Introduction Afghanistan has been naturally vulnerable to disasters on account of its unique geo-climatic condition. Floods, droughts, earthquakes, avalanches, landslides and locust attacks are regular natural phenomena in Afghanistan. PDMC which is comprised of government officials from the key ministries and the assisting community, to carry out an initial assessment on the extent of the damage and to identify needs for immediate relief. Under the guidance of Chairperson of PDMC, rapid assessment team comprised of ANDMA and line ministries sub departments, ARCS, NGOs, UN representative) to be sent to the field for damage assessment. Discusses the assessment report with the PDMC and determines the magnitude of the disaster, level of response needed and who has the capacity to provide relief assistance. Disseminate the assessment report to all relevant humanitarian partners. 13 Officially, reporting on emergency operations is carried out by the provincial branch of ANDMA on behalf of the PDMC, with or without further support in information dissemination from the PDMC. NEOC ANDMA is functioning 24 hrs 14

Achievements Established Provincial Emergency Operation Centers (NEOCs) in all provinces Maintain emergency stocks in most vulnerable areas. Trained and mobilized Rapid Assessment Teams at the province level School Safety Program at the National and provincial levels. Support to Kabul University to design and run undergraduate programmed on Environmental Protection and Disaster Management since 2009 15 Constraints & Challenges Security and accessibility in remote disaster prone areas Unpredictable and limited financial resources High level of vulnerability Poor early warning system Poor seismic detection instruments Poor communication system Insufficient of trained and motivated human resources in DM field in the country generally and ANDMA in particular. Insufficient equipment for search and rescue Few/ limited donors interested to support on DRM 16

Way Forward Establishment of a strong Information Network Allocation of more resources in DM regionally and globally. Strong commitment infrastructure and regional natural resources management/development.
