee officers (12 Indian Air Force and 03 Sri Lankan Air Force) visited this Academy on 09.08.2003 from 1000 hrs to 1230 hrs. 19 Head Constables and Police Constables of Intelligence Security Wing, AP undergoing Foundation Course for PSOs visited this Academy on 13.08.2003 from 1000 hrs to 1730 hrs. No.902120091, SI/Exe Akeel Ahmed, Judo player of NISA who participated in South Zone Judo Championship at BHEL Hyderabad from 17.08.2003 to 18.08.2003 and All India CISF Inter Zonal Championship at 2nd Res.Bn. Saket, New Delhi from 10.09.2003 to 12.09.2003 achieved First position in both the events. Shri P Prabhakaran, Assistant Commandant and faculty member of this academy received President s Police Medal for Distinguished Service on Independence Day. On 10-09-2003 Joint Director of Parliament Security Shri L C Awasthi visited the Academy and interacted with trainees and faculty members. On 14.09.2003 a live python was spotted near the water supply well of NISA. Immediately Andhra Pradesh forest officials were alerted and the forest staff along with NISA authorities caught the python alive which was taken away by the Forest authorities for further care. 11 CISF personnel of NFC attending Intelligence Course visited this Academy on 15.09.2003 from 1500 hrs to 1700 hrs. Hindi Fortnight was organised from 15.09.2003 to 29.09.2003 in NISA. Hindi competitions (Dictation, Terminology, Noting and Drafting, Hindi Poetry, Witticism (Jokes), Group Discussion & Quiz Competition) were organized during the fortnight. Staff, trainees & children of NISA took part in the competition. Prizes were distributed to participants during closing ceremony by Director, NISA. 22 Assistant Commandants (DAGO) of CRPF visited this Academy on 17.09.2003 from 1600 hrs to 1700 hrs. Dr V K Sharma, Chief of PEER-II NSET, Nepal visited this Academy alongwith his team on 28.09.2003. 11 CISF personnel of NFC attending Bomb Detection & Disposal Course visited this Academy on 29.08.2003 from 1500 hrs to 1600 hrs.
