CASE # N17-001 OLYMPIC METAL - STREET NAME CHANGE BILL SKINNER, SENIOR PLANNER NOVEMBER 28, 2017 VICINITY MAP The roadway proposed for renaming is a cul de sac approximately 715 ft. long, and is a dead-end section of the E. Nichols Place right of way extending eastward from the intersection of S. Potomac Street and E. Nichols Place in the Dove Valley Business Park. The site is located in Commissioner District 2. LOCATION OF THE PROPOSAL (road segment is indicated in red rectangle)

PROPOSAL AREA AND SURROUNDINGS (road segment is indicated in red rectangle) PROPOSAL William Lawrence of Transwestern (applicant) on behalf of Reliance Steel and Aluminum Co. (owner) has made application to Arapahoe County to rename a portion of E. Nichols Place to E. William Gibb Place. The street proposed for renaming is a cul de sac approximately 715 ft. long, which is a section of the E. Nichols Place right of way extending eastward from the intersection of S. Potomac Street and E. Nichols Place. No properties take their address from this section of E. Nichols Place. The name change is requested to honor the founder of Olympic Metals, William Gibb. Olympic Metals is currently constructing a new facility on 7956 S Potomac Street, which abuts E Nichols Place.

ADJACENT LAND USES AND ZONING: Five properties abut this 715 ft. section of E. Nichols. All of these parcels are zoned Mixed Use Planned Unit Development (MU-PUD), based on Case No. Z16-004 Dove Valley Business Park - MDP 4th Amendment. BACKGROUND The E Nichols Place cul de sac was named as part of the Dove Valley 5 Final Plat, which was filed with the Clerk and Recorder s office on June 30, 2004. The name remained consistent on all subsequent replats. RECOMMENDATION Per BOCC resolution No. 2189-85, adopted by the BOCC on September 3rd 1985, the staff recommends the request be denied. This resolution includes the following direction from the Board. 1. All street names and building addresses for new developments in the unincorporated areas of the county shall be consistent with the Denver Metropolitan Area Grid System and A Guide for Naming and Numbering of Streets and Buildings in Arapahoe County, Colorado. 2. The determinations of street names and building address numbers shall be at the time of final subdivision platting. The department responsible for determining street names and building numbers shall be the Division of Mapping, Arapahoe County. Per resolution No. 2189-85 the Arapahoe County street name change process requires review of proposed street names not conforming to the Denver Metropolitan Grid System by affected public and private agencies, posting of the affected property, and public hearings before both the Planning Commission (recommending body) and the Board of County Commissioners (approval body). Approval of any street name change is done by Board resolution. DISCUSSION The staff recommendation to deny the request is aligned with resolution No. 2189-85, but street renaming requests have been approved by the Board in the past. In 2007 a section of E Nichols Drive was renamed to E Digicom Drive at the request of a business of the same name that hoped to relocate to a property on that street. In 2005 a primary roadway in the Copperleaf development was approved with the non-conforming name of Copperleaf Boulevard. Also in 2005, a section of E Jamison Circle located in Dove Valley Business Park was renamed E Adam Aircraft Circle at the request of the Adam Aircraft Company. Most notably, in 1995 the section of E Dry Creek Road right of way that traverses Dove Valley Business Park was renamed E Broncos Parkway. It appears that impacts to surrounding properties would be minimal if this request is granted. As configured in approved plats, none of the abutting lots will take their addresses from this section of E Nichols Place. All five of those lots will have front entrances on, and will take their addresses from other roads existing in front of those properties. The section of E Nichols Place in question provides access to the back of the five abutting lots. This section of E Nichols Place is only 715 feet long, and is a dead end road. No through traffic will utilize this section of roadway. Aside from a lack of conformance with the Guide for Naming and Numbering of Streets and Buildings in Arapahoe County, staff concerns pertaining to this request are limited to how street signs will accommodate the situation created if E William Gibb Place is approved east of the

intersection with S Potomac Street, and the potential continuation of E Nichols Place west of that intersection. Details of the signage have yet to be considered, but similar situation exist at other locations in the County and the matter has been successfully resolved at those locations. Comprehensive Plan This application complies with the following Goals, Policies, and Strategies of the Comp Plan: Policy EC 1.1 - Support Employment and Commercial Development in Growth Areas Strategy EC 1.1(b) - Collaborate with the Business Community Referral Comments for N17-001 Comments received during the referral process are as follows: CENTENNIAL AIRPORT - REFERRALS ARAPAHOE COUNTY ASSESSOR- COMMERCIAL ARAPAHOE COUNTY PWD MAPPING ARAPAHOE COUNTY PWD ENGINEERING ARAPAHOE COUNTY SHERIFF/PATROL Comments have been addressed One outstanding signage issue. Staff - details pertaining to street signage will be considered if the request is approved. If this name change is approved, the name needs to be accurately recorded in all public records and data bases including GIS and law enforcement/fire CAD systems. Staff Agreed, policies and procedures are in place to accomplish this. DOVE VALLEY BUSINESS PARK ARC- REFERRALS No comments from the ACC SOUTH METRO FIRE DOVE VALLEY METROPOLITAN DISTRICT CENTENNIAL PLANNING- REFERRALS/ZONING HOTLINE POST OFFICE - ARAPAHOE COUNTY CDOT-DEPT. OF TRANSPORTATION/ STATE OF CO-REGION ONE RTD ARAPAHOE COUNTY WATER & WASTEWATER AUTHORITY No objection stated to the proposed name change If upon completion of the street, it is intended to be a private street, the City of Centennial has no objection. However, if the street is to be public, the City of Centennial would like to confirm that the proposed street name is consistent with the Arapahoe County Street Naming Policy. Staff - It does not, staff has recommended denial.

STAFF FINDINGS: Staff has visited the site, reviewed the plans, supporting documentation, and referral comments. Based upon review of applicable development regulations and analysis of referral comments, our findings include: 1. The proposed street name change does not comply with direction given in BOCC resolution No. 2189-85 that street names be consistent with the Denver Metropolitan Area Grid system and A Guide for Naming and Numbering of Streets and Buildings in Arapahoe County, Colorado. 2. Staff finds that the N17-001 Olympic Metals Street Name Change request complies with the procedures and notice requirements of Board of County Commissioners Resolution No. 2189-85 and can be considered at public hearing. DRAFT MOTIONS: Recommendation to Deny In the case of N17-001 Olympic Metals Street Name Change, I have reviewed the staff report, including all exhibits and attachments and have listened to the applicant s presentation and any public comment as presented at the hearing and hereby move to recommend denial of this application based on the following findings: 1. The proposed street name change is not consistent with direction given by the Board of County Commissioners in resolution number 2189-85. 2. State additional findings as deemed appropriate by the Planning Commissioner moving this motion Staff provides the Draft Motions listed below as general guidance in preparing an alternative motion if the Planning Commission reaches a different determination: Conditional Recommendation to Approve In the case of N17-001 Olympic Metals Street Name Change, I have reviewed the staff report, including all exhibits and attachments and have listened to the applicant s presentation and any public comment as presented at the hearing and hereby move to recommend approval of this application based on the following findings 1. This Street Name Change Request does not appear to have substantial impacts to surrounding properties. 2. This Street Name Change Request only affects 715 feet of a dead end cul de sac and will not affect through traffic. 3. N17-001 / rename E Nichols Pl Page 2 of 3 Findings: Engineering Staff Report The Arapahoe County Division of Engineering Services has reviewed this referral and has the following findings: 1. Tract H was reserved right of way (ROW) during the original planning of Dove Valley V. During the development of filing 12 of Dove Valley V, it was determined that a cul-de-sac may serve this area better than a through streets. Tract H was re-platted as a cul-de-sac in 2017. The subsequent ROW was dedicated to the County from the 2 separate land owner via warranty deeds, reception numbers D7081402 and D7085812. 2. The County mapping department provide Tract H the street name East Nichols Place per the master street grid. 3. 5 lots (as currently platted) will have access drives onto the cul-de-sac, however no lot will be addressed from the cul-de-sac. 4. Tract H was proposed as a through street and will continue through on the west side of Potomac St. Therefore the intersection of Potomac St and Tract H may have different names on the east and west side of S Potomac St. 5. The west side of Potomac is not yet developed, nor are any applications for development currently proposed. 6. See redlines for comments that need addressing prior to final approval. Recommendations: The Division of Engineering Services has no objection to the proposed name change of the East Nichols Place cul-de-sac; however, care should be given with intersections having different names as this can cause misdirection.
