Chairperson and Community Board Members PARAPARAUMU/RAUMATI COMMUNITY BOARD 31 MARCH 2015 Meeting Status: Public Purpose of Report: For Decision CONSIDERATION OF APPLICATIONS FOR FUNDING PURPOSE OF REPORT 1 Eight applications for funding have been received: Josh Bunker Krystal Wright Kapiti Coast Quilters St Patricks Primary School Te Ara Korowai Matai Community Garden Group Kiani Skye Tahere Kapiti Toy Library DELEGATION 2 The Paraparaumu/Raumati Community Board has delegated authority as at section D.10 of the Governance Structure approved by Council on 12 March 2015: Community Grants 10.13 Authority to consider and approve the allocation of community-based grant funds as deemed appropriate under agreed criteria of both existing schemes and any granting schemes that may be approved through the Annual Plan process or the LTP process. BACKGROUND 3 An amount of $21,506 is provided in the 2014/15 budget for the Community Grants Fund and is available for allocation in the current financial year. 4 Grants totalling $10,890.40 have been allocated from the 2014/15 fund at previous Community Board meetings. Grant applications considered at this meeting will come from the remaining available funds of $10,615.60. 5 Accountability reports on grants allocated are required two months after the event or activity for which the grant was awarded takes place. Accountability reports received during this reporting period are attached. CONSIDERATIONS 6 Grants are allocated in accordance with established criteria (copies provided under separate cover). 7 All applicants have been advised of the criteria and meeting date by email, telephone or letter. Applicants are advised that if they are not present at the meeting, their application may not be considered. Applications to the Discretionary Grants Fund Josh Bunker 8 Funding of $500 is sought to assist with the costs of travelling to Las Vegas in July 2015 with the NZ Basketball Academy. 9 This application can be considered under Eligible Purpose 2: Special Project or Krystal Wright 10 Funding of $500 is sought to assist with the costs of participating in the Global Volunteering Network s Youth Ambassador Programme. 11 This application can be considered under Eligible Purpose 2: Special Project or Kapiti Coast Quilters 12 Funding of $500 is sought to assist with the costs of the Kapiti Coast Quilters Guild Exhibition being held in May 2015. 13 This application can be considered under Eligible Purpose 2: Special Project or St Patricks Primary School 14 Funding of $287.50 is sought to assist with the cost of the road closure for the St Patricks Primary School fair, held on 17 March 2015. 15 Although grant criteria states applications will not be paid retrospectively, they also state The above conditions and criteria do not preclude the Paraparaumu/Raumati Community Board from considering any application at its discretion. 16 This application can be considered under Eligible Purpose 2: Special Project or Te Ara Korowai 17 Funding of $500 is sought to assist with the costs of the healthy living programme being held at Te Ara Korowai in May 2015. 18 This application can be considered under Eligible Purpose 2: Special Project or Matai Community Garden Group 19 Funding of $500 is sought to assist with the costs of establishing a community garden on the Matai Road Reserve. 20 The report Application for Lease Concession to Construct a Community Garden at Matai Road Reserve (CS-15-1467) is under consideration as a separate agenda item at the 31 March 2015 meeting, seeking approval for the Community Garden to be established. The Board can consider the grant Page 2 of 6

application from the Matai Community Garden Group and resolve to approve the grant, should they wish, dependent on the outcome of their consideration of the above report. 21 The application can be considered under Eligible Purpose 2: Special Project or Activity and Eligible Purpose 4: To partially or fully offset the cost of any Council permit, licence or resource consent fees. June 2015 May 2015 Interim report received 25/03/15 April 2015 Total allocated to date $10,890.40 28 The total of applications under consideration in this report is $3,787.50. 29 Should all applications be approved in full, the balance remaining in the 2014/15 financial year would be $6,828.10. 30 There are two Board meetings remaining in the current financial year. SIGNIFICANCE AND ENGAGEMENT 31 The Council s Significance and Engagement Policy is not triggered by this report. RECOMMENDATIONS 32 That the Paraparaumu/Raumati Community Board grants Josh Bunker funding of $... to assist with the costs of travelling to Las Vegas in July 2015 with the New Zealand Basketball Academy. 33 That the Paraparaumu/Raumati Community Board grants Krystal Wright funding of $... to assist with the costs of participating in the Global Volunteering Network s Youth Ambassador Programme.
