National Cheng Kung University Regulation for Transnational Study & Research Scholarshi p Grants Passed during the 668th Administrative Council meeting on Feb. 11, 2009 I. Purpose: National Cheng Kung University (herein referred to as NCKU) enacted this regulation in an effort to encourage students to conduct research abroad, to broaden student horizons, to attract quality international students from abroad to become exchange students, and to increase the overall competitiveness of our university in the global arena. II. Funding Source and Scholarship Availability a. Breakdown of Funding for this Scholarship is as follows: i. University fundraising efforts. ii. Headquarter for University Advancement s Internationalization Division allocation. iii. Other government subsidies. b. Scholarship availability is determined by the university. III. Application Criteria a. Current students of NCKU that qualify under section IV of this regulation (excluding Working Professional Students). b. Exchange Students to NCKU who are taking courses for credit. IV. Types of Scholarships and Restrictions a. Students accepted into dual degree programs: The dual degree refers to jointly designed programs between NCKU and universities abroad; after the completion of required credits at NCKU, students go on to further their study abroad. Once the required curriculum of the joint program is fulfilled, the student receives a degree from both universities. i. Applicants must be citizens of Taiwan, Republic of China. ii. Scholarship period is a maximum of one year; applicants may apply on an annual basis. b. Required credit course studies: including students nominated to go abroad, exchange students to NCKU, and students who applied individually to respective universities. Applicants may only apply once during the same academic degree. c. Students going abroad to conduct short term research for at least one month: The foreign academic and research institutions should have the ability to advise and provide guidance to graduate students (excluding Mainland China,
Hon g Kon g, and Macau.) i. Applicants must be current graduate students. ii. Scholarship length is from one to six consecutive months. The scholarship may not be extended. iii. Students may apply once per year. iv. The subsidy period begins after the agreement has been made between the student and the research facility, once the student arrives abroad. Any research conducted prior to the aforementioned agreement may not be retroactively included into the subsidy period. V. Required Documents: a. Application Form (see Appendix 1). b. Official copy of transcripts. Undergraduate students must include class ranking. (Dual degree students applying for the second year must attach a copy of their transcripts from abroad.) c. Proof of Language Proficiency (not required for those who leave for Mainland China, Hong Kong, and Macau). d. Research Plan/Study Plan (must include intended course study and number of credits). e. Autobiography (Please include educational and personal background information.) f. Official admission letter from the foreign university, plus a photocopy. Not required for visiting exchange students at NCKU. (Once authenticated, the official copy will be returned; students must submit this prior to going abroad.) Students going abroad for research must submit proof of acceptance by the research institution. g. Proof of financial difficulties (not necessary). h. Additional helpful documents (such as letters of recommendation). Please arrange the documents in the correct order. Incomplete or unqualified applications will be disregarded after inspection. Submitted documents will not be returned. VI. Application Period: a. Applications are accepted three times per year. Deadlines are as follows: February 28 th, May 31 st, and November 30 th. Applications must be submitted to the Office of International Affairs (herein OIA) before going abroad. If you plan to depart within two months of the application deadline, please submit the necessary documents to the deadline prior to that. Late applications will not be considered. b. Incoming exchange students may apply after arriving at NCKU. VII. Scholarship Breakdown:
The following are the subsidy standards for airfare, miscellaneous fees, and monthly allowance, by region: a. Roundtrip Airfare: 1. Asian Pacific Region (excluding Mainland China, Hong Kong, or Macau): 30,000 NT dollars maximum. 2. Europe, the Americas, Africa, and Oceana Region: 60,000 NT dollars maximum. b. Monthly allowance: 1. 30% of the standard for exchange students as set forth by the Ministry of Education (see Appendix 2). For students attending schools that do not provide accommodations, they may receive 60% of the listed amoun t. 2. Exchange students to NCKU may receive 6,000 NT dollars per month. c. Tuition and Miscellaneous Fees: 1. Limited to dual degree or credit seeking exchange students only. 2. Dual degree students will fall into two categories: full or partial scholarships. Two students may receive a full scholarship with the maximum amount set at 1 million NT dollars. The rest of students may receive varying amounts no higher than 50% of the cost of tuition. d. Family status: Students from low income families that provide proof of financial difficulties from government may receive additional assistance. e. Applicants for exchange to Mainland China as well as Mainland Chinese exchange students at NCKU will only receive airfare subsidies, with a maximum of 10,000 NT dollars. f. If the applicants tuition has already been waived, and is receiving other assistance from abroad, NCKU reserves the right to adjust the scholarship amount awarded. g. The total award amount is not to exceed 1,250,000 NT dollars for dual degree students and 400,000 NT dollars for all others. VIII. Review Process a. Stage 1: Submit application to the required departments (as indicated) to receive the necessary approvals and adviser signatures. Once completed, submit the final application to OIA. b. Stage 2: The application is then forwarded to Transnational Study & Research Committee (herein the Committee) for review. The committee is comprised of the VP for International Affairs, the VP for academic affairs, as well as one faculty representative from each of the Colleges within the University, for a total of 11 persons. The examination will be written review. Interviews are granted if necessary. The committee reserves the right to adjust the grant categories and quota. After the selection is completed, the results are forwarded to the President of NCKU for approval; then the results are publicly announced. IX. Allocation Period: Monthly allowance will be distributed during the course of the exchange period.
Tuition is distributed by receipt once the award list is announced. Airfare reimbursement is granted once the student has return to NCKU or the home university after the reimbursement procedure is completed. The details of allocation period and process will be specified in award notification letters. X. Scholarship Timeframe and Complying with Obligations: a. Students who receive scholarship grants must maintain their NCKU student status (not on suspension of schooling) during their time abroad. Students must also fulfill the obligations as set forth by both universities. Grant amounts will be revoked in its entirety for unexcused suspension, dropping out, overdue return, or not returning to complete their degrees. b. During the exchange semester(s), students may not leave to other countries for longer than a thirty day period or receive their monthly allowance while home. The grant amount will be revoked in its entirety for students that are home longer than 30 days during the exchange timeframe. c. Students who are awarded NCKU scholarship grants may not simultaneously accept scholarships from other sources (such as the Ministry of Education, National Science Council, or other government agencies.) Failure to comply will result in the revocation of the entire grant amount. d. OIA must be notified in advance for any changes in itinerary or trip cancellation. Failure to do so will result in the revocation of the grant. e. If any of the aforementioned rules are violated, it is the student s obligation to repay the amount of the awards. The debt will be resumed by the guarantor (parent or guardian) should the student fail to pay after repeated warnings. XI. Additional Information: a. During their study abroad, scholarship recipients must comply with the student status, mandatory military service regulations in accordance with the relevant laws of the Republic of China. b. Upon return, students must submit proof of credits earned, as well as official transcript from their exchange university. c. Within a month of their return, scholarship recipients must submit a Study Report (paper and electronic copies uploaded to the Online Report Submission System). For additional details, check on the Headquarters for University Advancement website. Students may be asked to share their experiences, in English, about their time spent abroad. Relevant documents must also be submitted in order to receive reimbursements for the provisions as listed above. Failure to do so may result in revocation of the scholarship in its entirety. XII. This regulation is to be enacted once passed in the Administrative Council meeting. This applies to future amendments as well. *In the event of any discrepancy between the English and Chinese versions of the Regulation, the Chinese version will be honored.
