UNFINISHED OR NEW BUSINESS We discussed pricing of the used pontoon boat that is available through Dry Dock Marine. Skip Beattie updated the Commission on the subwatershed meetings. Dyana Marks is arranging for Lakehead University to attend our meeting on February 19 th. Kal Johnson raised the issue of the steps that the LCPW removed from the spit for liability reasons. THE CORPORATION OF THE TOWNSHIP OF RAMARA Proud History - Progressive Future ITEM 9.2 MEETING: REPORT NO: DATE: SUBJECT: COMMITTEE OF THE WHOLE WD-01-15 JANUARY 19, 2015 LAGOON CITY - WATER FLOW SUGGESTED MOTION: THAT Council authorize CC Tatham and Associates to conduct a small scale study to determine if there would be any benefit to re-setting the concrete culvert between Concord Pond and Concord Woods; AND THAT all costs would be the responsibility of the Lagoon City Parks and Waterways Commission. BACKGROUND & DISCUSSION: It has been reported, by the Mayor at the time, that the water in Concord Woods is considerably higher than the water level in the canals and therefore it must be spring fed. Lagoon City Parks and Waterways Commission has requested that Council open up a direct flow of water from Concord Pond to Concord Woods by levelling the concrete culvert. Council, at its meeting of November 19, 2014, received the motion from Lagoon City Parks and Waterways Commission and requested that staff prepare a report. Staff does not have the resources to assess whether or not changes in the area of Simcoe Road will improve the health of the canal. A permit would be required from the Lake Simcoe Region Conservation Authority to re-set this culvert and outside contractors would be required to carry out this work. It will be a large, expensive project with no known expectation of benefit. (Photos and overhead map attached). Therefore staff recommends that CC Tatham and Associates carry out a small study to assess any potential benefits before proceeding with permit applications and engineer drawings. If it is determined that the project should move forward, it should be tendered out and carried out at the expense of the Lagoon City Parks and Waterways Commission. 131 of 138 P.O. AL TERNATIVES: Status quo. FINANCIAL INFORMATION: Cost estimates are unknown at this time until an engineer's study could be completed to determine the feasibility and scope of work. All costs associated with this project, should it proceed, would be the responsibility of the Lagoon City Parks and Waterways Commission. STRATEGIC ISSUES: Two strategic issues apply - through Municipal Services we aim to provide our stakeholders with cost effective services and programs consistent with the community's financial resources, priorities and best interests. This type of project would also encompass protecting the quality of our ground and surface water by promoting best practices. RECOMMENDED ACTION: That an assessment be carried out first to determine if there are any benefits before incurring further costs. R~ed. In March 1999 an inspection by the Chief Building Official suggested that the platform be extended in the area of the repair to cover the upper steel channel that was installed. cannot find anything further in this regard. The property owner at 19 Poplar Crescent was sent a letter in November 2007 indicating: "It has come to the attention of the Commission that the shorewall on the above mentioned property is in need of repair and request that you advise this office within 30 days when you anticipate arranging for the repair to the shorewall and the estimated date for completion of the work." In March 2008, the property owner at 19 Poplar Crescent requested and was granted a one year extension with the condition of the wall to be reassessed at that time. I found no further correspondence or documentation with respect to the shorewall at 19 Poplar Crescent. Suggested Motion: THAT we inspect the shorewalls at 17 and 19 Poplar Crescent during the spring boat tour. 15 of 16 P.O.
