CESA National Membership Meeting Chicago, IL May 15-16, 2018 Co-hosted by the Illinois Power Agency Monday, May 14 (Note: CESA Board of Directors Meeting will be held at 4:15 pm 6 pm Central Time in the Burnham Room, ground floor of the Hotel Blake) For those participants who arrive early, CESA will host an optional dinner at 6:30 pm on Monday night. Based on a participant survey that was sent to meeting registrants in advance (which will inform Sessions 1, 2, 3, and 6), there will be a discussion of the main challenges CESA Members currently face. There will be a 15-minute break partway through the session. 1:15 PM Congress Lounge Session 3 Speed Networking Meeting attendees will have opportunity to network and learn from their colleagues in a series of short encounters. 2:00 PM Congress Lounge Session 4 How to Help Municipalities Implement Clean Energy Cities and towns across the US are developing renewable energy goals and making commitments to transition to 100% clean energy. They are also taking additional steps to facilitate renewable energy projects for community members. How can states craft programs that encourage and support municipalities and communities in the transition to renewable energy? And how have communities and municipalities leveraged state support to implement renewable energy projects? Val Stori, Project Director, CESA Presenters Kim Havey, Program Coordinator, Minnesota Department of Commerce Andrew Perchlik, Director, Vermont Clean Energy Development Fund Selya Price, Senior Manager, Connecticut Green Bank Dave Moldal, Senior Renewable Energy Manager, Energy Trust of Oregon 3:15 Break - Fainman Lounge 3:30 Congress Lounge Session 5 The Future of Electrification and What It Means for Clean Energy There is great potential for electricity to replace liquid and solid fuels for transportation, industrial processes, agriculture, and heating and cooling. In April the Electric Power Research Institute (EPRI) will publish the U.S. National Electrification Assessment, which will offer four possible pathways of how electrification could proceed in the coming years and decades. Francisco de la Chesnay of EPRI will present the report s findings and discuss the potential implications for state clean energy activities. In the report s most ambitious scenario, 3

electricity's share of total energy supply would rise from 19 percent today to 50 percent by 2050. There will be opportunity for audience questions and comments. CESA Member organizations have tools and resources that could be modified and used by others, such as rebate calculators, informational graphics of clean energy technologies, consumer guides, videos, technology factsheets, or other resources. As part of this session, Liz Doris will discuss National Renewable Energy Laboratory (NREL) tools that states can use and benefit from. Various CESA members will then share tools that they have. What will be the most important issues and trends in the coming several years? A wide-ranging discussion will be kicked off by several leading energy experts and will include input from meeting attendees from Midwest states. 10:30 Room WB 1016 (10 th Floor) Session 2 Energy Storage Behind the Meter This session will focus on new developments in behind-the-meter energy storage and state energy policy, including integrating energy storage into existing state clean energy programs; energy storage in utility residential programs; energy storage and net metering; and behindthe-meter energy storage resource aggregators. Todd Olinsky-Paul, Project Director, CESA Presenters Ed Toppi, Vice President for Integrated Solutions, Customized Energy Solutions: FERC Order 841 and its anticipated impact on ISO/RTO energy storage markets Andrew Belden, Sr. Director, Renewable Energy Generation, MassCEC: The Advancing Commonwealth Energy Storage (ACES) grant program Todd Olinsky-Paul, CESA: Utilities and customer-sited storage emerging programs and issues 12:00 PM WB 418 (Wabash Building, 4 th Floor) Lunch 1:00 WB 1016 (10 th Floor) Session 3 Low-Income Solar Programs Sameer Doshi of the Illinois Power Agency will discuss the innovative Illinois Solar for All program, which seeks to increase access to solar for low-income residents and communities. Representatives of other states that are implementing low-income solar programs will discuss the challenges faced in bringing solar to low-income residents and their strategies for addressing those challenges. A larger discussion with the audience will follow. This session will focus on the value of DERs, including recent analysis, and will address questions of cost-shifting, changing NEM rates and utility tariffs, and the role of state policy. A broad-ranging discussion that will consider all the ideas and information that has been shared over the past two days will help to illuminate the issues and activities that state clean energy programs might want to focus on in the next year.
