Instructions for preparation and submittal of proposals are contained in this package. Proposals must be in possession of FAMPO on or before the time and date indicated. Late proposals will not be considered. Hope Mills Area Multi-Modal Congestion Management Plan The Hope Mills Area Multi-Modal Congestion Management Plan is a joint effort between the Fayetteville Area Metropolitan Planning Organization (FAMPO) and the Town of Hope Mills. The objectives and requirements set forth in this RFP are to be used as guidance for the study area. Background FAMPO has identified the Town of Hope Mills as an area in need of a Comprehensive, Multi-Modal Congestion Management Plan. This area is ideal for development to occur and is expected to be in high demand because of future growth in the region caused from the creation of the Fayetteville Outer Loop (I- 295), which will be fully completed by 2021. As of 2010, the Town of Hope Mills had a population of 15,176, which is expected to grow in the foreseeable future. This continued growth is expected to have a significant, and potentially negative, impact on the transportation network and land use patterns of the study area. Increase in traffic volumes, development activities, congestion and population are all expected in the region. Objectives To prepare a sub-regional multi-modal congestion management transportation plan and a companion land use plan suitable for implementation by local governments, FAMPO, public transportation providers and NCDOT that: Addresses the need for regional mobility and accessibility and provides the best alternatives; Is coordinated with current and on-going transportation and land-use planning efforts, and assures that they work in step with each other; Will enhance the current transportation system (inclusive of all modes) to meet the mobility and accessibility needs of the study area, especially those corridors that are identified to have major importance in accommodating traffic to and from Fort Bragg Military Reservation; Establishes a regional vision for the study area or improves on the current vision from locally adopted plans; And coordinates with identified stakeholders and responds to all input. Project Location The Town of Hope Mills is located in western Cumberland County, just south of the City of Fayetteville. The study area, a seven square mile area shown in the map at the bottom, encompasses the entire town limits. 1

Scope Guidance The Fayetteville Area Metropolitan Planning Organization shall provide all available, existing, and pertinent documentation and data to the selected consultant. The consultant will schedule, coordinate and make all necessary arrangements for meetings conducted by the consultant or in partnership with FAMPO during the course of the project. This scheduling and coordination will make every effort to ensure that no discrimination occurs with the timing of public forums, workshops, meetings, and hearings. The consultant will take a lead role in all aforementioned meetings, with FAMPO staff assuming a supporting role during this period. The final report should creatively and comprehensively identify land use and transportation issues, provide an appropriate level of analysis to substantiate the issues and make specific recommendations for change based on that analysis. The consultant will be expected, in the completed document, to include, at a minimum, professional maps, schematics, statistical analysis, renderings, and model simulations to make this report a comprehensive study on the relation between transportation and land use in the Study Area. Plan Requirements 1. Transportation Evaluate traffic characteristics in the study area. Using the evaluations, develop guidelines to address safety, regional transportation issues, as well as existing and future transportation conditions. Review and assess current traffic conditions, existing Transportation Plans that have been completed for the MPO and any jurisdiction within the study area, and planned infrastructure improvements. Examine current levels of service (LOS) of existing major and minor thoroughfares, collectors, and intersections. Develop a LOS model that could apply to future roadway and intersection design and/or construction. Update and/or develop major/minor thoroughfares, connector streets, sidewalks, pedestrian and bicycle plans to create a unified and practical Transportation Plan. Integrate design and connectivity for pedestrian modes of transportation with roadway planning as a major element of the Transportation Plan, while utilizing Complete Streets and Access Management guidance. Develop an Implementation Plan and Policies related to transportation demands and levels of service, coordinating with the Study Area s multiple land use plans that will provide a threshold when transportation improvements would be necessary. This should be programmed as a tool to aid elected officials in the decision-making process related to transportation needs. Develop a Transit Element of the Transportation Plan for the Study Area, including potential bus service and passenger rail service coordinated with other agencies such as Fort Bragg s Installation Transportation Office, FAST, Hoke Area Transit, and entertain other possible public/private partnerships. Develop corridor profiles for the major thoroughfares of the Study Area and address traffic congestion, access, and signalization management plans. 2

Forecast transportation demands on the road network within the Study Area at 5, 10, and 20- year horizons based on current and future land use plans of the jurisdictions located within the Study Area. Develop transportation demand forecasts that consider regional population and employment growth projections. 2. Land Use Evaluate current land use patterns in the study area, with emphasis focused on developing and developable land along roads identified by FAMPO as having the greatest need for short-term and future improvements. Recommendations for future land use and development patterns should be addressed in detail. Examine and report on any major commercial or residential development expected (current and future) to occur in the Study Area and analyze the land use and traffic impacts that they will cause. Analyze whether these developments support existing land use plans from jurisdictions within the Study Area. Identify pertinent physical environmental information within the Study Area (e.g. stream and wetland impacts, historic properties, community issues and hazardous waste sites). Additional Requirements Methods of optimizing existing streets, roads and highways, through system operational improvements, access management, land use policy and transportation demand management strategies, must be investigated as a preferred alternative to expanding facilities. The assessment must also determine whether or not mobility needs of people and goods can be accommodated on alternative modes of transportation. Growth trends and travel patterns, including the interaction between land use and transportation, must be reviewed. The analysis of needs and deficiencies must also include intermodal terminals and connections, high occupancy vehicle lanes, park-and-ride lots and other facilities. This scope of work only represents the minimum requirements. However, FAMPO expects the chosen consultant to exceed expectations by utilizing expertise and transportation planning experience to expand upon the minimum requirements. Each interested consultant should include additional or more detailed tasks in the proposal. The Multi- Modal Congestion Management plan should address planning factors mandated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) that are appropriate for inter-county transportation planning. Public Involvement Public Involvement strategies that address user benefits, public acceptance, and environmental suitability will be provided to FAMPO to verify that they are compatible with the need of all modes users. Public meetings will be held throughout the development of the project to help identify concerns and desires of residents. Additionally, it is expected that the consultant will: 3

Create an online survey to gauge the concerns and perceived needs of those located in the study area. Use collected public input from surveys and community meetings to develop objectives and implementation strategies. Develop and distribute public announcements and informational materials Coordinate and conduct public outreach and local government meetings. Summarize meetings, workshops and presentations and document with photography. Both hard copies and electronic versions should be made available to FAMPO following those meetings. Conduct Milestone briefings to local committees, boards, interest and civic groups as well as FAMPO s Committees. Prepare for, and attend, a project kick-off meeting. The Project Manager shall confirm schedules for the Steering Committee Members and establish an acceptable date and time for the kick-off meeting. The consultant shall record the minutes of the kick-off meeting and prepare meeting minutes to be distributed to the Steering Committee within ten (10) business days of the meeting date. The Consultant shall prepare for, and attend, monthly project progress meetings for coordination and review of the Project status. The project progress meetings will be held in Fayetteville, NC with the Steering Committee, Project Manager and Project Administrator and consist of up to ten (10) meetings. Where appropriate, the meeting will be coordinated with other scheduled meetings. The Consultant shall record the minutes of the project progress meetings and prepare meeting minutes to be distributed to the Steering Committee, Project Manager and Project Administrator within ten (10) business days of the meeting date. Recommendations and Implementation Recommendations shall be made in regards to future projects and planning with consideration given to different modes of transportation and how they will function together. The use of design standards, policies, and ordinances to aid future implementation shall be addressed as well. The consultant shall also formulate an implementation program that addresses steps that need to be made with a timeline for actions and a list of responsible parties. This implementation program should include short, medium and long range proposals. Implementation for long range proposals shall have a horizon year of 2040. Update, where necessary, design standards and specifications to address roadway design, pedestrian travel, transit use and potential station(s), intersection design and signalization, connectivity requirements between all modes of transportation, travel lane, bike lane and pedestrian friendly designs, and access management criteria. Typical street cross-sections should be designed with consideration given to average daily traffic counts and projected traffic counts, utilizing complete streets guidance. Develop, with the assistance of FAMPO and associated jurisdictions, a priority list of transportation projects with supporting data (cost estimates, user benefits, environmental issues etc.) for application to the MPO (Fayetteville Area Metropolitan Planning Organization) and as requested TIP projects. The consultant will be expected to deliver formal presentations to the public as well as elected officials and government agencies associated with the project. Fifty (50) final hard copies of 4

the plan shall be manufactured and distributed to those involved with the plan, with FAMPO also receiving ten (10) digital copies. All data gathered will be electronically submitted to FAMPO in a format of FAMPO s choice, including GIS layers and database files. All data, mapping and reports generated by the consultant for this Plan will become the property of FAMPO to use as it deems necessary. Submitted proposals must provide, at a minimum, the following information: I. Executive Summary Contact Information for proposing team s authorized representative. Statement of general understanding. Identification of all team members and description of team structure. An organizational chart of the proposed team and description of proposed responsibilities for each member. II. Team Qualifications A firm profile of the prime consultant and any sub consultants. Location of primary and branch offices, number of staff members, years in business, the types of services provided and types of projects which the firm may specialize in. Relevant Experience and Past Performance. List relevant projects that demonstrate the past performance and experience of the firm(s). For at least three comparable projects, provide a brief description of the project that includes the time frame for the project, tasks, outcomes, and project costs. 5

Provide at least three references that have recent knowledge of the firm(s) past performance. References should include contact information for the comparable projects listed in the previous section. III. Project Team Member Resumes Provide resumes of proposed team members. Resumes must include a description of the individual s key duties and responsibilities, education, training, knowledge, skills, expertise, and any other qualifications relevant to the successful development of the Report. Also include a statement containing a list of current work commitments with sufficient detail to show that individuals assigned to the project are substantively available for the project. Individual resumes are limited to one page. IV. Project Approach Describe the proposed work plan for development of major deliverables along with detailed steps from project start through the final tasks. Describe key components of your plan and provide a timeline detailing the points at which deliverables reports will be provided. The detailed timeline should complement the scope of work, showing the expected sequence of tasks and the resource requirements for the consultant. V. Cost Estimates 2 (two) detailed cost estimates for work carried out within each study area. The estimated budget will not exceed $150,000. Submissions shall include proposals, excluding Team Qualifications and Project Team Member Resumes, and shall not exceed 25 pages, using a minimum font size of 11 pts. Evaluation Criteria The FAMPO Review Team (composed of FAMPO and other cooperating agencies) will evaluate and select respondents for further consideration based on the following criteria: Specialized and appropriate expertise to complete the scope of work and meet the goals and objectives of the project. Proposed project approach and technical details. Past performances on similar projects. Adequate staff and the qualifications of each member of the proposed project team. Recent experience with budgeting and maintaining a project schedule. Current workload and proposed schedule to complete the project. Contract administration capabilities on publicly funded projects. Proximity to and familiarity with the study area and surrounding community where the project will be developed. 6

Record of successfully completed projects without major legal or technical problems. Time schedule for performing and completing the project. Other factors that the FAMPO Review Team may determine to be appropriate to receive a quality multi-modal congestion management report. Selection Process Initial submittals: Respondents will be selected for interviews, from those that have submitted a proposal, based on the review team recommendation. Interviews: Respondents selected for an interview must submit a digital copy of an executive summary of the proposal prior to the interview. The executive summary shall be limited to 15 pages using a minimum font of 11 pts., and shall include the following: Project understanding Scope of work Project approach Project schedule Deliverables and costs After the interviews have been conducted, the respondent that the FAMPO Review Team believes is the highest rated will be chosen to enter into contract. FAMPO reserves the right to waive minor irregularities in proposal submittals and to reject any or all proposals. Disadvantaged Business Enterprise The respondent shall exercise all necessary and reasonable steps to insure that Disadvantaged Business Enterprises participate in the work required by this RFP. The respondent agrees by submitting this proposal that he shall exercise all necessary and reasonable steps to insure that this special provision contained herein on Disadvantaged Business Enterprise is complied with 49 CFR 26. Title VI The Fayetteville Metropolitan Planning Organization and the Lumber River Rural Planning Organization operate programs without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act of 1964. Neither FAMPO nor its contractors or subcontractors may discriminate in their employment practices in connection with projects assisted by the Federal Highway Administration. Any costs incurred by the respondent during development of the proposal for this report are the sole responsibility of the respondent. All submitted proposal materials become the property of FAMPO. 7
