GRANTS TO LOCAL EDUCATIONAL AGENCIES (ESEA I-A) includes all four formula grants: Basic (section 1124), Concentration (section 1124A), Targeted (section 1125), and Education Finance Incentive (section 1125A). Basis for Authorized: represents the amount provided in fiscal year 2007, the last year for which a specific level was provided under the No Child Left Behind Act. State authorization estimates are based Authorization estimates assume that any funds above the statutorily fixed amounts for Basic and Concentration Grants are allocated in equal amounts between Targeted and Education Finance Incentive Grants. Basis for Underserved: represents the number of children in poverty not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on a count of total formula children (ages 5 to 17 in families below the poverty level and other special cases as defined in law) as determined by the U.S. Census Bureau and the Department. SCHOOL IMPROVEMENT GRANTS (ESEA section 1003(g)) Basis for Authorized: the authorization amount shown is for fiscal year 2002, the most recent year for which a specific authorization is provided in law; and has been adjusted for inflation. State authorization estimates are based Basis for Underserved: represents the number of students not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on estimates of the number of schools identified for improvement, corrective action, and restructuring and related data on Title I schools and students served from the U.S. Department of Education. IMPACT AID BASIC SUPPORT PAYMENTS (ESEA VIII section 8003(b)) represents Basic Support Payments (section 8003(b)) only. Basis for Authorized: no specific authorization is provided in the No Child Left Behind Act. Alternatively, the NEA used the cost of funding maximum payments as calculated by the Department. State maximum payment estimates are based Basis for Underserved: represents the number of federally connected students not served or underserved if the level of funding in 2009 is less than the cost of funding maximum payments. Underserved was derived based on the total number of federally connected students as determined by the Department and the National Association of Federally Impacted Schools.

IMPROVING TEACHER QUALITY STATE GRANTS (ESEA II-A) Basis for Underserved: represents the number of teachers not hired if the level of funding in 2009 is less than the authorized amount. Teachers not hired was derived using the state's average beginning salary from the latest annual survey of state departments of education conducted by the American Federation of Teachers. The estimate assumes that additional funding to reach the authorized level would have been spent on hiring teachers to reduce class size. EDUCATIONAL TECHNOLOGY STATE GRANTS (ESEA II-D-1 and 2) Basis for Underserved: represents the target population, ESEA Title I-A formula children, not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on a count of total formula children (ages 5 to 17 in families below the poverty level and other special cases as defined in law) as determined by the U.S. Census Bureau and the Department. 21st CENTURY COMMUNITY LEARNING CENTERS (ESEA IV-B) Basis for Authorized: represents the amount provided in fiscal year 2007, the last year for which a specific level was provided under the No Child Left Behind Act. State authorization estimates are based Basis for Underserved: represents the number of students not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on the Department's estimate of the number of students currently being served.

RURAL EDUCATION (ESEA VI-B) includes both the Small, Rural School Achievement Program (Subpart 1) and the Rural and Low-Income School Program (Subpart 2). Basis for Underserved: represents the number of rural students not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on the Department's number of rural students currently being served under Subpart 1 and a national average cost per rural student calculated by the NEA from Department budget data for Subpart 2. SAFE & DRUG-FREE SCHOOLS & COMMUNITIES STATE GRANTS (ESEA IV-A-1) Basis for Underserved: represents the number of students not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on a past estimate by the Department on the number of students served. ENGLISH LANGUAGE ACQUISITION STATE GRANTS (ESEA III-A) Basis for Underserved: represents the number of English language learners (ELLs) not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on the number of prek-12 ELLs and immigrant students enrolled (source: National Clearinghouse for English Language Acquisition and Language Instruction Educational Programs).

SPECIAL EDUCATION GRANTS TO STATES (IDEA Part B-611) Basis for Authorized: represents the amount authorized in fiscal year 2009 under the Individuals with Disabilities Education Improvement Act of 2004. State authorization estimates are based Basis for Underserved: represents the number of children with disabilities that are not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on the Department's estimate of the number of children with disabilities that are currently being served. CAREER & TECHNICAL EDUCATION STATE GRANTS (CTEA Title I) Basis for Authorized: no specific authorization is provided in law in fiscal year 2009 under the Carl D. Perkins Career and Technical Education Act of 2006. Alternatively, the NEA used the cost of restoring career and technical education funding to its peak level funded previously as a share of total education discretionary funding. State estimates are based Basis for Underserved: represents the number of students not served or underserved if the level of funding in 2009 is less than the amount required to restore career and technical education funding to its peak level funded previously as a share of total education discretionary funding. Underserved was derived based on the Department's number of students enrolled in secondary and postsecondary vocational and technical education programs. FEDERAL PELL GRANTS (HEA IV-A-1) reflects the program's estimated cost as of December 2007, and includes new appropriations plus the use of all or a portion of accumulative surplus of unobligated balances. Basis for Authorized: no specific authorization is provided in law in fiscal year 2009. Reauthorizing legislation is pending before Congress. The authorization amount shown is for fiscal year 2003, the most recent year for which a specific authorization is provided in law. State authorization estimates are based on the same allocation formula used for the fiscal year 2009 budget estimates. Basis for Underserved: represents the number of eligible recipients not served or underserved if the level of funding in 2009 is less than the authorized amount. Underserved was derived based on the number of grant recipients as determined by the Department.

FEDERAL SUPPLEMENTAL EDUCATIONAL OPPORTUNITY GRANTS (HEA IV-A-3) & FEDERAL WORK-STUDY (HEA IV-C) Basis for Authorized: no specific authorization is provided in law in fiscal year 2009. Reauthorizing legislation is pending before Congress. Alternatively, the NEA used the cost of restoring the purchasing power of the average award to its peak level funded previously as a share of the average total cost of attendance at a four-year public institution (sources: U.S. Department of Education and The College Board). State estimates are based Basis for Underserved: represents the number of eligible recipients not served or underserved if the level of funding in 2009 is less than the amount required to restore the purchasing power of the average award to its peak level funded previously as a share of the average total cost of attendance at a four-year public institution. Underserved was derived based on the number of recipients as determined by the Department. HEAD START (HSA section 639) administered within the U.S. Department of Health and Human Services. Source for 2008: U.S. Department of Health and Human Services. Basis for Authorized: represents the amount authorized in fiscal year 2009 under the Improving Head Start for School Readiness Act of 2007. State estimates are based on the same allocation formula used for the fiscal year 2009 budget estimates. Source for 2009: U.S. Department of Health and Human Services for the Bush Budget estimates. The House Subcommittee and Senate Committee estimates are based on the same allocation formula Basis for Underserved: represents the number of children not served if the level of funding in 2009 is less than the authorized amount. Unserved was derived based on the number of funded enrollment slots as determined by the Department.
