Ultrasound a game changer for rural and remote medicine From blunt abdominal trauma to obstetrics, foreign bodies to vascular access, ultrasound encompasses a wide range of applications and clinical environments. And as ultrasound systems reduce in size and cost, the potential for ultrasound to significantly impact on the health and well-being of Australian rural and remote communities is huge. Yet barriers to realising the potential of ultrasound in our outback remain; as an operator dependent diagnostic modality, rural and remote practitioners regularly identify core factors that impact their ability to use ultrasound, including: A lack of reliable and regular access to mentoring Access to ultrasound Insufficient training The time required to become confident and competent with the technology The tyranny of distance The UTS GEHealthcare Rural and Remote Ultrasound Scholarship seeks to break down these barriers. The UTS GEHealthcare Rural and Remote Ultrasound Scholarship 2018 In response to the challenges facing rural and remote practitioners, and the high number of requests for assistance, UTS approached GE Healthcare with one proposal let s do something about this. And we have We re proud to announce the second annual UTS GEHealthcare Rural and Remote Ultrasound Scholarship 2018. Page 1
Valued in excess of $15,000, the scholarship is open to health practitioners of all backgrounds that provide clinical services in an ASGC-RA four or five location, and awards the successful applicant with the educational, transport, accommodation and equipment support necessary to develop their ultrasound skills: Course attendance: One Emergency Ultrasound for Rural and Remote Medicine (EURM) valued at $2865 (inc. GST) OR Early Pregnancy Assessment for Nurses & Midwives (EPAN) valued at $2720 (inc. GST) OR 3rd Trimester Ultrasound for Nurses & Midwives (TTFN) valued at $1920 to be undertaken at Ultrasound Training Solutions in the first quarter of 2018 Travel and accommodation: sponsored by GE Healthcare for participation in an Ultrasound Training Solutions course in Melbourne to a maximum value of $2000 (inc. GST) Mentorship package: Four (4) 30 minute mentorship sessions for review of ultrasound utilisation and issues (conducted via teleconference with Ultrasound Training Solutions tutors) valued at $800 (inc. GST) Ultrasound system: provision of one GE VScan with dual probe valued at $10500 (inc. GST) for one calendar year from course commencement. ULTRASOUND TRAINING SOLUTIONS GE HEALTHCARE RURAL AND REMOTE ULTRASOUND SCHOLARSHIP 2018 GUIDELINES Overview These Guidelines are to assist in completing the Ultrasound Training Solutions GE Healthcare Rural and Remote Ultrasound Scholarship 2018 (ultrasound scholarship) application form. The Guidelines set out the eligibility and selection criteria for the ultrasound scholarship and outline how applications will be assessed and ranked and how a successful applicant will be selected. The ongoing conditions and requirements are also covered in these Guidelines. Late or incomplete applications cannot be accepted. Eligibility Criteria To be eligible for consideration, you are required to send the following documents/evidence to support your application. These documents are to be received by Ultrasound Training Solutions by 1 December 2017. 1. Provide an essay of no more than 600 words explaining: why you want to develop your ultrasound skills why is it important that ultrasound be available to rural and remote communities how this scholarship will assist you and your workplace in serving your rural and remote community. 2. Provide evidence that you are practicing in a defined Australian rural area and will be for at least the next 2 years. To claim rurality the successful applicants must have provided a clinical service in an ASGC-RA four or five location for the previous 12 months. a. The ASGC Remoteness Areas (RA) classification is used to determine eligible rural locations. Eligible rural locations in 2017 are those identified as being within RA Page 4
categories 4-5. Information on RA categories and an interactive map can be found at http://www.doctorconnect.gov.au/internet/otd/publishing.nsf/content/locator 3. A current copy of your Resume. 4. Two referee reports. 5. Not be receiving any other scholarships, cadetships or bursaries. Applicants who have applied for other scholarships or bursaries at the same time as applying for the ultrasound scholarship, and are successful with other scholarships, will need to decide which they will accept. Selection criteria All eligible applicants are assessed according to the selection criteria of rural experience and commitment to future rural practice. 1. Rural and remote experience Longevity of rural experience will be assessed from the history of the applicant s principal area of practice. This is defined as the rural or remote area that where the applicant usually works, or has usually worked in previous years. Support from referees must be provided. 2. Commitment to future rural practice Commitment to working in rural Australia in the future will be assessed on the basis of stated intention, and demonstrated previous experience of and/or commitment to rural communities. 3. Ability to commit to ultrasound scholarship ongoing requirements In order to benefit fully from the ultrasound scholarship, the successful applicant must be able to commit to all ongoing requirements. Ultrasound Scholarship value and ongoing requirements Value The ultrasound scholarship is non-financial in nature and is awarded for a twelve month period from commencement. Commencement is defined as day one of attendance at the nominated training course. The successful applicant must be able to attend and complete the training course on a date nominated by UTS. The scholarship provides educational, transport, accommodation and equipment support for the period of one calendar year from the commencement date. This will take the form of: Course attendance: One Emergency Ultrasound for Rural and Remote Medicine (EURM) valued at $2865 (inc. GST) OR Early Pregnancy Assessment for Nurses & Midwives (EPAN) valued at $2720 (inc. GST) OR 3rd Trimester Ultrasound for Nurses & Midwives (TTFN) valued at $1920 to be undertaken at Ultrasound Training Solutions in the first quarter of 2018. The recipient must be available to attend the course on the dates stipulated. If the recipient is not able to attend Page 5
the course on that date, the sponsors may determine another recipient at their absolute discretion. Travel and accommodation: sponsored by GE Healthcare for participation in a Ultrasound Training Solutions course in Melbourne to a maximum value of $2000 (inc. GST). For the avoidance of doubt, the accommodation component includes room charges only (and no ancillary costs such as room service). The ultrasound scholarship does not include transfers to and from the recipient s place of residence to the departure point and transfers between the accommodation and airport. No frequent flyer (or equivalent rewards program) points will accrue to the recipient. The booking time of the flights and accommodation will be determined by GE Healthcare in consultation with the recipient and Ultrasound Training Solutions. Mentorship package: Four (4) 30 minute mentorship sessions for review of ultrasound utilisation and issues (conducted via teleconference with Ultrasound Training Solutions tutors) valued at $800 (inc. GST). Timing of these mentorship sessions will be negotiated with the recipient, and occur approximately every four (4) to six (6) weeks. Ultrasound system: provision of one GE VScan with dual probe valued at $10,500 (inc. GST) for one calendar year from course commencement. Presentation of the Vscan will occur at the beginning of the nominated course. Return of the Vscan will be required 12 months from receipt commencement of the nominated course. The scholarship is not transferable, or redeemable for cash. Scholarship supporters do not offer taxation advice regarding the status of the ultrasound scholarship and suggest that professional advice is obtained. Ongoing requirements Once the successful applicant has attended and completed the course on a date nominated by UTS, it is a requirement that the applicant: Maintain their medical practice in a rural or remote environment. Scholarship holders that withdraw from rural and remote practice must advise Ultrasound Training Solutions as soon as possible, and acknowledge that this will result in surrender of any capital equipment supplied as part of the scholarship and cessation of any remaining Ultrasound Training Solutions mentorship sessions. The scholarship holder will not be liable for repayment of any course, transport, accommodation or mentorship monies spent by the scholarship supporters up to the date of withdrawal. Page 6
Maintain regular communication with Ultrasound Training Solutions to ensure that the ultrasound training process is optimised. Where an applicant fails to maintain contact with Ultrasound Training Solutions on a monthly basis (minimum) the scholarship supporters retain the right to cease support and require the immediate cessation of the program. This will result in surrender of any capital equipment supplied as part of the scholarship and cessation of any remaining Ultrasound Training Solutions mentorship sessions. The scholarship holder will not be liable for repayment of any course, transport, accommodation or mentorship monies spent by the scholarship supporters up to the date of withdrawal. Ultrasound Training Solutions and GE Healthcare is to be acknowledged in any publication or presentation resulting from the support provided via the ultrasound scholarship. Provision of material and ensuring ongoing personal availability for quarterly publication Agree to create and supply Ultrasound Training Solutions and GE Healthcare with video and/or written and photographic material (Material) suitable for illustrating/demonstrating the benefits of ultrasound in a rural and remote environment. This material provided should be of a quality suitable for utilisation in a range of formats, including but not limited to online blogs, newsletters and marketing material. In doing so the scholarship holder agrees to a) make him/herself available for interviews and discussion b) transfer and assign all rights, titles and ownership in the Material and all intellectual property rights in the Material, such as copyright, design right, trade mark and other similar rights ( Intellectual Property Rights ), to the Ultrasound Training Solutions completely. This means that Ultrasound Training Solutions will become the owner of the Material and may use, copy, edit, publish or create new works using the Material (in whole or part); incorporate the Material in any way and in any form, media or technology, for any purpose, at its sole discretion. You also agree that Ultrasound Training Solutions may license, distribute or otherwise deal with the Material, including granting the same rights in the Material to a third party. The applicant may not revoke this licence or require any payment of royalties or fees from us to use the Material. Ongoing eligibility Once awarded, ultrasound scholarship holders will continue to receive support for twelve months from the commencement date, provided that they continue to meet the requirements stipulated in the eligibility criteria and ongoing requirements. We do however reserve the right to withdraw the ultrasound scholarship for reasons such as (but not limited to) professional misconduct or any other activity which the providers consider to be unbecoming behaviour. Referees As part of the application process you need to provide two written references; one should be a representative of your current employer. Your referees must complete the form provided on page 13. Terms and conditions Applications must be received on this form and address all questions and selection criteria. Ultrasound Training Solutions and GE Healthcare reserves the right to not make an offer of an ultrasound scholarship in 2018. Ultrasound Training Solutions and GE Healthcare will undertake assessment of all applications and their decision will be final. Late or incomplete applications will not be accepted. Successful applicants are required to meet all ongoing requirements. Ultrasound Training Solutions and GE Healthcare reserve the right to publish information about the scholarship and successful applicants in their medium of choice.
