Call to Order/Introductions/Introductions Chair Banas called the meeting to order at 4:01 p.m. Ch/Banas welcomed the committee and stated that she was respectful of the members time and wants to encourage thoughtful discussion. II. Approval of Agenda The agenda was amended to delete item VIII. And move all following items up on the agenda. It was MOVED by C/Lewis, SUPPORTED by C/Austin, to approve the agenda as amended. MOTION CARRIED UNANIMOUSLY. III. Approval of Minutes It was MOVED by C/Rodgers, SUPPORTED by C/Austin, to approve the December 7, 2016, meeting minutes with minor grammatical corrections provided. MOTION CARRIED UNANIMOUSLY. IV. Opportunity for Public Comment There was no public comment. V. Election of TRC Vice Chair Ch/Banas asked for nominations for a TRC Vice Chair. C/Austin MOVED to Nominate C/Shirley Rodgers as TRC Vice Chair, C/Watkins SUPPORTED the nomination and MOVED to close the list for nominations and pass a unanimous ballot. MOTION CARRIED UNANIMOUSLY. VI. New Member Welcome Chief Planner Snell welcomed members. Chief Planner Snell provided a summary of tasks that Transportation Planning will be working on over the next year, focusing on our Federal Certification. Chief Planner Snell went over handouts with the group that explained some of the tasks that will go into the Long Range Plan and Federal Certification. At Federal Certificating, TCRPC s practices will be reviewed by Federal Highway Administration. This is an opportunity to learn best practices and improve our program. The committee discussed some of the categories, processes, and schedules of action. TRANSPORTATION REVIEW COMMITTEE MINUTES 1

Materials that are available to members were reviewed, including the 2040 Long Range Transportation Plan and the FY 2017-2020 Transportation Improvement Program (TIP). The project list has changed since the program adoption in June 2016. A brochure for the TIP was also available that included a project map and summaries. All interested members are encouraged to take and review a copy of all the materials. C/Rodgers stated that she brings TCRPC information to the City of Lansing s Public Service Board. She suggested that by sharing with this board is an opportunity to encourage public comment and participation. Chief Planner Snell stated that TCRPC does try to get public comment and input first, prior to projects. Ch/Banas stated that she would like the committee to think about actions that could raise public awareness and input, especially what works in their community. Executive Director Pigg stated that TCRPC does have an adopted Public Participation Plan that was last revised around 3 years ago, which is located at www.mitcrpc.com. Chief Planner Snell lastly reviewed TCRPC s Transportation Committee Structure and Expected Products handout and explained TRC s role in advising the Commission. Chief Planner Snell invited members to meet with Transportation Planning to answer any questions. VII. FY 2017-2020 Transportation Improvement Program (TIP) Revisions A. Herbison Road Path I & II TIP Coordinator Strach stated that Clinton County Road Commission received Statewide Transportation Alternative Program funding for $301,578. CCRC request that the funding be applied to FY 2017, which will decrease the amount that will need to be Advanced Construct in FY 2018. MOTION CARRIED UNANIMOUSLY. C. TIP Administrative Revisions TIP Coordinator Strach stated that TCRPC has implemented a new process for documenting and communicating Administrative Revisions. TCRPC staff tries to bring all TIP amendments to the committees and the Commission for action. In some cases, Administrative TIP Amendment Action, as stated in our FY 2017-2020 Transportation Improvement Program, Appendix D, is used to ensure that projects advance and receive timely Federal obligation. The Administrative TIP Amendment Action also allows for staff to make corrections. Memorandums will be included in CARTS and TRC Committee packets so Administrative changes to the TIP are shared. The memorandums also serve to let jurisdictions and MDOT know that changes in the TIP have been made. There was discussion on Administrative Adjustments presented. TCRPC staff answered the specific questions. VIII. IX. 2045 Metropolitan Transportation Plan (MTP) Goals and Objectives Chief Planner Snell reported that the goals and objectives of the MTP will drive the vision for the transportations system in the region. The goals are not listed in prioritized order, but are equal. Over time the goals and objectives had grown for the region. Chief Planner Snell stated that he had to take them back to basics. The goals and objectives will be acted upon next month by the Commission. Please send any suggestions on the goals and objectives by email to Chief Planner Snell. The wording of the goals and objectives is from federal legislation and emphasis. John Watkin, MDOT, stated that some of the terminology used is highly recommended by the Federal Highway Administration to ensure Federal Aid funding comes to all areas of the State of Michigan. FY 2016 Annual Obligated s Report TIP Coordinator Strach that TCRPC had met the federal requirement of providing a FY 2016 annual obligated project list. The report distributed was created to give an in-depth look at the funding that was obligated in FY 2016. The report was also created to serve as an informational/public outreach piece. The Tri-County Region had received over $26 million, which leveraged over $82 million in total transportation improvements in FY 2016. Data and statics will be tracked for future reporting. If there are suggestions of what to include in a future report, please let TIP Coordinator Strach know. The report is available on our website and TCRPC is willing to print the 11x17 booklet format by request. X. Bus Rapid Transit Update Elizabeth Hude, CATA, stated CATA had received comments on the draft Environmental Assessment document at the end of December. CATA has been reviewing comments and TRANSPORTATION REVIEW COMMITTEE MINUTES 3

communicating responses with MDOT. E. Hude stated that CATA is mostly reformatting the Environmental Assessment and verifying the data included. The document will be published and public meetings will be held for public comment. CATA continues to work on the comments and move forward. C/Lewis stated the CATA Board meeting was cancelled for February. Chief Planner Snell stated that TCRPC had committed $2 million dollars towards the BRT project. In December, the Commission provided staff with an alternative Congestion Mitigation and Air Quality plan to accommodate if the BRT project does not move forward in FY 2017. E. Hude described the next steps. Once the draft Environmental Assessment is approved, it will be published and CATA will receive public comment. The public comment will then be considered. CATA is hoping that the Federal Transit Administration will have a Finding of No Significant Impact. CATA will then go back and work with local jurisdictions on the final design. CATA is waiting to hear the status on their Small Starts Application very soon. In FY 2018 there will be construction of the BRT and the BRT will be operational in 2019. Ch/Banas asked Chief Planner Snell what other points would the TRC Committee make any decisions regarding this projects. Chief Planner Snell stated that once the current construction schedule is determined, the current status of the BRT project in the FY 2017-2020 TIP would need to be changed from an illustrative project to a funded/active project. C/Austin asked that if there is anything specific that would not move the BRT project forward. E. Hude stated that if the Small Starts funding is not awarded the BRT will not move forward. She does not foresee a stop due to the Environmental Assessment because the project as proposed is in the current right of way. C/Lewis stated that CATA Board is committed to this project and the public who are providing comments. She stated that she is glad that CATA is on the agenda to provide accurate information to share. At this time all local jurisdictions are in support of the project, but just have concerns about the project design. Ch/Banas thanked CATA for being at the meeting and providing information. XI. Other Business A. Non-Motorized Plan Update Planner Tshirhart stated that there was a kickoff meeting in December. An advisory work group representatives had been determined for the Non-Motorized Plan. The advisory work group will make recommendations to the CARTS Committee. The next meeting for the advisory work group is scheduled to meet on February 15 th to develop the vision, goals, objectives, policies, and measures. C/Rodgers asked if the complete streets policy going to be incorporated in to this non-motorized plan policy. Chief Planner Snell clarified that the complete streets will be incorporated. Ch/Banas asked for a list of the Advisory Work Group Members. The membership list will be provided to TRC. B. FY 2018 Unified work Program and Budget We are beginning to start working the FY 2018 budget for Transportation Planning in the region. Next month, topics will be presented to the committee. March/April meeting schedule and agenda items Chief Planner Snell just stated that we are trying to have information before the committee as soon as possible for review so the committee is ready to act. DRAFT TCRPC GOALS AND OBJECTIVES One of the initial steps in the development of the TCRPC 2045 Metropolitan Transportation Plan (MTP) process is to develop goals, objectives, and performance measures. Goals generally define a desired result, or outcome, while objectives support a specific goal and provide additional details, or strategies, on how the goal will be achieved. Performance measures are typically tied to each objective and are used during the project evaluation, or scoring process, to assess the effectives of policies and multimodal projects to address future year transportation issues and deficiencies. The results of the evaluation process help prioritize projects that best support the overall MTP vision Goals and objectives are extremely useful in the planning process as they provide the necessary direction and basic framework upon which future decisions can be made. The goals and objectives of the TCRPC MTP will contribute strongly to the selection and evaluation of alternatives in the transportation system. As goals embody a desired state of affairs to be realized through future efforts, the transportation goals and objectives embraced by TCRPC will affect an overall design for the 2045 MTP. These goals and objectives also influence the development of the short range Transportation Improvement Program, and indeed are meant to guide the entire regional transportation planning process. The goals and objectives of the Metropolitan Transportation Plan are revisited with each MTP development cycle and are developed by the TCRPC Transportation Committees and adopted by the full TCRPC. Several of the goals and objectives are more specific than the final MTP conclusions can support. However, this specificity will become important during subsequent studies which will be completed after the MTP is adopted. It may appear that some of the goals and objectives compete or conflict with each other. This occurs because the list that is presented below is comprehensive in nature and is designed to accommodate several different types of situations. When applying these goals and objectives to any effort, regional decision-makers will need to find balance between different goals and different objectives. The goals and objectives are not ranked or listed in order of importance. Applicable policy statements related to the goals and objectives will be developed and listed in an Appendix of the final MTP. The policy statements are intended to provide the structure and guidelines for transportation planning in the region. In addition, the policy statements improve the overall transportation planning practices currently in use in the area. VISION STATEMENT The 2045 MTP establishes a vision of how the future multimodal transportation system will serve the people and businesses of Clinton, Eaton and Ingham counties. The vision statement, adopted by the TCRPC may appear as follows: With an engaged community, equitably provide and maintain a sustainable multi modal transportation system for the safe and efficient movement of people and goods throughout the Tri-County region. Enhance the connectivity within the region by establishing an economically, environmentally, and socially sustainable transportation system that offers viable travel choices, enhances public health, and fosters regional inter jurisdictional cooperation. To achieve this vision, the transportation system will be well maintained and the region s agencies and jurisdictions will work cooperatively to develop strategies to effectively distribute transportation funding. As such, the following goals are supported by several measurable objectives that are described in association with specific transportation components. Following the list of goals below is a more detailed outline of full Goals, Objectives and Performance Measures that are to be used in the development of the 2045 TCRPC MTP. The Goals listed are a vast departure from those adopted for past long range planning efforts. They are crafted in a manner meant to directly address the 10 Federal Planning Factors outlined in various federal transportation bills starting with Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) signed into law in 2005, reemphasized with MAP-21 and most recently the FAST Act. The essence of previous Goals and Objectives have been preserved in the proposed Goals that follow. The changes are being proposed in an effort to provide a format conducive to the implementation of measuring the effectiveness of the plan using performance measures tied directly to the objectives listed below. 2045 TCRPC MTP GOAL LIST Goal 1: Enhance the economic vitality of the region by supporting global competitiveness, productivity, and efficiency.
