SUMMARY & BACKGROUND: The BEST Center at Genesee Community College in Batavia, New York is currently accepting proposals to deliver occupational safety and health training and education programs for worksites across the GLOW (Genesee, Livingston, Orleans and Wyoming Counties) Region of New York State in accordance with the guidelines and requirements of a grant received through the New York State Department of Labor. The BEST Center has been awarded this grant for several years and is seeking a M/WBE to deliver at least 20% of our classes to businesses located in our service area. The BEST Center is the Business and Employee Skills Training division of Genesee Community College, part of the State University of New York (SUNY) system. Trainers will work on an as-needed basis to deliver training on a variety of topics as they relate to Occupational Safety and Health. PROPOSAL GUIDELINES This request for proposal represents the requirements for an open and competitive process. Proposals will be accepted until Friday, June 13, 2014. Any proposals received after this date and time will be returned to sender. All proposals must be signed by an official agent or representative of the company submitting the proposal. Each organization responding to this Request for Proposal should provide the following information: 1. Documentation that organization is a qualified Minority/Woman-Based Enterprise; 2. Proof of insurance; 3. Qualifications of organization to manage training projects; 4. Qualifications of trainers who will conduct classes; 5. Name and description of any organizations being used for outsourcing or contracting work; 6. Ability to brand materials/handouts for classes as being from GCC s The BEST Center; 7. Cost per hour for training delivery (All costs must be itemized to include an explanation of all fees and costs). Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by Genesee Community College s legal department and will include scope, budget, schedule and other necessary items pertaining to the project. 3 P a g e

PROJECT PURPOSE AND DESCRIPTION The BEST Center at Genesee Community College in Batavia, NY, provides occupational training and development to a wide variety of businesses, social service, not-for-profit, government and healthrelated organizations across the GLOW Region. This grant allows us to offer this training at low/no cost to employers who would not receive this information were it not for this project. These training programs are customized to meet the needs of individual worksites and support the reduction of work-related injuries and illnesses at these sites. Training should be easy to understand, interactive and incorporate best practices in adult-education models. Hands-on and interactive exercises are strongly encouraged. 4. PROJECT SCOPE The scope of this project includes customizing and classroom delivery of OSHA/PESH compliance training programs specific to individual worksites and company policies and procedures, often at individual employer worksites and on occasion for all three work shifts. Training will be done in accordance with grant timelines and delivered so that employers can continue to meet production and customer goals and objectives. The selected bidder will be responsible for planning and conducting a needs assessment with each employer to ensure that training content is relevant, applicable and delivered in accordance with all regulatory and company-based policies and procedures. The following criteria must be met to achieve a successful project: Achieving goals and objectives as stated in grant narrative for businesses participating in The BEST Center s training project; Consistency in design of material/handouts and branded as The BEST Center; Ability to work with both employers and The BEST Center staff to schedule and deliver training in a timely fashion; Submitting required forms and paperwork correctly and in a timely fashion; Modifying course delivery methods to meet expectations of customers and The BEST Center. 5. REQUEST FOR PROPOSAL AND PROJECT TIMELINE Request for Proposal Complete proposals must be received by 4:30 P.M. EST on Friday, June 13, 2014. Evaluation for proposals will be conducted from June 14 to June 18, 2014. If additional information or discussions are needed with any bidders during this period, the bidder(s) will be notified. The selection for the winning bidder will be made no later than Thursday, June 19, 2014. Upon notification, the contract negotiation with the winning bidder will begin immediately. 4 P a g e
Contract negotiations will be completed by June 20, 2014. Notification to bidders who are not selected will be completed by June 25, 2014. Project Timeline: Project initiation phase begins in August of 2014 and must be completed by August 31, 2015. 6. BUDGET All proposals must include proposed costs to complete tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC) or monthly-recurring costs (MRC). Pricing should be listed for each of the following items in accordance with the format below: Cost(s) per hour of training delivery; Number of available training hours per instructor; and Scheduling limitations that may/may not impact ability to meet program requirements. NOTE: All costs and fees must be clearly described in each proposal. 1) BIDDER QUALIFICATIONS Bidders should provide the following items as part of their proposal for consideration: Description of experience in delivering successful occupational safety and health training programs in New York State; List of how many full- and part-time contractor staff in your organization; Examples of three or more Occupational Safety and Health training programs your organization has successfully delivered; Testimonials from past clients on OSH training development and delivery; Timeframe for completion for this project; Project management methodology. 2) PROPOSAL EVALUATION CRITERIA The BEST Center at Genesee Community College will evaluate all proposals based upon the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all of the following criteria: Overall proposal suitability: proposed solution(s) to the scope and needs included herein and be presented in a clear and organized manner. Organizational Experience: Bidders will be evaluated on their experience as it relates to the scope of this project. 5 P a g e
Previous work: Bidders will be evaluated on examples of their work pertaining to occupational safety and health training delivery as well as client testimonials and references. Value and Cost: Bidders will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this project. Technical expertise and experience: Bidders must provide descriptions and documentation of staff technical experience and expertise.
