Safety Review Simon Potten Operations Leader
Outline of presentation What is the issue? What do we do? Why do we do it? Sector Panels outcome The review process
What is the issue? Fishing is the most dangerous occupation in the UK. In 2011 we lost: o 8 fishermen o 24 vessels Worldwide, the FAO estimates that we lose 24,000 fishermen per annum.
What do we do? Training Marine Services (Survey & Information)
Why do we do it? To drive down the number of deaths, injuries and accidents to fishermen and fishing vessel losses Belief that training and education can have a significant impact in improving safety Statutory role with regard to the provision of mandatory basic safety training Belief that subsidies are necessary to encourage self employed fishermen to undertake additional voluntary training All work carried out under MoU with the Maritime & Coastguard Agency, in close collaboration with industry and under guidance from the Fishing Industry Safety Group.
Sector Panels outcome Domestic Panel identified safety as a major industry issue and one which they wanted Seafish support to help improve. Work programme proposal put together comprising all of the above activities at an annual cost to levy of 750k per annum. Little support from Supply Chain and Importers panels. Compromise agreed between the three Panel Chairs.
Scope: To undertake a thorough review of Seafish s role in fishing safety and specifically its activities in support of fishermen s training
Objectives: To clarify Seafish s role and responsibilities To identify ways of reducing the cost to levy of Seafish s work in support of fishermen s training, whilst ensuring continued delivery of our mandatory requirements To identify alternative sources of funding to replace levy expenditure on subsidising fishermen s training To identify other activities/initiatives that Seafish could support to improve fishermen s safety
Methodology: Stage 1: Desk research Jan/Feb 2013 What are the fishing safety issues (UK/Europe/Rest of World)? What do we do and why do we do it? How much does it cost? What outputs do we deliver? What impact has it had?
Methodology: Stage 2: Develop proposals Feb/Mar 2013 For reducing costs For replacing levy subsidy of fishermen s training Alternative approaches/activities Required resource
Methodology: Stage 3: Consultation on Seafish s role Mar/Apr 2013 Questionnaire Survey Analysis Report
Methodology: Stage 4: Finalise proposals April 2013 Stage 5: Consideration by Sector Panels May 2013
Process: Step 1 - Appoint an independent chair Step 2 - Recruit a steering group: Seafish Board member? Fishermen Administrators (Maritime & Coastguard Agency) Non-beneficiaries (processors/importers/retailers) Devolved administrations Funders
Process: Step 3 Steering group meetings Early January 2013 to agree scope and operation of review End February 2013 to review desk research, contribute to development of proposals and plans for consultation End April 2013 to review results of consultation and draw up proposal for consideration by Sector Panels
