Outreach, networking, partnership development, dissemination of information Capacity Building of WVB Urban Staff To support growth and sustainability of WVB urban programs Knowledge Exchange Mechanism and Practice The position is responsible for the following Expected End Result Weight Indicators Develops and/or improves internal systems for supporting Urban program 25% Understand WVBs working strategy, relevant policies, Urban Guidance Note, etc Play focal points role between National Urban Coordinator and Regional Field Offices, with a particular focus on providing supports Work closely with other team members (especially technical team), regional field offices, ADP team members Undertakes analysis of urban portfolio Ensures organizational set-up, supportive documents for urban programs are available and fully functional in support of effective urban programming Page 4/10
A very clear reporting calendar and monitoring mechanism established for urban programming Support to prepare quarterly/bi-annually, annually progress reports Support to adopt organizations Technical Approach (TA) and Technical Program (TP) in line with urban programs Orientation to technical staff on TA and TP Outreach, networking, partnership development, dissemination of information 15% The Urban Specialists will contribute in alliance building by participating in networks, clusters, forums, alliances and capturing of information. Support the expansion of outreach to the UN, national government, municipal authorities, private sector, non-government and international development organizations; Represent WVB in the forum, engage organization where applicable, share best practices and enrich organizational profiling Identifies areas of cross-fertilization and learning and promotes exchange of experiences at all level. Support to development of Module for Urban Programming Nursing Master Trainers and engage them in different forums and networks, effort in development of their learning agreement Organize online capacity building session, through Skype, webinar and link urban staffs with different online courses To support growth and sustainability of WVB urban programs 15% The Urban Specialist will provide insight into potential collaboration and support the review and indepth analysis of design documents aligning with urban programming Contribute to the identification of strategic and innovative urban program areas and support to effective implementation Input in Baseline Survey, Phase Evaluation, Initial Assessment, CWB Reporting, etc. Support in fund raising effort and increased number of urban programs Logistics supports, arrange to sign partnership with external stakeholders Promote Urban Championship Knowledge Exchange Mechanism and Practice 25% Support to research and promote innovative urban initiatives, techniques and programs Contribute research materials, project documentation, synthesis reports and database Page 6/10
Conduct evident based research on specific urban sector issues and disseminate Collect best practices on urban issues and disseminate Person Specification Education Graduate/Preferable Masters in Urban Planning, Urban Development or other relevant development field/studies Knowledge and Skills Knowledge on urban development, poverty dynamics, issues and contributing factors Experience in document writing, emailing, publicity materials, know how knowledge on best practice collection and dissemination Ability to identify, analyze and propose practical solutions to a broad range of technical, operational, and safeguard issues during urban program preparation and implementation; Understanding on implementation modalities of the program in urban areas
Knowledge of urban sector issues, especially aspects of urban poverty, slum programs and policies, service delivery for the poor, rural to urban migration, and urban governance; Demonstrated analytical skills as applied to problems in the urban sector Strong communication (written and oral) and interpersonal skills; Computer literacy in basic software for word processing, spreadsheet and database. Policy Dialogue Skills - Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders Urban Policy, Strategy, and Institutions - Familiarity with urban policies, strategies, institutions, and regulations. Urban Services Delivery - Foundational knowledge of urban services delivery, with ability to apply to operations and analytical work.
Strong analytical and problem solving skills and ability to handle a range of management and coordination issues (Creativity and Innovation) Strong drive to develop and lead assigned staff in new initiatives and align them to the performance framework of the organization Experience Minimum five (5) years of working experiences The applicant should have experience in the following areas including Program Officer/Manager, Project Coordinator/ Officer The applicant should have experience in urban programming, planning, development or poverty issue Work Environment Regular travel to internal WVB and external interest points (Gov. NGOs, Private Sector, etc) throughout the Bangladesh is expected. This evolves contributing to an/or facilitating and coordinating a virtual, geographically dispersed urban networks
