Summary of Solicitation Procurement Method: Best Value Procurement The technical merit of the proposal is significantly more important than the price, and price must be fair, reasonable and affordable Performance Period: Three (3) years from the contract effective date Option Years: Two (2) one-year options, at the discretion of the Authority Anticipated Contract Award: August 1, 2017 Contract Type: Task Contract, IDIQ fixed unit prices Term and Conditions are not negotiable in any material way. Proposal Submissions Part 3 Technical Proposal Do not include any Price Proposal information in any of the technical proposal sections Submit an original and Six (6) copies: Submit on typewritten 8 ½ x 11 plain white paper Assemble in a three ring binder or staple. No other binding methods are acceptable Do not exceed thirty (30), double-spaced, single sided pages. Exhibits and samples of previous work are not included in the 30- page limit Address the evaluation criteria in the order they are presented

Scope of Services This task contract will be structured into the following areas of support: Strategic planning. Media planning, buying and trafficking. Campaign post media buys analyses. Creative services, including the development of graphics and messages. Market research. Other marketing task assignments not depicted within the categories described above throughout the contract term. Separate Task Orders will be issued for any such assignments.
