CITY OF VALPARAISO, INDIANA REQUESTS FOR PROPOSALS FOR HISTORICAL RESOURCES SURVEY UPDATE RFP 18-001 RELEASE DATE: FRIDAY, JULY 13TH, 2018
REQUEST FOR PROPOSALS HISTORIC RESOURCES SURVEY UPDATE JUNE 13, 2018 INTRODUCTION The City of Valparaiso, Indiana (the City ) is seeking proposals from qualified contractors to update of the Historic Resources Survey for the City and unincorporated Center Township, Porter County, Indiana (the Historic Resources Survey or Project ). SCOPE The City is seeking consulting services to assist with updating the Historic Resources Survey for the City and unincorporated Center Township, Porter County, Indiana. The area ( Survey Area ) to be included within the update is generally described as follows: North of Division Road, East of 250 W, South of Linda Road and West of 450 W which are the Boundaries of the City of Valparaiso. Also included are the portions of Center Township that are not incorporated into Valparaiso, but are included on the provided map (Map Attached). Contractor proposals must include the provision of all research and documentation necessary to update the current Historic Resources Survey for the Survey Area. Contractors shall be responsible for complying with and providing the technical product requirements to the City: I. Technical Product Requirements: (1) The contractor shall be required to provide maps of proposed survey properties that demonstrate both scattered and individual sites and districts deemed eligible for local designation under the City of Valparaiso and the City of Valparaiso Historic Preservation Commission. All properties should be labeled outstanding, notable, contributing, and non-contributing as required in the City of Valparaiso Historic Preservation Ordinance (Chapter 157, Section 2). Surveys will be required to determine areas for further documentation. (2) In addition to survey cards and photography, the contractor shall produce research documentation concerning: the development history of neighborhoods and commercial districts, review of all relevant historical documents including previously compiled research, historical maps, local histories, and electronic mapping to gather data pertaining to how inventoried resources have been categorized and classified by previous researchers. Relevant documents can be found at places like: City of Valparaiso,
Valparaiso Historic Preservation Commission, Porter County Museum, Indiana Historical Society, Indiana Landmarks, and the Indiana State Library. (3) Contractor shall provide a digital inventory in a spreadsheet that includes: image, address, historic and current name, historic and current function, construction date, existing designations, National Register eligibility, priority rating (NC, C, N, O) and other relevant data. (4) Contractor shall integrate collected and previous data into an GIS layer. (5) Contractor shall provide recommendations to the City addressing steps for future preservation planning based on survey results. (6) The survey update will be performed by the Contractor in accordance with Standards and Guidelines for Identification, Evaluation outlined in the Indiana Survey Manual for Architectural and Historic Resources issued by the Division of Historic Preservation and Archaeology (DHPA). All documents and maps will be prepared in accordance with DHPA standards and guidelines, and the Secretary of Interior Standards and Guidelines for Identification and Evaluation. (7) All documentary photography provided by the Contractor shall be in accordance with the requirements for National Register of Historic Places standards for digital photography. (8) Contractor shall provide both a physical and PDF copy of the survey. (8) Contractor shall submit a completed draft of the survey update to the City within sixty (60) days after the final contract is executed. City Staff and the City s Historic Preservation Commission shall have thirty (30) days from the date of receipt to review and comment on the survey update. Upon receipt of feedback from City Staff of the City s Historic Preservation Commission the Contractor will have thirty (30) days to make corrections and submit the final survey update to the City. GENERAL CONTRACTOR REQUIREMENTS: (1) All contractor submitting proposals must meet the professional standards in 36 CFR 61 and must be able to demonstrate previous experience in completing projects similar to the one which proposals are being requested. (2) All contractors submitting proposals are to submit a resume outlining its qualifications and experience. The resume is to be included with the contractor s proposal.
(3) All contractors submitting proposals are to submit a firm, fixed, price which includes itemized accounts of all travel, supplies, and miscellaneous costs which might be incurred in completing the project. (4) All contractors submitting proposals shall provide an estimated timeline to complete the Project consistent with this Request for Proposals. (5) All proposals shall be good for a period of one hundred twenty (120) days after the submission deadline. (6) All contractors submitting proposals shall be required to: (a) enroll in and verify the work eligibility status of all newly-hired employees through the E-Verify program; (b) certify that the contractor does not engage in investment activities in Iran; and (c) at all times comply with the requirements of Ordinance No. 9-2016 entitled An Ordinance of the Common Council of the City of Valparaiso, Indiana, Prohibiting Certain Discriminatory Conduct within the City. (7) All proposals must be received on or before 4:00 P.M. Central Standard Time on Thursday, August 23 rd, 2018, to receive consideration and will be opened at the Valparaiso Board of Works and Safety Meeting on Friday, August 24 th (10:00 A.M.. CST). Please submit one (1) marked original along with one (1) electronic copy (flash drive) properly labeled and clearly marked with the RFP Name. The City reserves the right to: 1. Make the selection based on its sole discretion; 2. Reject any and all proposals; 3. Issue a subsequent request for proposals; 4. Postpone selection for its convenience; 5. Remedy technical errors in the Request for Proposals process; 6. Waive informalities and irregularities in the Proposals and/or; 7. Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City.
Materials submitted by contractors are subject to public inspection and disclosure pursuant to Indiana s Access to Public Records Act, unless exempt. An agreement shall not be binding or valid with the City unless and until it is executed by authorized representatives of the City and the successful contractor.
