BACKGROUND INFORMATION Michigan Works! Association is a nonprofit organization, incorporated as the Michigan Job Training Partnership Association in 1987. Michigan Works! Association is exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code, and financial records are in accordance with generally accepted accounting principles as they apply to nonprofit organizations. Michigan Works! Association is recognized nationally as the largest and most progressive workforce development association in the country. We provide a variety of training and technical support to Michigan s workforce development professionals. Michigan Works! Association training is open to staff of Michigan Works! Agencies (MWAs), Associate Members, MWA subcontractors and partner agencies, Michigan Department of Labor and Economic Growth staff and the general public. The mission of Michigan Works! Association is to provide leadership and services, and promote quality and excellence for the advancement of Michigan s workforce development system and its customers and professionals. The Michigan Works! Association is a conduit and clearinghouse of information and services to increase the capacity of the Michigan Works! System. GENERAL INFORMATION This Request for Proposal (RFP) is for a Data/Software Integration Consultant to increase capacity of the state s talent system through updated and improved data collection and management by integrating systems related to Veterans employment in Michigan. This project will also increase relevant communication within the state and with select outside partners to assure project success. Questions will be accepted, in writing, until 4:00, Friday, February 28, 2014 by e-mail dunsfordl@michiganworks.org. To ensure an equitable dissemination of information, questions and responses regarding this proposal will be posted on the Association s website located at www.michiganworks.org no later than COB Monday, March 3, 2014. Expensive bindings, color displays, or packaging are not necessary or desired. Emphasis should be based on conformity to the instructions and requirements of this RFP. Michigan Works! Association reserves the right to reject any or all proposals or any part of same; to award a contract(s) other than to the lowest bid, and to use the accepted bid as the basis and point of departure for final contract negotiations; to waive irregularities and/or informalities; and to make any decisions which Michigan Works! Award of any contract(s) is subject to the availability of funding. Statement of Work A. Purpose This Request for Proposal (RFP) is for a Data/Software Integration Consultant to increase capacity of the state s talent system through updated and improved data collection and management by integrating systems related to Veterans employment in Michigan. This project will also increase relevant communication within the state and with select outside partners to assure project success. The successful bidder will complete the following work by June 30, 2014: Work with the Workforce Development Agency (WDA), Michigan Economic Development Corporation (MEDC) and other State of Michigan (SOM) Agencies to identify additional requirements and implement selected Veterans Integration Software solution to provide system improvements for veterans placements. Participate as a project team member on the Veterans Integration Software Project Team. (Currently known as SOM/H2H Veterans Integration Project) 3
Improve communications between SOM Agencies regarding Veterans employment issues. Increase communications with selected partners (such as Michigan Works! Agencies (MWAs), licensing organizations, post-secondary training and degree granting institutions) regarding Veteran employment issues. Along with other staff members, develop improved work flow processes for sharing information as needed within state of Michigan departments and agencies and with selected partners. Assist with development of training for state staff and selected partners prior to implementation of new system upgrades. Review and report to WDA Management on all areas of integration project as project moves forward. D. Administrative Requirements All contracts must be signed and returned to Michigan Works! Association prior to services beginning. 30 days notice of cancellation of the contract by either party must be submitted in writing. All invoices and supporting documentation must be submitted within 30 days of the contract end date. Failure to do so may result in non-payment. E. Proposal Evaluation Criteria A Michigan Works! Association review team will rate all proposals. Incomplete proposals or proposals that fail to follow the submission guidelines will not be considered for review. Proposals will be evaluated with the following criteria: 40 Candidate Experience Candidate has successfully completed similar projects / has the qualifications necessary to undertake this project and has appropriate staff to develop the site in the time frame established. 30 Value / Pricing Structure and Pricing Levels The price is commensurate with the value offered by the proposer. 20 Suitability of the Proposal The proposed solution meets the needs and criteria set forth in the RFP and information is presented in a clear, logical manner. 100 Total points awarded 4
