Schedule A to Conditional Grant Agreement 2008/2009 Emergency Management Training Grant Application Municipal Sponsorship Program NAME AND MAILING ADDRESS OF MUNICIPALITY FOR OFFICE USE ONLY Municipal Code Approvals Application Number Training Grant Application This application is for the 2008/2009 Emergency Management Training Grant Program. This grant application must be submitted to the Alberta Emergency Management Agency Training Manager by February 12, 2009 for training to be completed on or before April 30, 2010. Conditional Grant Agreement By applying, the municipality is entering into a Conditional Grant Agreement with the Province of Alberta if the application is approved. The terms of the agreement include: the use of the grant for approved purposes only; the eligibility; reporting and accountability requirements; the Minister s right to audit any project; and the Minister s right to require a refund of any grant funds not used in accordance with the agreement. Grant funds can be used to cover: assistance for travel costs (mileage, hotels, etc.) direct training delivery costs. The grant funds cannot be used to pay for training carried out before the conditional grant agreement is signed by the Minister nor for capital costs. The municipality must cover any additional costs if the project costs exceed the grant amount. If grant funds remain after the training is complete, then these must be returned. Where a Conditional Grant Agreement is completed incorrectly, a new agreement will be produced with the approved grant amounts entered, and sent out to the municipality for signing. Failure to comply with the Conditional Grant Agreement may result in the municipality having to repay the grant. Multi-year funding commitments will not be made. Further Documentation Required The Chief Administrative Officer of the municipality receiving the grant must sign and file an Acknowledgment of Compliance form by May 31, 2010, certifying that the grant funding was used in accordance with the terms of the Conditional Grant Agreement. Copies of receipts for all expenditures related to the training must be attached. Page 1 of 6
A blank Acknowledgment of Compliance form will be provided when the grant is approved. The form will also be available on the Alberta Emergency Management Agency website at http://www.aema.alberta.ca/687.cfm. PART 2: Emergency Management Training Eligible Emergency Management Training Subject to the approval of the Managing Director of the Alberta Emergency Management Agency, grant assistance is available for the following training: Name Description Minimum Number of Emergency Management Workshop A forum for municipal directors of emergency management to evaluate and validate emergency management plans, processes and programs. 15 Regional Municipal Disaster Exercise * Incident Command System Course Exercise Design Course An exercise involving the response of a municipality and its mutual aid partners to a simulated major emergency or disaster. A course for a municipal emergency management team on the Incident Command System (e.g. ICS 200, 300, 400). A course to teach a municipal emergency management team how to design, conduct and evaluate an exercise to test their Municipal Emergency Plan. Applicants may find the Emergency Management Exercise and Training Standards beneficial. Available from the Manager of Training, the standards provide guidance on presenting courses, workshops and exercises. 20 15 15 * Your Alberta Emergency Management Agency Field Officer should be involved with the planning and facilitation of the exercise. There is no requirement to contract a consultant to run an exercise. These are changes from previous years. Only the municipality hosting the training may apply for funding, for any combination of Emergency Management Training offered under this initiative. This application must cover all attendees, including those from other municipalities. If the number of attendees, at one or more of the specified courses, is significantly less than that shown on the proposed training plan, the municipality will be required to repay Alberta Municipal Affairs the portion of the grant that this shortfall represents. If unexpected circumstances lead to a significant shortfall in course attendance, then please advise your Alberta Emergency Management Agency Field Officer. Page 2 of 6
