1. STATUS This paper establishes the terms of a liaison agreement between Civil Defence and the Irish Coast Guard in relation to marine emergency incidents. 2. IRISH COAST GUARD ROLE The Irish Coast Guard has the responsibility for the initiation and coordination and / or control of maritime emergencies (SAR, Pollution, Salvage and Casualty) in the Irish Territorial Waters, Harbours and Coastline which include the Irish International Search and Rescue Region. This includes the mobilisation, organisation and tasking of adequate resources to respond to pollution or threat of pollution, to persons or vessels in distress at sea or to persons at risk of injury or death on the cliffs or shoreline of Ireland. 3. CIVIL DEFENCE ROLE Civil Defence is a national organisation which includes a local authority structure to provide support and assistance to the Primary Emergency Services and to the local communities particularly in times of emergency or distress. The organisation has a number of developmental programmes and can provide a corps of trained, uniformed voluntary members with vehicles and equipment and supported by its own communication system. The organisation has assisted by providing first-aid and ambulance services, rescue, search and recovery, fire-fighting, disaster management, emergency feeding and care of the homeless at many incidents throughout the country. 4. CIVIL DEFENCE OPERATIONAL DETAILS, FACILITIES AND EQUIPMENT Civil Defence resources are held at local authority level and there are mutual assistance agreements available locally to allow these resources to be accessed through a single Civil Defence Officer. Civil Defence will provide IRCG with a complete list of resources available in each area of operation. Changes in the status of resources will be notified to IRCG immediately (Annex B). 5. CALL-OUT PROCEDURES In the event of the Irish Coast Guard requesting assistance from the Civil Defence, the IRCG Search and Rescue Mission Co-ordinator (SMC) will contact the Civil Defence contact person as laid down in Annex A and request assistance, stating what assistance is required. 6. OPERATIONAL PROCEDURES AND COMMUNICATIONS In the event of Civil Defence being requested by the Irish Coast Guard to assist in a maritime incident in the IRCG area of responsibility, the Senior Civil Defence Officer will, on arrival on scene, report to the On-Scene Commander, who shall be appointed by the Irish Coast Guard. In some circumstances the Senior Civil Defence may be appointed to act as On-Scene Commander by IRCG.
In the event of Civil Defence being notified by the Gardai or a member of the public of an incident which is or appears to be in the IRCG area of responsibility, Civil Defence should ask if IRCG has been advised but should also contact IRCG immediately themselves, either by using the 999 or 112 system or directly on 01-662 0922 to enable IRCG to make a co-ordinated response. When on scene the Senior Civil Defence Officer will integrate with the emergency operation as tasked by the On-Scene Commander. The Civil Defence Officer will report back to the On-Scene Commander at regular intervals advising of areas searched and any other relevant information. It is the role of the On-Scene Commander to pass this information back to the Coordinating Centre. 7. JOINT EXERCISES Joint exercises will take place utilising IRCG / Civil Defence resources. 8. INDEMNITY AND LIABILITY In all cases indemnity and liability for Civil Defence equipment and personnel rests with Civil Defence. The decision to undertake any task requested by IRCG (MRCC) rests with Civil Defence. 9.
