A Citizen Preparedness Collation meeting was held at Hartford Fire Headquarters on June 19, 2013 Emergency Management Accreditation Program training course planned for 19-21 August 2013. Participated in the DEMHS Regional Collaboration Committee meeting on April 26, 2013. The Homeland Security Working Group met on May 16, 2013 to determine regional and statewide allocations for FY2013 HSGP funding of $3,549,364. Received Federal Highway Administration s (FHWA s) completed summary report of the November 2012 Advanced Traffic Incident Management (TIM) workshop, as well as its response to a request at the Executive Briefing for a summary of TIM programs around the country that could serve as a model for developing a vigorous TIM program in CT. Will work with CTDOT to determine the best way to distribute this information. Working with FHWA, CTDOT, and UConn to bring the national Train the Trainer course to CT. This course will provide a cadre of trainers across the State who will be available to conduct multi-disciplined TIM best practices training. Emergency Management and Planning Participated in a Get Ready Capitol Region Emergency Preparedness Coalition meeting (outreach to community groups regarding preparing for emergencies). Attended a meeting at CTDOT related to planning for Safety and Security on CTfastrak, the areas surrounding the busway stations and the multi-use path. Completed development of mailing list for initial contact in reaching out to responders who may have an interest in RESF-1 work. Will complete that outreach in the upcoming quarter. ESF2: Communications ESF 2 conducted a Communications Technician Class and a Communication Leader Class at the regional coordination center during March and April 2013. The RID team conducted a functional exercise on May 4, 2013 ESF3: Public Works and Engineering A new chair appointment is being considered. ESF4: Firefighting Regular monthly meetings of ESF 4 were held in April, May and June 2013. Attended the combined CEMA-ACP-Infraguard meeting on June 11, 2013 Eight duty officers attended the RSF 14 Community Planning and Capacity Building organizational workshop in Windsor, Ct. on June 19, 2013. Regional Coordination Center (RCC) activated during the period June 20 and June 22, 2013 for the annual Statewide EPPI Exercise. Everbridge Notification system training was conducted for all ESF 5 Duty Officers on July 9, 2013. Two new ESF 5 duty officers have been appointed Terri Jean Erasmus and Reece Jennings Attended DEMHS Coordinating Council Meeting on July 11, 2013. From July 15 thru July 17 th, 2013 CCSU Dispatch (RICS) was out of service. All calls were handled from Hamilton Sundstrand (Control 2). The Natural Hazards Mitigation Grant Planning meetings for 30 municipalities in the Capitol Region were completed on July 30, 2013. Here is a news article from the latest meeting: Regional Group Works to Improve Natural Disaster Plan July 11, 2013 By PETER MARTEKA, pmarteka@courant.com, The Hartford Courant GLASTONBURY Over the past 24 months, the state has been through tropical storm Sandy and several others, a record blizzard, a crippling Halloween snowstorm and, most recently, four tornadoes. Not a bad time to update the region's natural disaster plan. Officials from the Capitol Region Council of Governments held a hearing at Academy School Thursday night as the agency prepares to update its natural hazard mitigation plan. Officials from East Hartford, Glastonbury, Hartford, Manchester and South Windsor attended the meeting. "During the past 24 months I think we've hit everything on our list," said Bill Perkins, a consultant for the agency who is working on the updated plan. The plan will help communities deal with natural disasters and apply for Federal Emergency Management Agency funding. "We need to figure out how best to mitigate the things we can mitigate when it comes to natural disasters." CREPC Consent Agenda for July 18, 2013 Page 3

The plan, updated every four years, will include the evaluation of natural hazards likely to affect the region and assess the community's vulnerabilities to them. The plan will also help communities identify projects that might mitigate the impact of natural disasters. Perkins said one of the major thrusts is getting grants so towns and cities can place generators at key facilities. "The whole goal is to lessen the impact of a natural disaster," Perkins said. A survey among town and emergency officials in the 30 towns and cities served by CRCOG determined the top three hazards expected to hit the state were flooding, hurricanes and winter storms. Although Perkins pointed out that fourth on the survey by only a few votes was tornadoes and wind damage. Perkins pointed out that a lot of communities have learned lessons from the past few major storms. He noted that towns are improving drainage, have tree removal crews on call for big storms and are tracking high-risk populations, like the sick and elderly. "Towns are more forward-thinking," he said. CRCOG will hold several more public hearings over the next few weeks and hopes to have a final draft plan later this summer. CT-R3 Incident Management Teamhas conductedthe following activities during this quarter: Team training meetings are conducted on the 2 nd Tuesday of each month Team Executive Board conducted monthly meetings in May and June. New section chiefs have been appointed effective immediately. W. Neil Fisher is the new Logistics Section Chief and Art Groux is the new Planning Section Chief. Identifying training opportunities within CT and FEMA Region 1 and conducting exercise planning activities Team activated for Search and Rescue Support operation on June 23-24, 2013, in Ellington, CT. Team inventory and equipment allocation completed by the Logistics Section to meet UASI audit and team operational requirements. The ESF 12 All-Hazards Energy and Utilities Annex is infinal draft stage at this time. ESF13: Public Safety and Security Working with the federal Office of Bombing Prevention to host a Bomb Squad/SWAT Team Interoperability Workshop at the Farmington Police Department in September. Finalized the Blue Plan for mutual aid. Received a presentation from the FBI in June on the recently released video featuring the Hartford Distributors incident. Departments continue to receive demonstrations of the new HEARTBEAT CAD system. Completed alpha test sessions for the new ecrash software. Ten departments participated. The regional dive team boat is set to arrive in July and the bomb squad response vehicle September. The last three RDV s will be deployed shortly as well. RSF14: Community Planning and Capacity Building Conducted initial organizational meeting for the establishment of a new Disaster Recovery Support Function which will replace ESF 14 in Windsor, Ct. on June 19, 2013. The five hour program was attended by 43 persons including 23 from private businesses in the region. ESF15: External Affairs NO REPORT ESF16: Volunteer Management The mobile CPR training project began on July 15 with the kickoff ceremony at Hartford City Hall. The West Hartford CERT team received a Certificate of Commendation from West Hartford on May 1, 2013 for its service during the recent major disasters. Effective March 22, 2013 the reimbursement cap for Category A Statewide basic training grants has been lowered to $1,200 with backpacks and $1,200 plus $700 without backpacks. Statewide funding allocations for FY2013 included $85,000 for Citizen Corps units statewide. GMMB Consulting conducted the Preparedness Ambassadors training session on June 25, 2013 introducing the Ambassadors Program and NET Neighborhood Preparedness Program to CERT members who will be instructors. Bill Austin, Capitol Region Coordinator for Homeland Security, appeared on the talk show Common Sense Connecticut filmed in Newington for statewide community television stations to explain and discuss the Citizen Corps and Community Emergency Response Team (CERT) activities in the region June 17, 2013. The show will be aired during the month of July 2013 on the various town stations. The Food Services strike team conducted its initial organizational meeting at the University of St. Joseph on April 24, 2013. Richard Frost will serve as chair of this subcommittee. Other strike teams established include the facilities strike team; medical strike team; residential life strike team; Information Technology strike team; and public safety strike team. Each strike team is considered a collection of subject matter experts in their identified field. A draft emergency operation plan for ESF 21 operations has been developed and is being finalized. LIAISON AND OTHER ACTIVITY REPORTS METROPOLITAN MEDICAL RESPONSE SYSTEM New oxygen generating delivery system will be operated by Suffield EMS. CR-MMRS continues to participate with the MMRS National Leadership Group with the CR-MMRS Program Director appointed by acclamation as Vice President of the organization. CR-MMRS developed position and issue paper to establish a MMRS Coalition within the International Association of Emergency Managers (IAEM). The IAEM Executive Board approved the formation of a MMRS Coalition on July 9 th. The CT-DPH has ceased using Regional contracts for Public Health Emergency Preparedness efforts. As such it is unclear at this time as to where the CR-MMRS and CRCOG officially fit into Regional efforts for local public health contract deliverables. CR-MMRS Program Director has been assigned to assist the Town of Vernon in planning for a Mass Casualty Incident scheduled for August 15, 2013. Registration is now open for the National Healthcare Coalition Conference to be held in December of 2013; the CR-MMRS submitted a presentation abstract for building healthcare coalitions using MMRS and local public health models which has been approved for presentation at the conference. CR-MMRS Program Director has been designated as the Exercise Director for the October 2013 Regional Full Scale Exercise at the NEDTC. Planning meetings have been occurring with the Exercise Planning Team. MEDICAL RESERVE CORPS CR-MRC Commander, Katherine McCormack, is working on the Citizen Corps Conference Planning Committee and coordinating MRC presentations and general meeting requirements, arranging the keynote speaker for the event, and co-chairing the awards committee presentation. TRAINING AND EXERCISE PLANNING WORKGROUP (TEPW) The TEPW and CRCOG staff are now in the planning stage for a 2013 functional exercise that will involve the MRC and IMT, plus complete a remaining component of the 2012 Communications Exercise. Continue to work issues with CTDEMHS, CT State Fire Academy and FEMA Region 1 regarding the offering of training programs offered by DHS/FEMA Coordinating follow-up of training opportunities in West Virginia for Hazard Materials personnel Coordinating MRC training opportunities with sub-units Coordination disaster preparedness training as a follow-up from the UASI conference Bomb Squad training scheduled with Federal Authorities September 2013 Assisting with the development of the Town of Avon Exercise scheduled for September 2013 Finalizing efforts for the CT Region 3 Exercise scheduled for October 25-26 at NEDTC URBAN AREA WORKING GROUP (UAWG) UASI budget is on target for closure April 2014; items purchased include the following: two ARC Feeding Trailers with equipment/supplies; one Region 3 Support Trailer (for MRC/IMT); a Dive Team Boat /Truck (Truck delivered/boat being built); and a Bomb Squad Truck due in October, 2013 Next UASI meeting tentatively scheduled for late August or early September 2013. CITIZEN PREPAREDNESS and Coalition Conducted the quarterly regional citizen preparedness coalition meeting on June 25, 2013 and made plans for the activities for National Preparedness Month in September.
