CALL for INTERNATIONAL PARTICIPANTS YOUNG PLANNING PROFESSIONALS Young Planning Professionals National Workshop XI AN, PEOPLE S REPUBLIC OF CHINA, 23-27 July 2018 organised in partnership with Urban Planning Society of China & the Xi an Urban Planning and Design Institute INDUSTRIAL HERITAGE AND REGIONAL REVIVAL BACKGROUND The Young Planning Professionals Programme was initiated in 1991 at the 26 th ISOCARP World Planning Congress in Guadalajara, Mexico. Since then, senior members of ISOCARP have happily and at times perhaps a little enviously observed the competition for admission to the workshop, the creative spirit of the workshop itself, and the enthusiastic response of the participants. It has become tradition to organise the workshops in the week preceding the annual world planning congress in order to provide unique opportunities to Young Planning Professionals (YPPs) to share their experiences in an attempt to resolve complex and multi-dimensional planning problems. Today, the YPP Programme, together with workshops and intensive training programmes, has become a source of meaningful debate, and new ideas and rejuvenation for the Society; and has made a huge impact on participants professional lives. It has contributed towards making life-long friendships beyond borders, languages, cultures and professional backgrounds. According to this tradition, The Urban Planning Society of China (UPSC), in cooperation with ISOCARP, agreed to plan the Young Planning Professionals' National Workshop in Xi'an between the dates, July 23 and 27, 2018. The workshop will be jointly undertaken by the Youth Work Committee of the UPSC and the Xi an Urban Planning & Design Institute. The purpose of the workshop is to contribute to the knowledge base and improve skills of young professionals, the future leaders of our profession, meanwhile provide international academic exchanges and mutual learning opportunities for both domestic and international youth planners.

OBJECTIVES OF THE WORKSHOP Since 1991, the objective of ISOCARP s Young Planning Professionals Workshops has been to bring together young professional urban planners from all parts of the world. In 2011, it was decided to expand the programme and to look for opportunities to partner with various entities around the world. These include the National (focused on YPPs coming from one country) and Regional (focused on YPPs coming from the particular region of the world) workshops, which can be co-organized by various local partners including national or regional planning associations, universities, municipalities and other types of state, regional and local authorities, and particularly the National Delegations. The workshops aim to provide young professionals with an opportunity to work in a multi-cultural setting, share their experiences on real-life planning problems, and exchange ideas and learn from each other. At the same time, it is intended to engage them in planning exercise under the guidance of highly-qualified practitioners with extensive international experience. In terms of desired results, it is intended that the YPP workshop results will serve the Urban Planning Society of China and the Xi an Urban Planning and Design Institute in defining possible solutions of the given planning problem with fresh and innovative ideas. The workshop results may be of potential interest to other key stakeholders, universities and other public and private infrastructure providers, and will therefore be presented locally at the end of the workshop. On the other hand, the workshop results will also become an important part of the 54 th ISOCARP World Planning Congress, and the outcomes will be available both to congress delegates and all interested members of the Society (in the forms of public presentation, exhibition, publication and website dissemination). NATURE OF THE WORKSHOP Over a concentrated period of three to five days, the YPPs work in closely-knit international teams, exchanging ideas and learning from each other under the guidance of international experts among the members of ISOCARP accompanied by the local coordinator(s), lecturers as well as the ISOCARP Vice President responsible for the YPP programme throughout the process. The workshops are brief, but very intense, brainstorming planning and design exercises. They provide a synergetic platform where new ideas and creative solutions to complex and multifaceted urban issues are produced. YPPs are required to defend their ideas in front of a critical jury, the local decision-makers, professionals and the public, as well as the participants of the annual congress. The teams have to prepare a well-rehearsed presentation that frequently catches the special attention of the planning authorities. The tangible results may also be presented at the main congress, are published in a Workshop Report, both on the ISOCARP website and different digital mediums. The intangible ones, however, stay in the hearts and minds of the participant YPPs, who not only learn from each other, but also make life-long friends. We strongly recommend you read the past YPP workshop reports, which are available on the ISOCARP website. This will provide further guidance as to the calibre of results to be achieved.

VENUE: XI AN Xi An, known as Chang an and Hao jing, is one of the four big ancient capitals of China, the Chinese civilization and an important birthplace of Chinese nation, with more than 7000 years of civilization, a history of 3100 years of founding and more than 1100 years of capitals. Since the Western Han dynasty, Xi An has become an important city for economic, cultural exchange and friendly relations between China and the world. The silk road with the starting point of Chang an, extending to Ancient Rome is one of the first national historical and cultural cities published by the state council. Xi An is located in the middle of Guanzhong plain, which is adjacent to Weihe River at the north and Qinling mountains at the south. It is the capital of Shaanxi province, the subprovincial city, the core city of the Guanzhong plain urban agglomeration, the important national center city in western China, the important scientific research, education, and industrial base of the state. It has jurisdiction of over 11 districts and 2 counties with a total area of 10,108 kilometer square. It has the Xixian new district, the Shaanxi free trade zone, Xi'An port and other economic and industrial heights. At the end of 2016, the number of permanent residents was 8.8321 million, of which 648.54 million were urban residents. In February 2018, the National Development and Reform Commission of the Ministry of Housing and Urban-Rural Development released the development plan of urban agglomeration in Guanzhong plain, which supports the construction of national center city, international comprehensive transport hub in Xi'An and promotes Xi'An to build the international metropolis while protecting its historical and cultural values. THEME OF THE WORKSHOP INDUSTRIAL HERITAGE AND REGIONAL REVIVAL The overall theme for Xi An YPP workshop is Industrial Heritage and Regional Revival, making the workshop an important entry point for ISOCARP to discuss Sustainable Development Goals Target 11.4 which calls for making cities and human settlements inclusive, safe, resilient and sustainable by strengthening efforts to protect and safeguard the world s cultural and natural heritage. Envisioned as an urban laboratory to integrate heritage conservation agendas with those of sustainable urban development, the workshop will be focusing on two alternative sites that are determined within the Xingfu Road area close to the old Steelworks Creative Park: a site along the old railway tracks, and another on the East Factory as one of the 156 Project military factories. The workshop will search for best practices on preserving the military and industrial heritage, while taking into consideration the potentials on developing locational advantages and resource superiority, promoting industrial upgrading and integrative use of land and the ecological environment, protecting urban morphology including the buildings and environs of military factory areas and bridging the old with newly constructed projects in the near surrounding and creating new landmarks in the eastern part of the city. The proposals will focus on innovation design accelerating the pace of regional old city renewal and providing ideas for transformations of other military factory areas.

EXPECTED RESULTS Each participant will spend five full days working with the YPP group between 23 and 27 July. The workshop results will be presented on 27 July 2018, followed by a Certificate Ceremony and Exhibition Opening (venue to be announced soon). There will be a necessity of conducting meetings with local hosts and press in Xi An. Therefore, all participants should arrive on 22 July in Xi An at the latest and depart not earlier than 28 July. It is expected that the workshop will conclude with: - public presentation to key stakeholders including the decision-makers, professionals and the public in Xi An - presentation of workshop results during the congress - YPP exhibitions conducted both during the workshop in Xi An and during the congress with the collaboration of local organisation committee - final report, prepared using all gathered materials In addition to the participation in the YPP workshop, 2 of the best Chinese and 1 International Young Professional will be offered an opportunity to attend the 54th ISOCARP World Planning Congress in Bodø between 1 and 4 October. Here, the workshop results will be presented again during one of the congress sessions. YOUNG PLANNING PROFESSIONALS WORKSHOP REPORT All YPPs are obliged to write down the results of the work of their specific group immediately after the programme under the supervision of workshop coordinators. The final lay-out, printing, etc. of the publication will be done by ISOCARP and local organisers. (For examples of past years have a look at the ISOCARP website: Publications). For the purpose of this, workshop coordinators (along with 2-3 selected YPPs) will collect all materials and prepare the first draft of the report. YOUNG PLANNING PROFESSIONALS WORKSHOP EXHIBITION The results of the YPP Workshop will be exhibited at the end of the workshop in Xi An as well as during the annual ISOCARP World Planning Congress for the effective and interactive dissemination of knowledge. All YPPs are obliged to publish the results of the work of their specific group in an ISOCARP YPP Poster format before the congress starts (The format will be given to participants during the workshop). The final lay-out will be done by YPP participants under the supervision of the Workshop Coordinators. The printing of the posters will be done by local organisers.

CONTRIBUTION AND EXPENSES The cost of modest accommodation (shared hotel rooms), full-board and local transportation for the entire duration of the workshop will be covered by the local organizers (UPSC together with Xi An Urban Planning and Design Institute) within the agreed dates. ISOCARP cannot be able to provide any assistance with respect to international travel expenses. ISOCARP and UPSC will reward 2 best Chinese and 1 International young professional to participate in the 54th ISOCARP World Planning Congress through a travel allowance up to 500 per person. The allowance is only granted to attend the Congress and present workshops results. In the fail of attendance to the Congress, the participants will not receive the allowance. The allowance will be paid after completing the task according to the rules and regulations provided to the selected candidates and after receiving the originals of the travel documents. The best participants rewarded by travel allowance have to take care of registering to the Congress through a reduced fee (of YPPs) and arranging accomodation expenses for the duration of the Bodø congress on their own. ISOCARP may guide in booking rooms - shared twin rooms- in budget accomodation under the supervision of Bodø Municipality. Participants are welcome to stay in Xi An or China longer than 28 th July. However, their expenses for additional time spent in China beyond the time required for the workshop have to be borne by themselves. Both Urban Planning Society of China and ISOCARP should timely be informed on such an extension. Please discuss your travel plans in advance with VP YPP Zeynep Gunay. All participants have to take care of their own health and travel insurance. ELIGIBILITY AND APPLICATION The call for workshop participants is open to INTERNATIONAL YOUNG PLANNING PROFESSIONALS OUTSIDE CHINA - professionals or Master/PhD students in Planning, Urban Design, Architecture, Policy Development, Geography, Social and Political Sciences, or another related discipline. Young professionals with experience in urban design and planning, sustainable urban development and heritage studies are especially encouraged to apply. It is intended that the workshop will gather 20 YPPs, who are not older than 35 years and who offer a keen interest in the workshop theme. The overall team will include 16 Chinese to be selected by Urban Planning Society of China and 4 International YPPs to be selected by ISOCARP. Candidates complying with the above criteria have to submit their Application Form compiling the set of documents below: - Curriculum Vitae pointing out the relevant experience (please use the ISOCARP Template) - A portrait photograph (5x5 cm, in 300 dpi) - Recommendation Letter (drafted/signed by an ISOCARP member, employer or university professor) - A clear scan of the passport (photo page) and information whether you need a visa Please send as follows: Family Name_CV / Family Name_Photo / Family Name_Recommendation / Family Name_Passport Applications and CV (Resume) should be sent to Zeynep Gunay, VP YPP, gunay@isocarp.org. SELECTION An evaluation and final selection of candidates will be done by a Selection Committee formed by Zeynep Gunay, ISOCARP YPP VP and local coordinators. Selected candidates will be informed of their selection, after which they will have to confirm their availability and participation to the ISOCARP Head Office. Participation documents will be sent to them shortly afterwards. Travel procedures (including visa if applicable) will start immediately after the selection process has been completed.

MEMBERSHIP A non-isocarp Member participating for the first time in an ISOCARP Congress is considered Congress Member for one year (congress to congress) without any additional financial implication (or without application).
