REQUEST FOR PROPOSAL EPISCOPAL COMMUNITY SERVICES HEAD START INTERNET ACCESS & TELECOMMUNICATIONS INVITATION TO BID
Terms and Conditions of Request for Proposal (RFP) General Considerations ECS Head Start is requesting bid proposals under the E-Rate categories of telecommunications service and internet access for the 2012 E-Rate Year, which begins July 1, 2012. 1. An approved contract for telecommunication service will cover the period between July 1, 2012 and June 30, 2015. 2. Internet access will cover the billing period of July 1, 2012 to June 30, 2015 at 10.0 Mps to 50.0 Mps (Fiber Optic), depending on the location. 3. Vendor must be willing to participate in the FCC E-Rate program and is responsible for complying with all rules and regulations of this program, including providing invoices to the schools and main office division in order for Head Start to receive appropriate discounts. Selection Criteria ECS Head Start reserves the right to reject any or all proposals and select the bid that offers the best overall benefit to the system. In addition to price, special consideration will be given to the proposal of components/services that we believe offers the highest quality and usability. Also, special consideration will be given to vendors that are stable and have established themselves in the market. Price is the primary consideration but not the only consideration per FCC rules for evaluating RFP s for E-Rate. Special consideration will be given to the following: Vendor Qualifications 1. In order to submit a proposal, the vendor must: a. Be registered as a service provider with the Schools and Libraries Division of the Federal Communications Commission, have a Service Provider Identification Number (SPIN) and comply with all SLD service provider requirements. b. Have a minimum of five years experience in the area of expertise of this RFP. c. Have highly qualified network engineers and technicians on staff capable of diagnosing problems quickly and providing/ recommending solutions. 2. Proposals submitted by the vendor must comply with the competitive bidding requirement of the SLD for Universal Service Fund services and support, along with state and local bid laws.
3. The vendor must provide information regarding availability of on-site technical support. Vendors must have a maximum travel time of 30 minutes to ECS Head Start locations and must be available upon request. The Vendor must: Vendor Obligations 1. Provide pricing for 10.0/5.0 Mbps Internet 2. Provide pricing for 200.0/10.0 Mbps Internet 3. Provide pricing for 50.0/25.0 Mbps Internet Service. (Only applies for Administrative/Program offices) 4. Guarantee no oversubscriptions. 5. Guarantee that costs, including data circuit and internet access, are all-inclusive 6. State any Service Level Agreements defining guarantee of network availability and considerations and/or credits to be applied if guarantee terms and availability targets are not achieved 7. Be responsible for an installation, including all, but not limited to: service provider equipment, conduit, and installation costs, required to extend service to the designated data network room 8. Coordinate any needed conduit installations with ECS Information Technology Department 9. Agree that if reduced rates for selected services become available during the life of the contract, new rates may be negotiated under the contract in force at any time 10. Provide a monthly report to include bandwidth utilization and network availability Failing to remit qualification information with the bids will result in denying work to those Contractors. Scope of Work In order to provide technical support and services to all users of our remote sites, a Virtual Private Network (VPN) connection may need to be established. To have a stable and reliable connection, all locations will require a cable modem or a T1. Most of the ECS Head Start sites are currently connected to the Internet through cable modems. Buildings are already wired in order for computers to share internet connection.
Clarification of Proposal a. Qualified proposals will be evaluated and acceptance made based on the best value offered. b. Proposals will be evaluated according to completeness, content, and total cost. c. ECS Head Start reserves the right to negotiate with any vendor. The successful vendor may be asked to participate in negotiations and make revisions to their proposal based on these negotiations. d. This proposal does not commit ECS Head Start to award a contract or pay costs incurred in the preparation of this proposal. e. At their option, the evaluators may request oral presentations or discussion with any or all vendors for the purpose of clarification or to amplify the materials presented in any part of the proposal. The ECS Head Start service areas are located in south San Diego County. This area is the most southwestern portion of California. The service area s southern boundary is the United States Mexico border. The northern boundary is the northern border of the city of National City.

Submission Requirements and Deadline Sealed responses to this RFP must be submitted and delivered to ECS Head Start to the attention of Nimer Saikaly, IT Director. The outside of the sealed envelope should be clearly marked with the vendor name. Envelopes containing RFP s shall be so marked as to be easily identified as containing RFP proposals. 1. 2 copies (1 printed, 1 CD) of the bid proposal are required: 2. One (1) copy marked Original. 3. One (1) copy (Microsoft Word format) on a CD, labeled with the Company Name, RFP number, RFP description and date of RFP. 4. The Original shall be signed and dated by an official authorized to bind the firm. Unsigned proposals will not be considered. 5. Proposals will be received until March 15 th 2012 at Episcopal Community Services administrative offices, located at: 4305 University Avenue, Suite 400, San Diego, CA 92105 Oral or telephone bids shall not be considered, nor will modifications of proposals by such communication be considered.
