Arapahoe County facts As Colorado s first county, our history dates back to 1855 when Arapahoe County was part of the Kansas Territory. Arapahoe County was named for the Arapaho Indians, one of the larger tribes of plains Indians, who along with the Cheyenne, occupied Arapahoe County east of the foothills running into what is now western Kansas. In 1861, when Kansas was made a state, Colorado was made a territory with Arapahoe County as one of the 17 original counties. The original Arapahoe County was 30 miles wide and extended from Sheridan Boulevard, the present western boundary of Denver, Adams and Arapahoe counties to the Kansas border. This peculiar shape was due to the practice of giving counties with large amounts of plains territory at least some of the foothill territory where there was water for mining and irrigation. After a local election to determine the new county seat, voters selected Littleton, where it remains the county seat of Arapahoe County today. Arapahoe County spans 806 square miles and is a land of contrast. The western part of the County is mostly urban with residential, retail, office and industrial areas, while the eastern portion is relatively rural. Littleton, along with Sheridan, Englewood, Aurora, Bennett, Bow Mar, Centennial, Cherry Hills Village, Columbine Valley, Deer Trail, Foxfield, Glendale and Greenwood Village, make up the County s 13 incorporated cities. Arapahoe County offers a variety of attractive residential choices and a moderate cost of living. Residents enjoy excellent parks, greenbelts and trail systems, superior public services and an inviting quality of life. There are nine school districts within the County and more than 350 local improvement and service districts. School districts include Aurora, Bennett, Byers, Cherry Creek, Deer Trail, Englewood, Littleton, Sheridan and Strasburg. Arapahoe County is governed by the Board of County Commissioners. The Commissioners, along with the Assessor, Clerk and Recorder, Coroner, Sheriff, Treasurer and District Attorney are elected by voters to administer County services. 2 arapahoe county A to Z

The Board oversees the County by serving as the administrative policy-making body. The Board approves the budget, hires staff, oversees land-use planning and development in unincorporated Arapahoe County; and administers county services, such as road and bridge maintenance, transportation improvements, snow and ice removal, human services and animal control. The Commissioners are elected by voters to represent five districts, each divided by population. All non-elected departments report directly to the Board of County Commissioners. These departments include BOCC Administration, Communication Services, Community Resources, County Attorney, Facilities and Fleet Management, Finance, Human Resources, Human Services, Information Technology, Office of Strategy and Performance, Open Spaces and Intergovernmental Relations and Public Works and Development. The County has more than 2,070 employees and a $366 million budget. Arapahoe County has one of the lowest mill levies in the Front Range. In 2011, Arapahoe County voters approved a ballot question that extended the 0.25 percent open space sales and use tax to Dec. 31, 2023. Arapahoe County government Arapahoe County has more than 24 government offices offering citizens a variety of services. commissioners DISTRICT 1 Kathleen Conti 303-795-4630 kconti@ arapahoegov.com Kathleen Conti is serving her first term as Arapahoe County Commissioner representing District 1, which includes the communities of Bow Mar, Cherry Hills Village, Columbine Valley, Englewood, Littleton, Sheridan, portions of Centennial and unincorporated north Arapahoe County. Her term of office runs through January 2021. She is serving as Chair Pro Tem for 2018. As Commissioner, Kathleen oversees the Facilities and Fleet Management and Finance Departments as well as the Department of Strategy and Performance. She also serves on the County s Audit Committee. Kathleen s goals are to wisely manage taxpayer dollars and to spur economic development and job growth by reducing the heavy burden of regulations. She is committed to addressing the growing problems of teen mental health, alcohol and drug abuse and suicide with creative solutions and through new and more effective partnering with faith-based and not-for-profit organizations. 4 arapahoe county A to Z

She serves on the Executive Budget Committee and the Information Technology Steering Committee, the Public Airport Authority and the Housing Authority. As Commissioner, Nancy oversees the Information Technology Department and the Department of Human Services. Nancy currently serves on the Colorado Counties, Inc. Health and Human Services Steering Committee. She serves on the Board of Directors of Developmental Pathways and is Chair of the National Association of Counties Human Services and Education Steering Committee. Jeff was apppointed Board Chair for 2018. His current term expires January 2021. Jeff oversees the County Attorney s Office, Communication Services and Administrative Services for the Board of County Commissioners. Jeff represents the County s interests on a variety of boards and committees, including the Arapahoe County Housing Authority, the Arapahoe County Water and Wastewater Authority, the Board of Social Services, the Public Airport Authority and the Justice Coordinating Committee. She is a member of the County s Executive Budget Committee and the Long-Range Budget Committee. As Commissioner, Nancy oversees the Human Resources and Public Works and Development Departments. She is a member of the County s Executive Budget Committee and the Long-Term Budget Committee. She serves on the Arapahoe/ Douglas Regional Workforce Development Board, the Arapahoe County Foundation Board of Directors, the Justice and Public Safety Committee, the Board of Social Services and the Arapahoe County Housing Authority. Nancy also represents the County s interests on a variety of boards and committees. She co-chairs the Colorado Counties Inc. Justice and Public Safety Committee, and serves on CCI s General Government steering committee. She serves on the Board of Directors of the Aurora Chamber of Commerce and the Governing Board of Aurora Mental Health. She also serves on the National Association of Counties Behavioral Health Steering Committee and the Cherry Creek Basin Working Group. Nancy chairs the Rocky Mountain Crisis Partners Board and serves on the Colorado Courthouse Security Commission. Holen 303-795-4630 bholen@ arapahoegov.com Bill Holen is serving his second full term as County Commissioner representing District 5, which includes the City of Glendale and portions of the City of Aurora. He was first appointed Commissioner in January 2012 and began his first term as Commissioner in Jan. 2013 and his second term in Jan. 2017. He is Financial Officer for 2018. As Commissioner, Bill oversees the Open Spaces and Intergovernmental Relations and Community Resources departments. He serves on the County s Capital Improvements Project Team, the Arapahoe County Foundation Board of Directors, the Public Airport Authority, the Housing Authority, the Community Services Block Grant Advisory Committee, the Board of Social Services and the Forfeiture Committee for the Sheriff s Office. Bill also represents Arapahoe County s interests on a variety of boards and committees, including the Aurora Economic Development Council, the Colorado Counties Inc. Marc Scott is the Arapahoe County Assessor. He was appointed by the Board of County Commissioners to fill the remaining term vacated by Corbin Sakdol, who retired January 2017. Previously, Marc worked in the Assessor s Office as a Senior Commercial Appraiser beginning in 2011 and served as Chief Deputy Assessor from 2013 through 2016. CLERK AND RECORDER Matt Crane 303-795-4200 303-794-4625 fax clerk@arapahoegov.com The Clerk and Recorder s Office is responsible for registering motor vehicles, recording deeds, issuingmarriage and civil union licenses, registering voters, administering elections and maintaining records for the Board of County Commissioners. The office comprises 120 employees and four office locations. Matt Crane was elected in 2014 and is serving his first term as Arapahoe County Clerk and Recorder. Matt is committed to providing excellent customer service to the citizens of Arapahoe County, while maintaining rigorous fiscal responsibility. He is dedicated to adopting new technologies and improving business practices in order to better serve citizens and retain valuable employees. Dr. Lear-Kaul was elected to oversee the County office that is responsible for investigating deaths that fall under the Coroner s jurisdiction, and as the Coroner and Forensic Pathologist, she is responsible for performing autopsies, determining the cause and manner of death, supervising medicolegal death investigations, and providing expert witness testimony and consultation to the District Attorney s Office. directory of services 9

elected officials DISTRICT ATTORNEY George Brauchler 720-874-8500 720-874-8501 fax The Office of the District Attorney is dedicated to prosecuting criminal cases, crime prevention, and intervention and victim services in the 18th Judicial District, which includes Arapahoe, Douglas, Elbert and Lincoln counties. George Brauchler was elected in 2012 and re-elected in 2016. He worked as a prosecutor in the 1st Judicial District and previously was in private practice in the metro area. SHERIFF David C. The Sheriff is elected by voters to serve as the chief law enforcement officer of the County. He is responsible for maintaining the peace and enforcing state criminal laws. The Sheriff also operates the County jail and is the fire warden for prairie and forest fires in the County. David C. Walcher was elected by the voters in 2014. As Sheriff, Dave is responsible for maintaining the peace, enforcing criminal laws, operating the jail, serving and executing civil processes and serving as the fire warden for prairie and forest fires in the county. He also is the County s emergency manager. Sue Sandstrom is serving her second term as Treasurer. She was elected by voters in 2010 and 2014 to oversee the office that is responsible for collecting property taxes, investing County funds and distributing tax revenues to local municipalities, special districts and school districts. 10 arapahoe county A to Z

The Department responds to citizen inquiries, schedules Public Hearings and Study Sessions, manages appointments for advisory boards and committees, coordinates meetings with local jurisdictions and agencies, works with the County lobbyist to track legislative issues that may impact the County, manages the process that distributes funding to entities for a variety of social service and health programs; and represents the County on the Metropolitan Mayors and Commissioners Youth Awards program.
