Situation. Reference (a) provides direction and guidance for development of munitions requirements. Reference (b) establishes Marine Corps policy governing requirements determination, acquisition, management, and distribution of War Reserve Materiel (WRM). Reference (c) describes the Marine Corps Munitions Requirements Process (MCMRP). Reference (d) provides annual Combat Planning Factors (CPF) for use in developing contingency Class V(W) requirements. Reference (e) provides instructions for submitting Munitions Status Reports in joint operations. 2. Cancellation. This Order cancels MCO 8010.1E. 3. Mission. The Commanding General, Marine Corps Combat Development Command (CG, MCCDC) is the Marine Corps executive agent for Class V(W), and is responsible for policy and direction concerning Contingency Requirements Planning and Expenditure Reporting. 4. Execution a. Commanders Intent and Concept of Operations.

Subj: CLASS V(W) CONTINGENCY REQUIREMENTS PLANNING AND EXPENDITURE REPORTING (1) Commanders Intent. To provide guidance and direction for Class V(W) contingency requirements planning and expenditure reporting using the processes contained in the enclosure. (2) Concept of Operations. (a) The Combat Planning Factors (CPF) previously published in this Order have been removed and will be published annually in a Marine Corps Bulletin in the 8010 series (reference (d)). (b) Planning concepts for use in developing contingency Class V(W) requirements are defined. (c) Weapon and ammunition associations have been removed from this Order and incorporated into reference (d). (d) Class V(W) ammunition expenditure reporting for contingency operations is defined. (e) The term Combat Load (CL) replaces the term Basic Allowance (BA) and is defined. b. Supporting and Subordinate Element Missions. (1) The CG, MCCDC is responsible for providing guidance and direction for Contingency Requirements Planning and Expenditure Reporting. (2) Commanders at all levels are directed to use the provisions of this Order for Class V(W) contingency requirements planning and expenditure reporting. 5. Administration and Logistics. a. Correspondence concerning the Class V(W) Contingency Requirements Planning and Expenditure Reporting shall be directed to the CG, MCCDC (C39). b. This Order is published electronically and can be accessed online via the Marine Corps home page at http://www.usmc.mil. 6. Command and Signal. 2

Subj: CLASS V(W) CONTINGENCY REQUIREMENTS PLANNING AND EXPENDITURE REPORTING 1. All references herein to Commanding General, Marine Corps Combat Development Command (CG, MCCDC) refer to CG, MCCDC (C39), unless otherwise specified. All references to Commanding General, Marine Corps Systems Command (CG, MARCORSYSCOM), refer to CG, MARCORSYSCOM Program Manager for Ammunition (PM Ammo), unless otherwise specified. a. CG, MCCDC is responsible for establishing Class V(W) planning factors for combat and contingencies. CG, MARCORSYSCOM, is responsible for life-cycle management and safety functions associated with Class V(W). The address for correspondence is: Commanding General (PM Ammo) Marine Corps Systems Command 2204 Shupe St Quantico, VA 22134-6050 2. Class V(W) Contingency Requirements Planning. a. The processes contained in reference (c) are used to develop the Total Munitions Requirement (TMR) which is both fiscally and logistically unconstrained. A recurring Class V(W) War Reserve Munitions Requirement (WRMR) Study is conducted and the quantities derived from that study constitute the WRMR of the TMR. Two Major Combat Operations (MCO), derived from the Strategic Planning Guidance (SPG) and Contingency Planning Guidance (CPG) developed by the Joint Chiefs of Staff, are modeled during the WRMR study. b. A derivative of the WRMR Study are CPF and the combat load. These are used to assist in Class V(W) contingency requirements planning process. (1) CPF contained in reference (d) when used in conjunction with a force structure, weapons mix, combat 1 Enclosure (1)

intensity and scenario durations provides an anticipated requirement. (2) The Combat Load (CL) is defined as the minimum combat capability and represents the standard quantity and type of munitions carried by individual(s), weapon platform(s) and/or its dedicated support vehicle(s). (3) The CPF provided in reference (d) are designed to replenish the total forces daily expenditures to original CL configuration. c. Day of Ammunition (DOA). For the purposes of Marine Corps ammunition requirements planning, DOA is a composite daily quantity that represents an average daily expenditure for the total forces and weapons platforms over a specific period of time divided by the number of days. The term DOA does not correlate with the term Day of Supply (DOS). DOA is the total force requirement aggregated over a specific period of time while DOS normally represents a finite per day quantity requirement. 3. War Reserve. a. CG, MARCORSYSCOM (PM Ammo) annually publishes a War Reserve Materiel Stocks Marine Ammunition Requirements Support Order (WRMS MARSO) to allocate Class V(W) ammunition war reserve materiel stocks. These stocks are categorized as follows. (1) War Reserve Materiel Stocks, Force-held (WRMSF). (2) War Reserve Materiel Stocks, In-Stores (WRMSI). b. The allocations published in the WRMS MARSO are provided to assist commanders in operational planning for scheduled movement of prepositioned, Assault Follow-On Echelon (AFOE), and Sustainment stocks. 4. Management and Control a. Force Commanders may allocate WRMSF among their organic or apportioned lift capabilities as necessary. The total amount may not exceed the total quantity apportioned in the WRMS MARSO. Enclosure (1) 2

b. Should the Force s total operational requirement exceed the apportioned quantity, the commander may request redistribution of other Marine Corps assets. Requests should be forwarded to the CG, MARCORSYSCOM (PM Ammo). 5. Expenditure Reporting a. End of Operations Expenditure Reports. COMMARFORs will submit contingency expenditure reports in an electronic format for each operation to CG, MCCDC (C39) with a copy to CG, MARCORSYSCOM (PM Ammo) no later than 90 days after conclusion of the operation. Reports will include, but are not limited to, the following elements: Unit: Name of Operation: Duration: Date from: Date to: DODIC Nomenclature Quantity Expended Purpose (1) Accurate and timely expenditure reporting in contingency operations is essential to the management of Class V(W). Capturing expenditure data provides commanders and their staff with information essential for distribution. Additionally, expenditure reporting can serve to enhance requirements modeling processes by analyzing actual expenditure data. (2) Contingency expenditures can include but, are not limited to, expenditures occurring: while engaged with combatants (or suspected combatants) and against targets of opportunity, for registration fires, for zeroing weapons and assets, for EOD and demilitarization operations, and for command and control pyrotechnics. b.
