Academic Detailing RFP #IBEBPDOP-FS-AD-2019 QUESTIONS & ANSWERS September 28, 2018 1. What would be the estimated start date since the contract ends June 30, 2019? Answer: December 1, 2018 as an estimated start date. 2. Is there a maximum total budget amount for each year or for each proposed deliverable? Answer: The budget for each year is dependent upon grant funding. Offerors should propose a budget based on the scope of work. Section I, Paragraph C In regard to the Scope of Procurement, an approximate expiration date is specified. However, it does not anticipate a start date for the proposal. 3. What is the anticipated start date for the proposal? Answer: Please use December 1, 2018 as an estimated start date. Section I, Paragraph C (23) and Section IV, Paragraph C (11) As referenced in Section 1, Paragraph C (23) and Section IV, Paragraph C (11). All materials developed by the Contractor shall become property of the State of New Mexico. 4. Are there any exceptions to the right to publish requirements of this RFP? The university does not allow others to control intellectual property and limit dissemination of data collected and analyzed as part of a UNM project? Answer: Yes, there are exceptions to the right to publish requirements. If a nongovernmental agency/vendor is awarded the RFP, the agreement will be placed in a Professional Service Contract (PSC) and the awarded vendor will need to follow the agreement terms- Appendix C- Sample Contract Section 11. If the awarded agency/vendor is a government agency or a local public body, these agencies are exempt, and the agreements may be placed in a Memorandum of Agreement (MOA), an Addendum to an existing agreement, or an Inter-Government Agreement (IGA) and the wording will be contained in those agreements.
Section III, Paragraph C (1) The RF A requires that the proposal be organized and indexed using the format in this section, page #22. However, the following sections outlined in Section V (B) are not numbered in the format provided: Statement of Need Offeror capability Scope of Work Budget and Cost Explanation 5. Where do should these sections be included? Please clarify section numbers. Answer: Follow RFP Section III, Paragraph C 1.F4 as stated on page 27 Mandatory Specifications. Section V, Paragraph 8 (8) The RFA requires that respondents request sufficient funding to accomplish the proposed Scope of Work. 6. What is the overall budget for the proposal, including direct? Answer: The budget for each year is dependent upon grant funding. Offerors should propose a budget based on the RFP scope of work. 7. Is there a maximum amount for target travel? Answer: This is negotiable, based on proposed budget 8. In the event that both Medical and Pharmacy Academic Detailing are proposed a) Is the overall budget increased Permissions, publishing, and author agreements? b) Are they considered separate proposals? Answer: a) The overall budget is based on the bidders cost proposal. b) No, Medical and Pharmacy Academic Detailing are considered as one proposal. 9. Are there any unallowable costs for the budget? Answer: Yes. Allowable and unallowable costs are based on the requirements in the RFP, the agreement template, and federal statutes, rules and regulations. Two references are: a. OMB 2 CFR Part 200 (Section 200.400 200.475); and DOH/ERD Procedure ERD-

Section V, Paragraph C (Appendix C) Scope of Work, Task #13 requires resumes as a deliverable for the academic detailers. 10. Are the resumes required in the proposal and if so, are they counted in the page limit for this RFP? Answer: Yes, résumé's are required, but not counted in the page limit (Section V-B6 Mandatory Specifications, pg. 28). Section V, Paragraph C (Appendix C) 11. Is Appendix Ca sample or do we need to include it in the proposal? If so, where? Answer: Appendix C is a Sample Contract, there is no need to include it to the proposal. Section V, Paragraph C (Appendix D) This section has response areas for up to another four years of funding. 12. Does appendix D need to be completed with descriptive budgets to be eligible for the additional years of the possible contract? Answer: Yes. Section V, Paragraph C (Appendix F) 13. Where should this attachment be placed in the Proposal? Answer: All attachments should follow the Appendix Sequence and be placed at the end of the proposal. Attachment A 14. Where should this attachment be placed in the Proposal? Scope of Work, Item A] The curriculum produced by UNM in 2017 and used for the past 2 years addresses best practices for opioid prescribing and state and federal regulatory requirements., This curriculum does not specifically address one-on-one academic detailing. Rather, the process of academic detailing would reinforce the UNM training. a) Will the contractor have access to the names of those who have participated in the UNM workshop on best practices for opioid prescribing? Answer: If requested, DOH can provide the awarded vendor the names of those who participated in the prior UNM workshops funded by DOH b) Will UNM continue to provide these workshops in FY2019? Answer: Undetermined. 16. [Page 23. Scope of Work, Item G] Do DOH Evaluators have specific outcome measures in mind for this project? Answer: DOH Evaluators will work with the awarded vendor with specific outcome measures. 17. [Page 24. Scope of Work, Item J] Will individual provider identities be protected or do individual providers have to be identified in visit data reporting? How often will regular reports be due? Answer: Provider identities will need to be provided to DOH but are protected within it s files. Reports are due quarterly at a minimum. 18. Page 22, C Proposal Format] Is F.3. Oral Presentation applicable? If so, how should this item be addressed? Answer: Section III C1 F3. Oral Presentation (If applicable)- there will not be Oral Presentations. 19. Answer: Yes, the Cost Response Form is part of the Proposed Budget 26. Is there an overall page limit for the Request for Proposal? Is it possible for DOH to provide an electronic copy to approved contractor of the HERO TRaILs Best Practices for Treating Non-Cancerous Pain? Answer: If requested, DOH can provide a copy of the HERO TRaILs materials, as funded by DOH to the awarded vendor.
