Officer s Report Presented by Dr. Kasirye: The Epidemiology Program Manager has been hired and will start on January 26, 2015. Her name is Jamie White and she previously worked for San Joaquin County. Ebola The Health Department is continuing to participate in the Ebola preparation process. The State provides the names of all returning travelers who have been to a location impacted by the Ebola epidemic. There have been 11 people who the county has provided monitoring. Currently, there is no one being monitored by the county. The process consist of twice a day calls with the person providing their temperature and then asked a series of questions. Most of the people who were monitored were health care workers who had assisted sick individuals or who attended the funeral of an Ebola infected person. UC Davis Medical Center and Kaiser South are the designated hospital for people diagnosed with Ebola. Dr. Kasirye was part of the team that went with the Center for Disease Control when they conducted their site visits of Kaiser and UC Davis Medical Center. There is an enormous amount of preparation required for this process. There must be dedicated equipment just for Ebola treatment and there is a considerable accumulation of waste that must be handled and disposed of properly. The state is trying to identify Assessment Hospitals for people who are suspected of having Ebola but have not been diagnosed. There have been no additional Ebola cases in Sacramento County since the 1 st reported case at Kaiser South. All of the additional expenses for Ebola preparation has been born by the hospital. The Federal government will provide support of equipment and expertise. The flu season has been mild. Three reported cases from the intensive care unit and 1 reported death of someone who had other underlying health conditions.
NFP CAB Update Indigent Dental Care/Steering Committee Update Presented by Sheila Holcomb, CAB Chair: State representatives will attend the NFP CAB meeting today. Sutter s A Mother s Heart staff will provide a presentation about their program. NFP received a Wellness grant which will be used to conduct outreach to increase referrals. Cris Meiers was hired as a supervisor with NFP. Presented by Dr. Moynihan A) Persistent issue with Denti-Cal reimbursement rates for hospital treatment Impacts the population of patients who cannot tolerate dental procedures in regular dental office. A law was passed that requires Medi-Cal to pay for patient dental care in a hospital setting. The issue is that the reimbursement rates are low and do not cover the full cost. Sutter continues to provide hospital services but not sure how much longer they will be able to provide this service. Sutter will allow dentist to schedule at their hospital into 2015. Dr. Moynihan visited an innovated model in Windsor, CA which blends Medi-Cal, Denti-Cal, fundraisers and First 5 funding to provide a pediatric only facility to treat pediatric dental patients. The program hires salary staff verses the Fee for Services model used by most programs. MCAH Needs Assessment Presented by Staci Syas: Working on development of draft action plan. Gathering background information/data to help make decision for recommended activities. Staci will be attending the AOD Advisory Board meeting to present Sacramento County data and use their expertise to address AOD issues.
Staci will send a draft of the plan to the work group and will schedule a meeting in February. The plan will be brought to the entire Board at the March meeting The plan is due to the State in mid-may 2015. MCAH Adv. Board Website Cid will update the MCAH Advisory Board powerpoint to include the Board member list. The committee will reconvene to complete its work. Dr. Kasirye announced that the County approved funding to develop a Dashboard where the MCAH Advisory Board could post information for the community. Dr. Kasirye will schedule a presentation for the Board. The site is not live yet and will be called Be Healthy Sacramento. MCAH Advisory Board Bylaws Dr. Moynihan asked everyone to review By-laws for discussion at next meeting. Sharon will update By-laws to reflect current status of Board. Board will discuss inviting a representative from Child Protective Services to be a non-voting representative to the Board Member Updates Sharon went over the Board vacancies and asked member to send potential Board candidates to her. Rebecca Lewis shared that PG&E has a program which serves all zip codes in Sacramento County to provide energy efficient faucets and weatherization. Rebecca also shared that Center of Praise has a new program (Precious Ones) serving pregnant women which links them up with a mentor who helps them get to Dr. appointments, help with child care and whatever the mom needs. Sheila reported that schools are doing TB screenings for volunteers and teachers. Also, each school site is being equipped with 2 Epi pens per site. School sites will train staff and volunteers.
