This regulatin als applies t all USFK and Republic f Krea (ROK) military persnnel desiring United States (U.S.) aviatin supprt when emergency cnditins exist and life is in jepardy. Chapter 1 Intrductin 1-1. Purpse This regulatin prescribes peacetime prcedures fr requesting 8th Army aviatin supprt fr tactical, administrative (including lgistical peratins), and civil/military emergency missins. Explanatin f Abbreviatins Abbreviatins used in this regulatin are explained in the glssary. Chapter 2 Respnsibilities 2-1. Respnsibilities a. The Chief, 8th Army G3 Aviatin shall - (1) Determine the allcatin f aviatin assets in supprt f Republic f Krea (ROK) military services under the peratinal cntrl f the Cmmander, United Natins Cmmand (UNC)/Cmbined Frces Cmmand (CFC), in accrdance with DD 4515.13-R and 10 USC 2350c. (2) Reslve questins f pririty with the 8th Army Chief f Staff (CfS) when requests exceed aircraft availability per Chapter 2-4. b. The Cmmander, 2nd Infantry Divisin (2ID), shall supprt the tactical, lgistical and administrative peratins f United Natins Cmmand (UNC)/Cmbined Frces Cmmand (CFC)/United States Frces, Krea (USFK), including military units, ther natin frces and subrdinate cmmands under the peratinal cntrl f CFC and USFK using the apprpriate airframe with regard t missin, safety and cst effectiveness. c. The Cmmander, 2nd Cmbat Aviatin Brigade (2d CAB), shall - (1) Supprt the tactical, lgistical, and administrative peratins f UNC/CFC/USFK, including military units, ther natin frces, and subrdinate cmmands under the peratinal cntrl f the Cmmander UNC/CFC/USFK using the apprpriate airframe with regard t missin, safety, and cst effectiveness. (2) Crdinate distinguished visitr missins with the prtcl ffice and visitrs bureau. (3) Prvide peratinal supprt airlift as defined in DD Instructin (DDI) 4500.43. 2-2. Passenger Eligibility a. Subparagraphs 2-2b thrugh 2-2i discuss eligible passengers and apprval authrity. A list f passengers authrized t travel nbard U.S. Army aircraft is shwn in appendix C. All passengers must meet eligibility and apprval requirements law DD 4515.13-R. 1 USFK REG 95-4, 18 Octber 2011

b. Active duty U.S. military persnnel n fficial U.S. Gvernment business are authrized travel in ROK aircraft during jint and cmbined training exercises when invited by ROK aviatin cmmanders with apprval by ROK unit cmmander. c. Within the ROK, active duty U.S. and ROK military members f HQ UNC/CFC are authrized travel in U.S. Army aircraft fr military duties that primarily benefit the U.S. Armed Frces. d. If nn-dd U.S. persnnel are t be flwn n U.S. Army aircraft, a travel request (Authrizatin fr travel n U.S. Army aircraft) must be submitted thrugh the Cmmander, 8th Army, ATTN: EACG, Unit #15236, APO AP 96205-5236, t Cmmander USFK, ATTN: FKCS, Unit #15237, APO AP 96205-5237, fr CfS, USFK apprval. Requests will state the purpse and justificatin fr the missin and shall be submitted n later than fifteen (15) wrking days prir t the requested flight. If the flight is fr a Distinguished Visitr (DV), the request must als be submitted thrugh the USFK Prtcl Office. The apprved request must be submitted t the 8th Army G3 Aviatin Flight Operatins Officer and the supprting aviatin unit by the requestr, t be attached t the flight manifest. e. Retired U.S. military persnnel are authrized space-available travel n U.S. Army aircraft in accrdance with (IAW) the prvisins in DD 4515.13-R, Chapter 6. Travel t establish a hme, fr persnal gain in cnnectin with a business enterprise r fr emplyment is nt authrized. f. Department f Defense dependents are authrized travel n U.S. Army aircraft IAW DD 4515.13-R, paragraph C2.2.3. g. Freign natinal military and civilian persnnel nt invlved in a military exercise may be authrized travel in U.S. Army aircraft when such travel is in the primary interest f DD and when ther applicable regulatry requirements are met. Apprved travel rders r travel authrizatin are required. Requests will be submitted as utlined in Chapter 3 and must be apprved by the Chief f Staff, USFK per USFK memrandum dated 1 June 1998 subject: DD Plicy n the Use f Gvernment Aircraft and Air Travel USFK Implementatin Instructins. h. Fr travel n a military aircraft, civilian DD emplyees must have a valid DD identificatin card, DD Frm 2764 (United States DD/Unifrmed Services Civilian Geneva Cnventin Identificatin Card). Krean Natinal USFK emplyees must have a valid USFK Frm 37EK (USFK ID Pass), travel rders (TO) r travel authrizatin (TA) in their pssessin. The TO r TA may be in memrandum frmat. i. Emplyees f cntractrs may travel n military aircraft when the gvernment cntract states that the U.S. Gvernment will prvide transprtatin. Otherwise, cntractrs require an Exceptin t Plicy as utlined in paragraph 2-2d abve. j. Persnnel f allied military frces and gvernmental r private agencies must reimburse the U.S. Gvernment fr use f 8th Army aviatin assets when travel directly benefits thse frces r agencies. DD 4515.13-R prescribes the prcedures fr btaining authrizatin. k. All passengers are required t have ID cards and hearing prtectin. Active duty U.S. military persnnel must wear persnal ID tags, and military r civilian clthing as required. Passengers will nt carry their medical r dental recrds nbard the aircraft unless their servicing medical facilities maintain duplicate cpies. 2 USFK REG 95-4, 18 Octber 2011

2-3. Apprval Authrity a. The authrity t issue rders fr travel n military aircraft is delegated t Brigade Level Cmmanders (O-6). Authrity shall nt be further delegated. The senir traveler must sign the request regardless f the rders issuing authrity when the request invlves Operatinal Supprt Airlift (OSA) assets. b. The apprval authrity fr Gd Neighbr Prgram aerial reviews, flyvers static displays and paradrps invlving 8th Army assets is IAW DDI 5410.19 and Army Regulatin (AR) 360-1. c. Requests fr aerial, static r paradrp demnstratins must be submitted n later than (NLT) ninety (90) days prir t the event. The request must include a signed request memrandum, legal review, an Air Missin Request (AMR) and a cmpleted DD Frm 2535 (Request fr Military Aerial Supprt). d. Under nrmal cnditins missin requests fr training flights within the P-518 N Fly Area (NFA) will be apprved by the Cmmander, 2d CAB. DV flights int the NFA, including H-127, shall nrmally be apprved by the 8th Army G3. In bth cases 2d CAB and 2ID shall frward t 8th Army G3 Aviatin all missin itineraries NLT three (3) wrking days frm the missin. 8th Army G3 Aviatin shall then frward the missins t 8th Army G3 fr apprval and the CJ3 fr situatinal awareness. Fr flights t H-128 the apprval authrity is the CJ3 under nrmal cnditins and the CS, USFK under increased cnditins. The P-518 and P-518 NFA gegraphical bundaries are defined in UNC/CFC/USFK Regulatin 95-3, paragraphs 1-4b and 1-4c. Nrmal cnditins are defined as Defense Cnditin (DEFCON) 4. Other than nrmal cnditins are defined as being at a DEFCON higher than level 4 r as the Cmmander, USFK directs. See appendix B fr a matrix shwing apprval authrity fr flights t the P-518 and P-518 NFA. CFC/UNC/USFK EFO 06-44 is hereby rescinded. 2-4. 8th Army Rtary Wing Supprt The fllwing levels f supprt t United States Frces Krea units, 8th Army units and distinguished visitrs t the Republic f Krea can be expected n a sustained basis. During exceptinal circumstances, such as Cde 1 r 2 Distinguished Visitrs, further assets will be allcated cmmensurate with the required level f supprt. a. Cmmander s Hawk (COMHAWK) shall prvide up t three aircraft per day in supprt f USFK Cmmander and 8th Army Cmmander mvement thrughut the peninsula. b. 8th Army will prvide ne additinal aircraft per day t supprt COMHAWK in the event that additinal assets are required. This aircraft must be requested using the AMR prcess n later than tw (2) wrking days befre missin executin. c. 8th Army shall prvide three rtary wing missins per day fr executive transprt f United States Frces Krea and 8th Army persnnel and distinguished visitrs t the Republic f Krea. These missins are in additin t the abve COMHAWK missins. d. 8th Army shall prvide ne additinal aircraft every day fr general supprt t USFK, 8th Army r external units that require supprt in the Republic f Krea. 3 USFK REG 95-4, 18 Octber 2011

Chapter 3 Missin Request Prcedures 3-1. Missin Request Prcedures Once passenger eligibility has been determined and prper authrity btained, missin requests will be submitted as fllws: a. Administrative and lgistic supprt requests frm staff sectins, activities f USFK, 8th Army and subrdinate cmmands will submit USFK Frm 84-R-E (Aircraft Missin Request) t the 8th Army G3 Aviatin Flight Operatins Officer via email r t Unit 15236, ATTN: EAGC-EA, APO AP 96205-5236, NLT seven (7) wrking days prir t the date f the missin. The AMR shall include the fllwing infrmatin, at a minimum: the Date Time Grup f the requested missin, missin lcatin, pint f cntact (POC) infrmatin, senir passenger name and grade, missin descriptin and the justificatin fr the use f aircraft. Administrative and lgistic supprt requests beynd majr subrdinate cmmander s rganic assets will als be submitted NLT seven (7) wrking days prir. The final passenger manifest must be submitted by the requesting pint f cntact t the supprting aviatin unit NLT 24 hrs prir t the scheduled departure time. b. 2ID staff and subrdinate units requesting tactical supprt will submit requests n USFK Frm 84-R-E t the 2ID G3 Aviatin Current Operatins Officer via email r fax n later than furteen (14) days prir t the missin. 2ID staff and subrdinate units requesting all ther aircraft missins, including DV and General Officer (GO) missins, will submit requests t the 8th Army G3 Aviatin Flight Operatins Officer via email r t Unit 15236, ATTN: EAGC-EA, APO AP 96205-5236 NLT seven (7) wrking days prir t the missin. c. CFC and USFK units will fllw prcedures utlined in UNC/CFC/USFK Memrandum 95-1. The ROK gvernment will reimburse the U.S. Gvernment fr ROK/CFC travel in excess f ROK cntributins t the HQ CFC travel budget. d. Tactical supprt missins are thse flwn in supprt f real wrld peratins in defense f the ROK regardless f current defense cnditins (DEFCON). Tactical supprt missins include, but are nt limited t, sensitive lgistical carg transprt peratins and ther missins f peratinal necessity as designated by Cmmander UNC/CFC/USFK. Requests will include, at a minimum, unit identificatin, passenger manifests, pints f cntact, and telephne numbers f the supprted unit. e. Training requests will be submitted thrugh the 8th Army G3 Aviatin Flight Operatins Officer via email r t Unit 15236, ATTN: EAGC-EA, APO AP 96205-5236 NLT furteen (14) days prir t a planned tactical training exercise. f. Any required aircrew temprary duty csts will be funded by the supprted activity/agency. Supprting aviatin unit cmmander will determine if aircrew will incur temprary duty (TDY) csts. g. (c) Suitable cmmercial and ROK gvernment r military MEDEVAC services are nt available r inadequate. If the ROK gvernment r military requests the MEDEVAC, the request must cntain a statement that the ROK gvernment and military MEDEVAC services are nt available r incapable f perfrming the MEDEVAC missin. (d) There must be a written cmmitment n behalf f the patient t reimburse the Department f Defense fr MEDEVAC csts, unless the patient s injury r illness is directly related t U.S. Gvernment peratins. The cmmitment must indicate the agency r individuals respnsible t reimburse the DD and prvide a specific name and address fr direct billing f transprtatin and enrute medical charges at the applicable tariff rate. In extremely rare cases, the Department f State (DS) may authrize MEDEVAC services and reimburse the DD fr MEDEVAC csts when the DS finds that such patient mvement is in the natinal interest. (2) Prcedures. (a) Requests fr MEDEVAC f civilians and freign natinals must be submitted t the Emergency Operatins Center (EOC) at Cmmand Center Seul using USFK Frm 107EK-R-E (MEDEVAC Request Wrksheet) r any frmat which includes all f the infrmatin cntained in USFK Frm 107EK-R-E. The MEDEVAC request must als cntain the statement and cmmitment required in Chapter 3-3, paragraphs c(1)(c) and (d) abve. (b) The EOC will verify whether the MEDEVAC request cntains the crrect statement and cmmitment. (c) EOC will cntact the USFK/8th Army Surgen s Office, wh will make a preliminary determinatin n whether the patient is eligible fr MEDEVAC. The 8th Army Watch Team shall be ntified fr tracking purpse. (d) If the patient s injury r illness is directly related t U.S. Gvernment peratins, J3/7 r CS, USFK has apprval authrity fr the MEDEVAC request. (e) If the patient s injury r illness is nt directly related t U.S. Gvernment peratins, USFK/8th Army Surgen s Office shall cntact the Pacific Theater Patient Mvement Requirements Center (TPMRC) t request permissin t rder the MEDEVAC missin fr intertheater patient mvement. (f) If the patient is a U.S. civilian, the Pacific TPMRC has apprval authrity fr intertheater patient mvement. (g) If the patient is a freign natinal, the TPMRC seeks Department f State apprval fr inter-theater patient mvement. (h) Nthing in this regulatin shuld be cnstrued as preventing the Cmmander, USFK frm undertaking prmpt relief peratins when time is f the essence and when humanitarian cnsideratins make it advisable t d s in respnse t a disaster in the ROK. (3) Obtain the necessary Republic f Krea Tactical Zne (RK) P-73 clearance frm the Capital Defense Cmmand thrugh the ROK Duty Directr f Operatins if the request is fr U.S. Army aviatin supprt inside RK P-73. (4) Obtain apprval IAW Chapter 3-3, paragraph c. (3) Obtain the identity, call sign, and frequency f the air traffic cntrl agency r unit cntrlling the aircraft participating in the emergency frm Cmmand Center Seul and infrm the supprting aviatin unit. (4) Cnfirm clearance has been given if peratins are t be inside the RK P-73. Prvide the supprting unit the frequency and call sign f the cntrlling agency r the air-t-air frequency and call sign f ther participating aviatin units. (5) Infrm the Cmmand Center Seul duty fficer f actin taken. (6) Infrm the Cmmand Center Seul duty fficer if the request fr 8th Army aviatin supprt is in excess f its capabilities. 3-5. Emergency Requests fr Aviatin Supprt a. Aviatin supprt may be required n shrt ntice t supprt theater peratins. Examples f such requirements include mvement f Explsive Ordnance Dispsal (EOD) teams t respnd t explsive hazards n U.S. installatins thrughut the Krean peninsula, and mvement f military plice teams in respnse t a frce prtectin requirement. (2) Fr emergency incidents n all installatins in the Taegu and Pusan areas, 2ID will prvide ne UH-60 with crew fr transprtatin f ne three-sldier team with rughly 350 lbs f equipment frm USAG Red Clud t the K-16 airfield, returning them frm K-16 t Camp Red Clud upn missin cmpletin. (3) 2ID prvides ne UH-60 with crew n a tw-hur standby during nrmal duty hurs and fur-hur standby after duty hurs. Class V requirements fr incident respnse will be transprted IAW DA PAM 385-64. (4) Request fr 2ID supprt will be made telephnically thrugh the 2ID Tactical Operatins Center (TOC) at DSN 732-8949 r 732-8950. c. 2d Cmbat Aviatin Brigade (2d CAB) will prvide emergency respnse aircraft t supprt the theater as fllws: (1) 2d CAB will prvide fixed-wing assets t transprt the EOD team and equipment frm K-16 t Taegu r Pusan and return them t K-16 upn missin cmpletin. If fixed wing assets are unavailable then 2d CAB will prvide suitable rtary wing assets t accmplish the missin. (2) 2d CAB will prvide ne UH-60 with crew n a tw-hur standby during nrmal duty hurs and fur-hur standby after duty hurs t supprt theater shrt ntice requirements. (3) Requests fr 2d CAB supprt will be made telephnically thrugh flight peratins during duty hurs t DSN 753-7912. After duty hurs the request will g thrugh the Brigade Operatins Center (BOC). The BOC primary DSN number is 753-8184. d. 2d CAB will be prepared t prvide backup supprt requirements in the event that ne unit is unable t accmplish the missin. 3-6. On-Scene Cntrlling Agency In case f a majr emergency when ROK and U.S. assets are cmmitted simultaneusly, the cntrlling agency will be the ROK unit at the scene as designated by the ROK Jint Chiefs f Staff. The U.S. unit designated t supprt the ROK is authrized t crdinate directly with the cntrlling unit and exchange liaisns as required. 3-7. Yngsan Heliprt, H-264 The Yngsan heliprt will be used fr all MEDEVAC missins ging t the Brian Allgd Army Cmmunity Hspital. Yngsan twer is the cntrlling air traffic cntrl agency during nrmal perating hurs and Flight Operatins Center Suth during ther times. Refer t the current DD Flight Infrmatin Publicatins (FLIP) Visual Flight Rules, Arrival/Departure Rutes Krea, fr prper arrival/departure instructins.
