ReWa Capacity Approval Process Public Main Extension Project April 13, 2016 For new development, service availability, and general development questions contact Angie Davis, Development Services Technician. There are two classifications of service that require ReWa approval - Service Lateral Connections and Public Main Extensions. A Service Lateral Connection refers to a single sewer line typically from a repurposed building, new commercial development, or new single building. Service laterals may connect to a Satellite Sewer Agency sewer line or directly to a ReWa manhole. A service lateral does not require permitting through SCDHEC, therefore once the capacity letter is issued by ReWa, the flow is officially allocated to the development. A Public Main Extension refers to a new collection system of sewer lines and manholes typically used for new subdivisions, apartments, townhomes, etc. The new collection system will need to be permitted through ReWa and SCDHEC. ReWa will not officially guarantee flow capacity until plans are approved (refer to Step 2 in the Public Main Extension process). Individual homes or buildings associated with a Public Main Extension do not go through ReWa s Service Lateral permitting process. General Inquiries / Pre-submittal Requirements 1) Prior to beginning the Capacity Approval Process any general inquiries shall be directed to ReWa s Development Services Technician (Contact Ms. Angie Davis; ph. 864-299-4000, ext. 272; angelad@re-wa.org ). 2) All development activities shall be coordinated between the developer and the applicable Satellite Sewer Agency serving the property prior to beginning Step 1 of the Capacity Approval Process. 3) Should the proposed development require potential connection directly to ReWa s infrastructure the Satellite Sewer Agency shall first discuss this option with ReWa Engineering before beginning the Step 1 application process. 4) If the proposed development is located on a property parcel that either contains or is adjacent to an existing ReWa sewer line easement the Satellite Sewer Agency shall first meet with ReWa Engineering to discuss project specifics before beginning this application process. Step 1 - Capacity Availability Request 1) The developer makes a formal request to ReWa Development Services Technician for capacity availability in ReWa collection lines and water resource recovery facilities. This request package includes, but is not limited to, information on the following items: a) Project name b) Tax Map Number(s) c) Type of development: residential, multi-family, industrial, etc. d) Flow calculations for requested capacity per SCDHEC Contributory Loadings (in gallons per day). e) Proposed water resource recovery facility f) Include attached map with proposed connection point to the Satellite Sewer Agency(s) (1) Should the proposed development require potential connection directly to ReWa s infrastructure the Satellite Sewer Agency shall first discuss this option with ReWa Engineering. The Satellite Sewer Agency shall secure written approval for such a connection point prior to the submittal of the Capacity Availability Request package to ReWa. (2) For project work on parcels that either contain or are adjacent to an existing ReWa sewer line easement the Satellite Sewer Agency and/or Developer shall provide the additional information requested by ReWa resulting from the meeting discussions previously held as required in Item 4 above. g) Completed Public Main Extension Preliminary Capacity Request Form (1) If flow is conveyed through multiple Satellite Sewer Agencies then a signature from each agency must be obtained prior to submittal to ReWa Development Services. 2) All items requested must be provided in a complete package to ReWa Development Services Technician. a) Only documents from Step 1 will be accepted at this time. Step 2 documents will be sent back to the requester. b) ReWa Development Services Technician will provide status updates to all parties as may be applicable. c) The ReWa Development Services Technician will review the Step 1 package for completeness and coordinate with the Satellite Sewer Agency as may be necessary before a technical review of the package will begin. 3) For projects involving an additional phase of a previously approved subdivision/development the Developer will need to provide: a) A listing of the lot numbers planned for the submitted phase of construction b) A list of the lot numbers permitted, and related ReWa permit numbers, for previous phases c) A list of the lots built on and/or currently in construction for the previous phases d) A plan for completing the construction of open lots in the previous phases The package will not be considered complete and the technical review of the request will not begin until this information is provided to ReWa. 4) ReWa Engineering will begin a technical review on a completed package once it is received from ReWa Development Services. a) ReWa Engineering will respond to capacity availability request within 10 business days of their receipt of the complete package. If further information is required and/or a physical assessment/study is needed ReWa Engineering will request additional information from the developer or Satellite Sewer Agency. ReWa Engineering will resume review of the Capacity Availability Request once this information is received. 5) For any public main extension project, capacity is allocated on a first come first serve basis during the subsequent Capacity Approval Process (Step 2). Capacity is not guaranteed with the issuance of the Step 1 approved Public Main Extension Preliminary Capacity Form. ReWa strongly encourages the submittal of Step 2 information as quickly as possible. 6) Once item 4b above has occurred and prior to submitting information for Step 2, should the requested flow change for the proposed development a new Step 1 ReWa Capacity Availability Request will be required. 7) The Preliminary Capacity Approval may be rescinded by ReWa if the Step 2 process has not been initiated within two years of the approval date for Step 1. Step 2 - Capacity Approval Process 1) The developer submits a complete package of items on the ReWa Capacity Approval Process Checklist to ReWa Development Services Technician. a) The ReWa Capacity Approval Process Checklist can be found on ReWa s website at http://rewaonline.org/resources/development/public-main-extension-pme/ 2) Incomplete packages will be returned to the requester. 3) All items should be in hard copy form. 4) The ReWa Development Services Technician will review the Step 2 Package for completeness and coordinate with the developer as may be necessary before a technical review of the package will begin. 5) ReWa Engineering will begin a technical review on a completed package once it is received from ReWa Development Services. a) ReWa Engineering will respond within 10 business days of their receipt of the complete package. If further information is required ReWa Engineering will request additional information from the developer or Satellite Sewer Agency. ReWa Engineering will resume review of the Capacity Approval Process once this information is received. b) ReWa Engineering will generate the Capacity Approval Letter for distribution to the Satellite Sewer Agency, Developer and ReWa Development Services. This letter allocates capacity in ReWa s system for service to the proposed project. 6) The Capacity Approval may be rescinded by ReWa if either of the following issues occur: a) A SCDHEC Construction Permit for the proposed project sewer infrastructure has not been issued within 120 days of the date of the Capacity Acceptance Approval letter. b) A SCDHEC Permit to Operate for the proposed project sewer infrastructure has not been issued within three years of the date of SCDHEC Construction Permit. Capacity is allocated on a first come first serve basis during the subsequent ReWa Capacity Approval Process (Step 2). Upon meeting all requirements (plan review and approval, payment of all applicable fees, etc.), ReWa will issue a separate letter for use in obtaining a SCDHEC Permit to Construct. The engineer shall contact the individual Satellite Sewer Agencies involved to determine their policies, procedures, and requirements. Note: Approval is valid for 24 months from the executed date of this document.

ReWa Capacity Approval Process Checklist (Public Main Extension) DISCLAIMER NOTICE: All information provided prior to issuance of the flow acceptance letter is for information purposes only and does not constitute a contract or guarantee that the project flow will be approved. No submittal shall be considered complete until the following information is received and all the requirements of this section are met as determined by ReWa. Incomplete packages will be returned. Receipt of Preliminary Capacity Request Form signed by appropriate Satellite Sewer Agency and ReWa Receipt of County or City Planning Agency Approval Letter Signed SCDHEC Construction Permit Application Copy of ACOG 208 Water Quality Certification Receipt of Satellite Sewer Agency Ownership, Operations & Maintenance letter endorsing and approving the project. The Satellite Sewer Agency must own, operate & maintain the system according to ReWa s Sewer Use Regulation (specifically Section 2.1). Receipt of Review Fee ($220.00) Receipt of Final Development Plans (1 Copy) and PDF No submittal of development plans shall be considered complete until the following information is received and all the requirements of this section are met as determined by ReWa. A complete package must be submitted and the plans signed and dated by an engineer registered in SC. 1. One (1) set of folded plans on 24" X 36" sheets and One (1) set submitted electronically in PDF format. Individual plan sets that exceed 20 pages may be rolled and stapled. The following information shall be included: a. Vicinity map sufficient in scope to locate the proposed development. b. For multi-phase projects, an overall map showing the limits of each phase and the corresponding lot numbers, including a listing of lot numbers per phase. This includes the lot numbers for the phase that is being reviewed. c. Clear, readable plan and profile views of all proposed sanitary sewer lines shall be provided. The plan and profile drawings shall meet the requirements outlined below, or as otherwise approved by ReWa. For projects connecting to ReWa s infrastructure, all plans must comply with ReWa s standard details and specifications. If the design Engineer anticipates that any of the requirements will not be met due to the configuration of the proposed development, the design Engineer is advised to meet with ReWa staff to gain approval for the deviation prior to submittal. d. Sanitary sewer plan and profile information presented on separate sheets from the storm and surface water plan and profile information. e. Plan and profile views displayed one over the other on the sheet. 1

ReWa Capacity Approval Process Checklist (Public Main Extension) f. Public and private lines and facilities clearly marked on both the plan and profile view. g. Existing sanitary manholes labeled with the designated ReWa or City/Satellite Sewer Agency number. h. The distance from the nearest existing manhole where a new manhole structure is constructed over an existing line, or where a main line connection is made to a trunk line. i. Existing and proposed utilities shown on the plan view and utility crossings shown on the profile. Utilities other than sanitary and storm sewer shall be ghosted. j. A plan view scale no smaller than 1"= 50', and the profile view scale no smaller than 1"= 50' horizontal and 1"=10' vertical. Architectural scales shall not be used. k. North arrow. l. All existing and proposed easements including the distance from the mainline to easement line. No permanent structures can be located within a ReWa sewer easement. ReWa must maintain appropriate access to our sewer line and will be reviewed on a case-by-case basis. m. Drainage hazard areas and FEMA designated 100 year floodplains and floodways. n. The stationing of each new main line section beginning at 0+00 or other even station (e.g., 1+00, 10+00, etc.) at the downstream terminus. In phased developments, previous stationing may be continued. o. One (1) copy of the appropriate design calculations including flow and pump station calculations with a copy of the pump curve. The flow calculations should be based on the unit loadings given in DHEC Regulation 61-67, Appendix A. Variances from the values in DHEC Regulation 61-67 must be justified. Ownership and operation of these facilities must also comply with ReWa s Sewer Use Regulation (specifically Section 2.1). p. One (1) copy of an overall layout sheet of the wastewater system separate from the plans. This layout must show the proposed sewer systems and their sizes and include existing streets and sewer systems, as a reference point. The proposed sewer systems must be highlighted to be easily identified. q. If applicable, any revised plan sheets shall be appropriately dated on the revision log. 2. Calculations for sizing of the sanitary system must be submitted in a separate document. ReWa may at its discretion limit permitted wastewater flow to an amount which represents a 2- year build out. If the ultimate project size requires permitting of flow greater than the 2-year build out, the project should be phased in over time. Upon successful completion, submission, and approval of all of the above, and the payment of the appropriate review fees, ReWa will provide a flow acceptance letter to the Satellite Sewer Agency approving the project. Additionally, ReWa s new account fee must be paid. The fee is based on the size of the water meter serving the project. Payment of ReWa s new account fee is also required in order to obtain a building permit. For additional information please contact ReWa s Customer Service Department at (864) 299-4000. 2
