GENERAL VIEW The outcome document basis for negotiation of MoI of Post 2015 Development Agenda should emphasis more on International development cooperation to support mobilization of global financing for development Country Specific and Country Leadership Diversity between countries in the Asia-Pacific region needs to be recognized. Development cooperation and partnership within Asia-Pacific region should be implemented under country-leadership
REGIONAL DEVELOPMENT COOPERATION AND PARTNERSHIP Regional development cooperation and partnership strategies would be best defined and developed at country level. Country-led regional platforms for development cooperation based on country specific strategies need to be established. Sample : ASEAN Infrastructure Fund (AIF) Similar facility could be established to mobilize fund from philanthropy and private sector in Asia Pacific to finance SDGs Source: ADB
UTILIZATION OF ODA AS PART OF FINANCING FOR DEVELOPMENT ODA is perceived as crucial part of financing for development.. Northern and donor countries are urged to fulfill existing commitments. Asia has 60% of the world s total slum population (ADB: 2013). ODA could play as catalytic role to attract other sources of financing, including for MICs It should be a clearance on the differences between ODA and climate finance.
SOUTH-SOUTH COOPERATION AND TRIANGULAR COOPERATION South-South Cooperation is a complementary, and not substitute for the existing North-South Cooperation, Country Led Regional platform for South- South Cooperation, Triangular Cooperation have important role in knowledge sharing and development cooperation across countries in the Asia-Pacific region Indonesia has announced to become provider of international development cooperation, including initiated the Country-Led Knowledge Hub. Under country leadership, Country-Led Knowledge Hub could become effective means for regional development cooperation.
COUNTRY LED KNOWLEDGE HUB Northern Countries Hub, e.g. JICA, GIZ, etc MDBs Hub e.g. WBI, ADBI, etc UN Hub e.g. Special unit for SSC Knowledge hub is defined as an organization or network, dedicated to share and exchange development experiences and models with partners from other countries. Southern Countries Hubs, e.g. Brazil, China, India, etc Southern Countries Country led knowledge hub (e.g indonesia) Indonesia is one such Knowledge hub which conducts knowledge sharing within a South- South and Triangular Cooperation framework to achieve development results.
