INTRODUCTION 1. Congratulations on being selected to serve aboard HMCS QUADRA. You are required to maintain the standards expected at a Cadet Summer Training Centre. We have consistently provided high calibre training to cadets selected to attend HMCS QUADRA. Every staff member has a critical role in maintaining this high level of training through leadership, instructional skills, environmental knowledge and professional ethics required of an officer of the Cadet Instructor Cadre (CIC), non-commissioned member or civilian instructor. This is a demanding task and it requires competent and dedicated adult staff. Whether you are tasked in a training or support role at the CSTC each staff member has the opportunity to have a positive impact on the cadet s summer experience. 2. During your first week at HMCS QUADRA you will attend information and training sessions to prepare you for your responsibilities. Adjustments to the initial officer appointments may be made at this time. By the end of this staff-training period, you will be briefed on the duties and responsibilities of your position and may be assigned secondary duties as required. 3. As a member of the staff at HMCS QUADRA, you are expected to set an example to the cadets under training in all aspects of your dress and personal deportment, both on and off duty. This shall be above reproach at all times. The demand of delivering a busy schedule of activities is rewarded by the calibre of trained Cadets departing ashore at the end of the summer. 4. All staff members are reminded that, while specific duties are scheduled, HMCS QUADRA s routine continues 24 hours a day. Staff members must be prepared to work irregular hours if necessary. IN ROUTINE Welcome Aboard! Have a great summer. 5. All officers, non-commissioned members (NCMs) and civilian instructors (CIs) will be processed through an in routine at the Ship s office (Bldg Q52) upon their arrival and will be required to provide the following information: Name/Address of next of kin Corps Name/Number/Location Vehicle Identification Training Qualifications ACCOMMODATIONS/SERVICES 6. Officers, NCMs and CIs are housed in accommodations either aboard HMCS QUADRA or at 19 Wing Comox. Accommodations can be single, double or quad rooms. Staff in shared accommodations are expected to show common courtesy and co-operation with their shipmates. Cleanliness of living spaces is a very important aspect of life aboard HMCS QUADRA. 2

Washroom facilities are also shared so please bring appropriate clothing for travel to and from these facilities. 7. No facilities exist within the CSTC to accommodate visitors or overnight guests. Visitors must make use of local lodging at their own expense. LAUNDRY SERVICE 8. Free laundry (dhobey) facilities are available to all personnel onboard HMCS QUADRA in the officer accommodation building, Q91. Dhobey detergent and supplies can be purchased at the Ship s Canteen. Dry cleaning services are available through the Canteen located in the Breezway (Bldg Q22). TELEPHONE 9. The telephone number for HMCS QUADRA is (250) 890-3500 and is for official calls only. Pay phones are available throughout the Training Centre for use by all cadets and officers. Long distance phone cards can be purchased at the Canteen (Bldg Q22). 10. Officers, NCMs and CIs who bring their cellular telephones and/or pagers aboard HMCS QUADRA, and want to wear them, must have the devices registered with the Ship s Operations Office (Bldg Q20). OPEN HOUSE 12. Relatives and friends are invited to attend Ceremonial Divisions, which coincide with the Graduation of Two and Three Week Courses, and the final parade. The dates for 2014 are: Friday 18 July, Friday 25 July, Friday 1 August, and Thursday 14 August (evening). An additional open house with family, friends and Alumni members is on Saturday 9 August and will include a Ceremony of the Flags. Relatives and friends who wish to visit HMCS QUADRA are encouraged to plan their visits accordingly. CANTEEN 13. HMCS QUADRA operates a canteen that is open daily in the Breezeway (Bldg Q22). Hours of operation are posted outside the canteen. It is stocked with such items as souvenirs, toiletries, stationary and snacks. Cash or interact is accepted for purchases at the canteen. HMCS QUADRA - along with all other Cadet Summer Training Centres in Pacific Region is committed to the promotion of a healthy lifestyle for our cadets and are phasing out high sugar and fat content foods and snacks sold in the canteen. 3

SPIRITUAL WELFARE 14. There are no chapels or religious facilities aboard HMCS QUADRA. Arrangements can be made for staff who wish to attend religious services at local places of worship. A CSTC Chaplain will be available for counselling or spiritual guidance if requested. MEDICAL SERVICES 15. HMCS QUADRA operates a Sick Bay (in Bldg Q91) for daily sick parades and minor injuries and is staffed by a doctor, registered nurses and military medical assistants. Members of the Canadian Forces (CF), officers and NCMs are entitled to medical services aboard HMCS QUADRA. Civilian instructors and other civilian staff employed aboard HMCS QUADRA are entitled to receive emergency medical care only. CIs and civilian staff requiring medical care shall access services in the local community through their provincial medical plan. *NOTE: The Province of Quebec does not have a reciprocal arrangement with the Province of British Columbia for health care so those staff members from Quebec should consider purchasing extra medical insurance prior to their travel to BC. MAIL SERVICE 16. Outgoing mail may be deposited in a mailbox located at the canteen (building Q22) for pick up at 1300 hrs daily. Postage stamps are available from the canteen along with stationary and supplies. Incoming letter mail and parcel slips for officers living in building Q91 will be deposited in the boxes located at the parade square entrance. The officer listed on the parcel slip will exchange the slip for the parcel at Ship s Office. Parcels and mail for officers that live ashore can be picked up at Ship s office. 17. The mailing address for HMCS QUADRA is: SECURITY Rank, Name, Initials and Position HMCS QUADRA Comox BC V9M 8A1 18. Although HMCS QUADRA is staffed with a Regulating Department operating 24-hours a day, everyone is responsible for securing their own belongings. Each officer must bring with them two good quality combination locks and they must remember to keep their personal and issued gear secured at all times. HMCS QUADRA cannot be held responsible for money or items that go missing. LOCK IT OR LOSE IT! 4

DAILY ROUTINE 19. The daily routine and training schedules will be published at HMCS QUADRA. A typical duty day at a CSTC is as follows: 0600 Wakey-wakey 0630 Breakfast 0740 Divisions 0850 Morning training commences 1130 Lunch 1300 Afternoon training commences 1500 Stand Easy 1630 Supper 1820 Evening Activities / Training (only when required) 2000 Kye / Evening activities cease 2200 Course Cadets lights out 2230 Staff Cadets return to quarters 2300 Staff Cadets lights out 20. Sunday Routine is wakey-wakey at 1000 hrs with brunch served for 1030-1300 hrs. Daily routine resumes after 1300 hrs. SECONDARY DUTY 21. All officers shall be assigned a secondary duty as either Officer of the Day (OOD) or as Second Officer of the Day (2OOD) by the Executive Officer. CIs shall be assigned a secondary duty as 2OOD. Officers and CI s may be assigned Block Officer duties for evening supervision in cadet barracks as required. FITNESS 22. HMCS QUADRA is a physically active training establishment. Officers are strongly encouraged to engage in some pre-camp conditioning prior to arrival. This should reduce some of the time lost due to aches and sprains encountered when unused muscles are vigorously exercised during your time aboard HMCS QUADRA. A high level of physical activity commences the moment cadets arrive onboard. Physical fitness is the second aim of the Canadian Cadet Movement and as officers we must maintain a healthy lifestyle. WARDROOM DUES 23. All officers, NCMs and CIs become members of the HMCS QUADRA Combined Mess during their time aboard during the summer. The mess dues are set at the general meeting at the beginning of July 2014. The dues cover a variety of items from extra messing in the dining hall, food and beverages at some wardroom functions, purchase of equipment and items for the combined lounge (Bldg Q91) and the cost of attendance at the end of summer dining-in on Wednesday 13 August 2014. 5

WARDROOM LOUNGE 24. All officers, NCMs and CIs are welcome to use the wardroom lounge in the accommodation building (Q91). The lounge has TV/DVD equipment, a pool table, a computer terminal with access to a printer and a selection of books from the Ship s library. There are also two large refrigerators for storing snacks and refreshments and kitchen facilities (stove; microwave; dishwasher) for the members convenience. There is also a private outdoor courtyard area adjacent to the lounge. WARDROOM FUNCTIONS 25. The schedule for social activities organized by the Entertainment Committee for the summer of 2014 will be published at HMCS QUADRA. UNIFORMS 26. Uniforms are required when on duty. The dress of the day is promulgated in Daily Orders. Uniforms shall neat, clean and pressed. Footwear shall be clean with boots and shoes shined. Boots shall be unaltered, as issued, without any added soles or features. 27. Civilian Instructors are issued 3 sets (shirts/trousers) of Work Dress. This rig is to be kept neat, clean and pressed. 28. Dress for the dining-in at the end of the summer will be No2 Mess kit or Mess service tunic with bow tie, for ALL military members (male AND female.) 29. Officers and NCMs may expect to wear the following orders of dress during their service aboard QUADRA. CIVILIAN CLOTHING 30. Civilian clothing shall reflect good taste and bear no offensive logos or messages. The Executive Officer may decide that certain civilian attire is inappropriate and as such will be disallowed. Civilian clothing is not authorized while on duty. 31. Civilian instructors are to wear business attire at parades and inspections. 32. CF Dress Regulations and grooming standards are enforced. Unusual colour and/or style of hair are not acceptable. Visible body piercings, with the exception of female earrings (one per ear, centred in the lobe), are also unacceptable. HEALTHY LIFESTYLES 33. HMCS QUADRA has a no-smoking policy for all cadets (including staff cadets). Officers, NCMs and CIs may only smoke at the designated smoking area, out of sight from the cadets. Smoking is not permitted anywhere else aboard Ship. DISCIPLINE 34. All staff members must familiarize themselves with the orders and regulations that guide their conduct. CF members are subject to the Code of Service Discipline. Civilian Instructors shall be held to a similar standard and expectation. As a staff member you are responsible for providing a challenging, and enriching summer. It is important that we maintain a high standard for ourselves so the cadets under our instruction and supervision can have a beneficial, challenging, and fulfilling summer training experience. MEALS 35. Please be aware that CF Food Services do not offer allergen-free foods or other food preparation conditions. CF Food Services do not have the resources and cannot cater to individual diner s food restrictions by ensuring avoidance of certain ingredients in food preparation. It remains the individual s responsibility to successfully monitor their food intake to avoid an allergen. LEAVE 36. HMCS QUADRA operates on a seven day per week training schedule. Personnel whose Class B employment is 30 days or more are entitled to one day of Annual Leave for each 15-day period of employment. All leave must be taken within the employment period. 37. Officers, NCMs and CIs on leave are not entitled to free rations. Meal tickets may be purchased from the civilian galley staff should you want to dine aboard HMCS QUADRA while you are on leave. 7

TRAVEL 38. RCSU (Pac) will arrange transportation to and from the CSTC for adults who belong to RCSU (Pac). Officers and NCM s from outside RCSU (Pac) will have their transportation arranged by their parent unit. You will have received or will soon receive travel details and your travel claim will be presented to you for signature at the CSTC Orderly Room. 39. If you are planning to move, or need to change your travel arrangements in any way, SO3 CSTC (Sea) must be contacted as soon as possible. All travel arrangements must be strictly followed. No changes can be made without the authority of RCSU (Pac). If you are delayed or unable to report as ordered, you should contact the SO3 CSTC (Sea). 40. Baggage allowances on Regional airlines that service Comox airport is maximum 50lbs per piece with a combined weight not to exceed 70lbs. Carry-on is restricted to two pieces that meet airline standards for size and with a combined weight not to exceed 22lbs. DND will not reimburse excess baggage charges. Ensure that you are familiar with the current identification requirements and the list of items that may not be carried onboard aircraft. 41. Personnel that are authorized to travel PMV are to arrive at HMCS Quadra NLT 1600hrs on their assigned travel day. If members can not meet this timing they should contact Quadra Ship s Office at (250) 890-3549 to make other arrangements. Members living in the local geographical area are required to arrive NLT 0800hrs on the first day of their contract. 42. In order to be paid TD and incidental benefits, it is imperative that the claim is returned to RCSU(Pac) or your parent unit within 30 days of the last day of TD. In order for the claim to be processed, it must be complete with all original documents (i.e. flight itineraries, authorization message, travel waivers, all pages of the travel order), original receipts and a complete travel itinerary on the worksheet. Be sure to fill out the Travel Worksheet in its entirety after your trip. Remember to sign the bottom of the travel worksheet and date it after you have returned home from HMCS QUADRA. Omitting information WILL delay your travel cost reimbursement and pay of TD benefits. 8
