Page3 1. Introduction The document at hand will support the communication activities of the SMEINNOBOOST project funded by the Balkan Mediterranean Programme 2014-2020. It presents the communication strategy for the 2-years duration of the project, considered by the partners. The adopted strategy gives the general information, suggestions and guidelines to achieve the best possible results of the communication and dissemination process (WP2). It concentrates specifically on the actions and procedures towards a wider publicity and impact that partners have jointly aimed to accomplish within the SMEINNOBOOST project. The communication plan can be considered as a basis to build up the targeted campaigns to promote the project in all participating countries Albania, Bulgaria, Cyprus, Greece and FYROM. While implementing the communication and dissemination activities the partners should follow certain quality and quantity criteria to measure the desired and achieved results. Therefore we provide all partners with a framework and useful recommendations to facilitate the communication process. Furthermore, it also includes some indicators and instruments that will be used in order to evaluate the impact of the communication activities. The implementation of the project outputs in practice also depends on the success of the communication and dissemination activities within the project. Therefore it is essential to point out that good communication and dissemination plans are the basis for involving stakeholders into the content creation (WP3&WP4), the participation in piloting (WP5) and successful exploitation of the results (WP6). The WP2 therefore is a horizontal WP that impacts all other WPs.

Page4 Communication in general is a planned and structured process of providing information to the target groups and key actors with regards to the project activities and results, using a variety of communication channels at local, regional, national, EU and international level. The final goal of this process is to encourage the target groups to use the SMEINNOBOOST project outputs as well as to ensure project results are embedded in the organizations daily practices. Through efficient communication the partners aim to achieve the following objectives: To promote and raise awareness with regards to the project contents and developments To provide information on the quality, relevance and effectiveness of the results To transfer successfully the outputs to appropriate decision-makers and gatekeepers in order to achieve their sustainable promotion and mainstreaming, more importantly also beyond the duration of the project To convince individual end-users to adopt and or use the outputs also after the end of the project 2. Abstract on the C&D strategy guide and plan The present document deals with the aims, the target groups, communication channels and the timeline of activities of the SMEInnoBoost project. Methods used (design of a web site, press announcements and press releases, media publications, web sites publications, BMP platform publications, social networks, specialized events, i.e. conferences, fairs, etc.) are considered as well. The purpose of the C&D strategy guide and plan is to communicate and disseminate project s philosophy, aims, activities and results. It covers the whole duration of the project 24 months.

Page5 The innovative character of the project requires a special attention to communication and dissemination, by addressing not the project target groups only, but also the most important stakeholders and the general public. The focal point is to advance SMEs innovation capacity as a driver for competitiveness of economies of the societies and thus to increase the standard of life of BMP countries citizens. We need the C&D strategy guide and plan as to achieve maximum value and usefulness out of the Self-Assessment Tool and other main results achieved in the framework of the SMEInnoBoost project. The message of the C&D campaign is: Increasing SMEs innovation capacity works for the benefit of my community. 3. Mission, aims, goals The mission of the C&D activities is the mission of the project itself: SMEInnoBoost is boosting the transnational innovation capacity of SMEs from selected priority sectors and support them to make sustainable network formations with other SMEs from the BM region in order to share know how and develop innovations, through bringing together triple helix partners from all 5 BM countries, and equipping SMEs with relevant data, tools and systems. The aim of SMEInnoBoost C&D strategy is that the public is timely informed on activities, the project progress and the results. The SMEInnoBoost C&D activities cover three dimensions: - C&D for Awareness addresses wide target audience that does not require details on the project outcomes and results. - C&D for Understanding addresses the project target groups which benefit from the project, i.e. pilot SME, SME innovation ecosystem stakeholders in the region (not only

Page6 pilots), including SMEs, the business, research institutions, investors, universities, policy makers, technological parks, related NGOs, etc. - C&D for action addresses direct target groups - the pilot SMEs in the BM region and project partners. To ensure the valorization of project's results, the project partners consortium will take advantage of all dissemination and communication channels they may reach to promote the SAT and other main results to all interested parties across Europe. The information and publicity strategy is designed in two directions - to internal and to external stakeholders. On high level, internal stakeholders for the project are the project partners and observing partners. External to the project are the objects of research (SMEs), Program Authorities, Society, Policy makers, etc. The basic structure of the Publicity Strategy and Communication Plan (PSCP) include requisites such as information to be communicated, method of communication, frequency of communication/timetable, responsible partner for development of the communication material, type of the communication material (key milestone related to outputs, results and achievements; ongoing communication, etc.) 4. The logo Effectiveness of activities and results is correlated to the most visible communication tool the logo of the project. The SMEInnoBoost logo reflects the communication guidelines of BMP 2014 2020

Website of the project www.smeinnoboost.org The website is the main source of information about the SMEINNOBOOSTR project and the first and most immediate point of reference for all target audiences. The aim of the website is to provide adequate and up to date information for all target groups, raise the profile of the project, events, etc. and communicate the project s progress, ongoing activities, deliverables and achievements throughout the whole duration of the project. The project website is available in all partner languages.

Webpage of the project on the Programme website - http://www.interregbalkanmed.eu/ The integrated system of The BalkanMed Programme and Project websites will facilitate the monitoring of Project activities. The Project webpages will have the same structure for all Projects, and will include: Pre-filled information fields with data from the Application Form: partnership, budget, etc. Dynamic information to be filled in by Projects: Project summary, Project results, news and events, etc. 6. Target groups

Page14 Prime action of the C&D strategy and plan is related to the following target groups: a. The direct target groups will be the pilot SMEs in the BM region and project partners. SMEs will benefit through the assessment of their standing in the innovation ecosystem and the developed action plans, increased ability to develop/attract innovations and funding and boosted capacity. The project partners will share know-how and best practices in developing data, tools and systems for the BM region. b. The indirect target groups that will benefit from the project will be all SME innovation ecosystem stakeholders in the region (not only pilots), including SMEs, the business, research institutions, investors, universities, policy makers, technological parks, related NGOs, etc. The SME innovation ecosystem stakeholders will benefit from the availability of comparable statistical data, self-assessment tool and universal system for innovation cluster formation available at the project resource platform (web-page). Micro, Small and Medium Enterprises (SMEs) in the Balkan Mediterranean /BM/ Region experience hardships in realizing their innovative potential - markets are fragmented, transfer of know-how is under optimal levels and understanding within SMEs regarding innovations needs to be raised. According to the Global Innovation Index for 2017 Bulgaria ranks on 36th place, Greece on 44th, FYROM on 61st, Albania on 93d, and Cyprus on 30th place out of 141 countries (Global Innovation Index 2017- https://www.globalinnovationindex.org ). This information shows that the innovation capacity and potential need to be strengthened in the BM Region and that there is a gap between the countries involved in the project - EU Members possess higher innovation capacity than IPA countries. In addition, since SMEs are the backbone of the European economy, the target of SMEINNOBOOST project is narrowed to innovations in this size class, including micro, small and medium enterprises with employees up to 249 people. The project approach is to reduce the innovations gap in the region by combining joint efforts of the partners in equalizing the misbalances between EU and IPA countries and leverage on them to boost innovations in SMEs on transnational level though enabling factors and innovations cauterization. The relevance of the project to the challenges in

Page15 the BM area results from the general outputs and new solutions from the project, namely: - Sustainable and insightful government statistics regarding key enabling factors for SME innovations, customized from an implemented information needs analysis of the SMEs - new statistical survey that will provide information to public and private sector to reduce the innovation gap; - Free, easily accessible Self-assessment tool for benchmarking each SME standing in the BM entrepreneurial ecosystem in the relevant sector - building knowledge and understanding with SMEs management on the importance of innovations and provision of relevant tools to benchmark and take necessary steps to boost innovation or attract external innovation; - Recommender cluster system for proposing of innovation transnational clusters that will facilitate the easier and more qualitative proof-of-concept and innovation development - a tool that facilitates networking and transfer of know-how and supports the defragmentation of markets in the Balkan Med region. 7. Project objectives The objective of the project is to boost transnational innovation capacity of SMEs and support them to make sustainable network formations, including innovation clusters with other SMEs from the BM region in order to share know-how and develop innovations, through bringing together triple helix partners and equipping SMEs with relevant data, tools and systems. The link between INTERREG Balkan Mediterranean Program 2014-2020 and project objectives has two aspects. The first aspect is related to more competitive BM area. The project's general objective is to untap innovation potential within SMEs by making them more self-aware of the importance of innovation strategies and boost regional innovation capacity by the

Page16 recommendation of innovation clusters at transnational level. The second aspect is related to the promotion of integrated territorial development. The project envisages for 10 partners from the 5 countries, both EU and IPA member states to collaborate, share experiences and develop innovation tools together. The innovation clusters that are included in the overall objective of the project will have a transnational effect as they are going to comprise of SMEs from the project partner states and will build on synergies of various SMEs. Project specific objectives (PSOs) are: PSO1: Boost SME competitiveness by increasing knowledge and understanding of current innovation capacity and strengthening SME capacity by providing the necessary toolkit and strategies - relevant to SO 1.2 in the part unleashing territorial potential PSO2: Enable know-how sharing and networking and reduction of the innovations gap by suggesting transnational cluster formations - relevant to SO 1.2 in the part improve the transnational innovation capacity PSO3: Support policy makers in fact-based decision-making in the area of innovations by providing statistical data for benchmarking on transnational, national, sectoral and SME level - relevant to SO 1.2 in the part improve the transnational innovation capacity. 8. Channels for dissemination For the SMEInnoBoost ideas and philosophy to reach the target groups in a pragmatic and a practical way, several levels of events have been envisaged such as kick off meeting, opening conferences, innovation summits and closing meeting. The Strategy includes information, communication and publicity plan and measures, linked to the main stages through which the project will go through - Project Initiation, Implementation and Closure. Below is included a brief overview of the PSCP: Project Initiation:

Page17 - Kick-off meeting for communication of major project plans and strategies for internal stakeholders - Communication of logistics and substantive information related to coordination of the Kick-off meeting - through e-mail, telephone, conference call - 1 Opening conference with participants from internal and external stakeholders - Press releases for the forthcoming Opening conference for attraction of external participants - Press coverage for dissemination of project goals, work packages and expected results Project Implementation: - Ongoing communication and coordination of internal stakeholders every week via e- mail, telephone, conference calls/video conferencing - Logistics and substantive information sharing related to coordination of interim meetings/workshops with internal stakeholders through e-mail, telephone, conference call Progress update with internal stakeholders - every month via e-mail, telephone, conference calls/video conferencing - Ongoing communication of project progress and results with external stakeholders through social media channels (twitter/facebook), web pages (newsletters and main outputs on project web-pages, partners web-pages), and print materials (brochures, SAT, Booklet) Project Closure: - Final meeting for communication of project results and sustainability measures with internal stakeholders

Page18 - Communication of project main outputs and results with external stakeholders through social media channels (twitter/facebook), web pages (newsletters and main outputs on project web-pages, partners web-pages) and events (Innovation Summits, conferences) - Press releases for the closure of the project for communication of project achievements. In the C&D strategy and plan it is considered to disseminate information about these activities at the largest scale possible, using the following channels: - publications at selected media - publication on the SMEInnoBoost web site, on the sites of SMEInnoBoost partners and the network - press releases, press-conferences - personal contacts - promotional materials - social networks - Facebook, Twitter - regular publications on the projects platform of BMP Moreover, each partner will use the SMEInnoBoost Project Factsheet, agreed between partners, as a tool to reach the media, major stakeholders and the general public. The Factsheet shoud contain an executive summary of the project s reason (the why), objectives, expected results, envisaged beneficiaries and partners involved. The same groups and relevant public institutions will be reached directly as well, via mailing, personal meetings and contacts, at central, regional and local levels. A list of regular contacts for communication is advisable to be prepared by each project partner. Opinion and policy makers will be a very special focus for the partners communication and dissemination activities, domestically and internationally. We believe that this focus will guarantee valorization, sustainability and follow up initiatives based on the main project result SAT and Recommender system for innovation clusters.

Page19 For this purpose, the partners agreed to establish a Steering Committee, which involves representatives of each project partner country Bulgaria, FYROM, Greece and Albania. SMEInnoBoost web platform is the main C&D instrument, which is to be developed and maintained during and after the project life and hosted by the LP web page as well. It will be used as a project media and a knowledge transfer instrument for the target groups. The SMEInnoBoost web platform menu is tailored to the project philosophy and C&D needs, i.e.: - Home (introduction to the subject of the project) and general subjects (partners, contacts, links) EU logo, program logo and funding, project logo, partners logos - SAT and Application Guide in local languages (Bulgarian, the official language of former Yugoslav Republic of Macedonia, Albanian and Greek) - SME innovation knowledge section, including definitions, library and innovative ideas, Booklet of the Successful Innovator in English and Local Languages, Best practices analysis report, Benchmarking Reports per SME, per country and transnational - Recommender system for innovation clusters, Report on the recommended Innovation cluster of pilot tested SMEs on transnational level, Report on the analysis of transnational enabling factors for innovation implementation in SMEs - "SMEInnoBoost Associates & Friends" for brainstorming and benchmarking the results - Events (events related to SMEInnoBoost, other events, related to innovations, news, publications and on SMEInnoBoost activities) - Best practices and Booklet of the Successful Innovator - Gallery We plan to equip the project s results, including presentations and publicity materials with them. 9. Communication and Dissemination Planned Activities

Dissemination proof documents Copies from promotional materials, photos, agendas, attendance lists, copies of publications, copies of presentations at conferences, screenshots from web pages, etc. 11. Impacts The aim of the consortium is to execute those C&D activities which will lead to extension of the existing network with new SMEInnoBoost friends, who will form the network of the "SMEInnoBoost Associates & Friends". This network will help to create new channels and circles for cooperation on four levels: international, national, regional and local. In this way, sustainability of the results is supported. Another consequence from C&D activities will be benchmarking of the results internationally and domestically using the web site communication and presentations at conferences, meetings and discussions. The expectation is that this will provoke further curiosity in the general public and a

Page21 challenge in professional circles in the partners countries. Another effect of successful C&D campaigns will be the inspiration for institutions to introduce novelties on SMEs innovation capacity building. In this direction, cooperation with institutions is considered. 12. Exploitation of the results Exploitation will be achieved by cooperation with governmental institutions, agencies, civil society, etc. Delivery of the project results to end users will, as to contribute to multiplication of results. 13. Sustainability of the results It will be reached by accession of the target groups, active and devoted participation of all partners, and constant use of the project results, online availability and accessibility of related information, development of concept ideas for follow up projects. Transnational effect means that SMEs will benefit from a larger pool of partners for more efficient innovation clusters, project partners will share experience and best practices between each other, project area will have unified recommended innovation clusters and the program area will utilize the data, tools and systems developed during the project. SSO has good traditional cooperation with NSI Bulgaria and INSTAT Albania within the IPA Multi-beneficiary statistical cooperation program with the aim to strengthen the regional cooperation.

EU Guidance Documents on Publicity and Dissemination The current C&D strategy guide and plan bears in mind the EU documents for the new program period 2014-2020, Ensuring the visibility of cohesion policy: information and communication rules 2014-2020, http://ec.europa.eu/regional_policy/sources/docgener/informat/2014/visibitily_en.pdf We would like to stress on the main responsibilities of the beneficiaries: Any communication activity has to acknowledge support from the Funds by displaying the EU emblem, with a reference to the EU and the specific Fund ; Information about the project has to be provided on the beneficiary s website, including a short description of the aims and results, and highlighting the support received from the EU ; Communication activities have to be described at the project application stage (Annex V, 3.1.2 e) (consult with the above link); Placing at least one poster with information about the project at a location readily visible to the public ; All partners are advised to consider the BMP Project Implementation Manual. Fundamental reference to the co-financing that the Commission has provided is by using the BMP logo.
