The 15 Steps Challenge for mental inpatient care Strategic alignments and senior leadership engagement

Note: this slide set assumes that the 15 Steps Challenge has developed some interest within the organisation and explores the importance of senior leadership engagement and where the strategic alignment of the Challenge may sit with organisational priorities. This slide set covers: 1. Senior leadership engagement 2. Strategic alignment areas

1. Senior leadership engagement Who to engage? A named organisational sponsor Director of Nursing Modern Matron Senior nurse leadership team Quality lead Service user experience lead Board member/s Non Executive Director Governor A champion of quality

Why is it essential?

2. Strategic Alignments for The 15 Steps Challenge Care Quality Commission essential standards NHS Operating framework NHS Outcomes framework Regulators good practice and evidence produced Annual Inspections (PEAT etc) QIPP PM s announcement Jan 6 th 2012 strong support for increased service user engagement in care. The NHS Outcomes Framework 2012/13

NHS Operating Framework 4 Key Themes: Putting Service users at the centre of decision making Completion of the last year of transition to the new system Increasing the pace on delivery of the quality, innovation, productivity and prevention (QIPP) challenge Maintaining a strong grip on service and financial performance Strong focus on older people and dementia and other vulnerable patient groups Direct alignment with NHS Outcomes Framework

Care Quality Commission Supports the preparation for visits and inspections Evidence of service user engagement Evidence on meeting the outcomes Outcome 1- Respecting and involving people who use the services Outcome 5 Meeting nutritional needs Outcome 6 Cooperating with other providers Outcome 8 Cleanliness and infection control Outcome 9 Management of medicines Outcome 10 Safety and suitability of premises Outcome 11 Safety, availability and suitability of equipment Outcome 16 Assessing and monitoring the quality of service provision

PEAT Inspections The Department of Health is currently reviewing the PEAT framework Focus remains on environment, privacy and dignity BUT increasingly there may be consideration given to relational aspects of care Stronger emphasis on service user led approaches

Increasing focus on patient and public engagement Prime Minister s announcement 6 th January 2012 Service user led inspections Organisations need to pass the Friends and Family test Opportunities for Healthwatch and commissioner engagement

NICE Standards for Mental Health People using mental health services and their families or carers feel they are treated with empathy, dignity and respect. People in hospital for mental healthcare, including service users formally detained under the Mental Health Act, are routinely involved in shared decision making. People in hospital for mental health care can access meaningful and culturally appropriate 7 days a week, not restricted to 9am to 5 pm. People using community mental health teams are normally supported by staff from a single multidisciplinary community team, familiar to them and with whom they have a continuous relationship. NICE Quality standard for service user experience in adult mental health

Royal College of Psychiatrists

Triangle of Care

Supporting the sustainability of the Productive Ward programme The Productive Mental Health Ward programme is a national QIPP workstream with the expectation that all NHS England trusts will be delivering the programme (or a similar initiative) by March 2013 Useful for pre- and post-implementation of The Productive Mental Health Ward, ensuring good practice and progress is being maintained

Leadership at all levels and other initiatives Opportunities to engage service user forums/councils/links groups in a structured way. It fits with the work we are doing with user groups. Using the tool has helped us to focus on the perception of the patient/service user, it doesn t matter how colourful a graph is or how detailed the information, if it means nothing to the onlooker.
