PDMWD s IPR Program Goals 1. Produce minimum of 15% of Districts Potable Supply (2,000 to 3,000 AF/Y of local supply) 2. Price of water < $2,000 /AF 3. Full Scale GRRP operation ASAP while gaining regulatory acceptance & meeting regulatory requirements 4. Support District Strategic Goal 4 (Increase Water, Wastewater and Energy Independence 5. Limit Financial Obligations to District Ratepayers assuming District were to continue to connect to the METRO system

Demonstration Project Objectives Utilize FAT Technology 100,000 gpd MF/RO or UF/RO 10 gpm Advanced Oxidation Establish requirements for a fullscale IPR project Seek to eliminate blending requirements Minimize retention time in aquifer Establish parameters for full-scale implementation ASAP Support District s IPR Program & Strategic Goals Meet Prop 50 Grant requirements
Demonstration Project Contracts Envisioned to be accomplished under 2 separate contracts 1. Contract 1 Program Management (this RFP) 2. Contract 2 Design and Installation of the Demonstration Facility Consultant Selected for Contract 1 responsible to manage combined total of Contracts 1 and 2 to not exceed $2.5M

Evaluation Criteria Scored on 100 point basis by committee Conceptual Program Plan (60 points) Project Manager Experience & Availability (10 points) Qualifications and specific experience of Key Team Members (10 points) Firm experience (10 points) Demonstrate best value to District (10 points) Interview Minimum 3 highest scoring firms
Selection Process District Board Not involved in RFP preparation Not included on scoring committee Updated on progress, as necessary Staff directed to direct any Board inquiries to Director of Engineering or GM Engineering Staff (During proposal period) Minimize interaction with consultants (perception issues) Obtain questions regarding RFP in writing: Level playing field Scoring committee typically made up of staff from varying District departments No Firm has this project in the bag
