Towards2030-Dialogue project Towards2030-dialogue intends to facilitate and guide the RES policy dialogue for the period towards 2030. This strategic initiative aims for an intense stakeholder dialogue that establishes a European vision of a joint future RES policy framework. REKK Foundation The goal of the Foundation is to contribute to the formation of sustainable energy systems in Central Europe, both from a business and environmental perspective. Its mission statement is to provide a platform for open-ended, European-wide dialogue between government and business actors, infrastructure operators, energy producers and traders, regulators and consumers, professional journalists and other interested private entities. The Foundation will develop policy briefs and issue papers with forward-looking proposals concerning challenges posed by energy and infrastructure systems and organize regional forums allowing stakeholders to become familiar with the latest technological and regulatory developments within the industry. REKK Foundation will realize its goals through the following primary activities: Sustain open expert forums to present and discuss Hungarian, regional, European and international energy policy initiatives Contribute to knowledge sharing about the regulation of energy and other public utility networks and about the market trends of these sectors, dissemination of applied solutions, educational activities and research 3

Energy policy issues with regional importance are selected for discussion with decision makers from the CEE countries. Executive level events on actual issues related to the Hungarian energy markets. Professional forum on future technologies and policies, targeting the wider Hungarian professional audience. The leading event of REKK on a specific energy policy issue linked to REKK research with highly qualified international speakers. REKK essay competition Opened for university students on predefined energy policy issues.

Questions for discussion How could the Commission motivate MSs to pledge themselves to sufficiently ambitious national RES targets? How should the European Commission proceed, if the aggregated national pledges do not reach 27%? Are there MS related benchmarks needed for the 2030 RES target achievements? If benchmarks are needed, what should be the followed methodology flat rate, GDP/capita or RES potential based distribution or other? Is there any other suggestions for the methods for closing the gap to the target (if exist)? (e.g. EU wide auctioning of missing RES production?) 6
