Dear Angelenos, I am pleased to invite you to present your ideas to be a part of People St, a program that transforms neighborhoods across our city. People St was developed by the Los Angeles Department of Transportation (LADOT) in collaboration with the Los Angeles Departments of Public Works and City Planning, and the Los Angeles County Metropolitan Transportation Authority (Metro), all of whom will work closely with community groups on this effort. People St represents one of the many tools in our Great Streets toolbox. We are working to change the way Angelenos interact with the built environment, while using existing government resources to make City Hall work better for our residents and businesses. Fundamental to People St is its bottom-up, community-based approach. I am proud of our city s transportation and planning experts, but no one knows more about our neighborhoods than you. It is fitting that such an innovative program will be taking root here in Los Angeles, where we are experiencing a fundamental shift in how we make our city streets safer and more enjoyable. I look forward to the many new Plazas, Parklets, and Bicycle Corrals that will be created by People St and am excited to continue working with all of our departments to spearhead other creative initiatives. About the Application The People St Plaza Application provides comprehensive guidance to Community Partners interested in proposing and operating a People St Plaza in the City of Los Angeles. The logistics, required materials and process for submission are outlined in this manual. Design development and review phases are described for applications selected by LADOT. Information on financial, legal, and maintenance responsibilities are specified for completed projects. Disclaimer The City reserves the right to amend the application process and requirements, application evaluation criteria, site location criteria, Community Partner criteria, and responsibilities, Kit of Parts documents and Technical Appendices, and design and technical requirements up until the point that final approval is granted. Applicants may withdraw their application if they do not agree with any of the amended terms. Other Resources to Review Community Partners should familiarize themselves with the Kits of Parts for Plazas. This document contains an overview of the furnishings and programming necessary to construct and activate a Plaza. This includes information on plaza types and components provided by LADOT. People St contributes to more active, accessible, and livable streets, enhancing quality of life in the City of Los Angeles. Introduction to People St Programs Sunset Triangle Plaza in Silver Lake A Parklet in Downtown L.A. A Bicycle Corral in Venice PLAZA Converts a redundant or underused portion of a street into a public space with tables, chairs, and other furnishings. PARKLET Expands the sidewalk into one or more on-street parking spaces to create people-oriented spaces. BICYCLE CORRAL Installs bicycle parking within onstreet parking spaces, making room for sidewalk activity and creating a business district trip attractor. Bicycle Repair Station in Highland Park A Bicycle Friendly Business in Downtown L.A. A Bicycle Friendly Business District in Northeast L.A. BICYCLE REPAIR STATION Provides basic tools, bike stand, and pump for DIY bicycle repairs. BICYCLE FRIENDLY BUSINESS An alliance between the City and businesses to support short trips by bicycle and walking. PLAZA PROGRAM IN THIS SECTION 1 About Plazas 2 Program Goals Bradley Avenue Plaza in Pacoima

PLAZA PROGRAM About Plazas A Plaza creates publicly accessible open space by closing a portion of street to vehicular traffic. Paint or other treatments are applied to the street surface, while large planters and other elements define the Plaza perimeter. The Community Partner maintains and operates the Plaza, providing movable tables and chairs, elemets of play, public programs, and ongoing neighborhood outreach. Creating expanded public spaces can increase safety for people who walk, bike, and take transit. It also encourages increased levels of walking and bicycling, while supporting economic vitality. New local gathering spaces can foster a greater sense of community and social cohesion. Plazas can also become centerpieces of neighborhoods, providing venues for public events and celebrations. As more people come to spend time in neighborhoods, the increased activity may support the vibrancy of local businesses. Program Goals 1 Convert underused or redundant street space into a people place. 4 Create venues for community gathering, events, and celebrations. 2 Emphasize streets as venues for social interaction and vibrancy. 5 Increase safety for people who walk, bike, and take transit. 3 Support high-quality streetscape experience and improve the day-to-day life of the street. 6 Encourage increased levels of walking and bicycling which, in turn, support local business communities. PLAZA CRITERIA AND RESPONSIBILITIES Community Partner Criteria ELIGIBLE ORGANIZATIONS Community Partners will accept the responsibility for operations, programming, management, and maintenance of the Plaza and must meet the following conditions. Business Improvement District (BID) Community Benefit District (CBD) Chambers of Commerce Ground-floor business owner Fronting property owner Nonprofit and community-based organizations Other eligible Community Partners may be considered on a case-by-case basis. COMMUNITY CONNECTION The Community Partner should have strong and productive relationships with property owners, business operators, and area residents. Prior collaboration with other community groups is also highly preferred. The Community Partner must have the organizational capacity to conduct outreach and organize public meetings regarding the Plaza project. HISTORY OF PUBLIC REALM IMPROVEMENTS The Community Partner should have a track record of work in the public realm. Examples of this include community clean-up programs, planting and streetscape projects, or public safety and monitoring programs. CAPACITY FOR MAINTENANCE The Community Partner should have previous maintenance experience and/or demonstrated capacity to maintain the Plaza on a daily basis. Repairs and upkeep of vegetation are required throughout the lifetime of the Plaza. CAPACITY FOR PROGRAMMING The Community Partner should have previous experience and/or demonstrated capacity to coordinate or provide free public programs in the Plaza on a routine basis. Examples of programming include but are not limited to farmers markets, movie nights, dances, bicycle rides and repair workshops, and music and performance events. 12 / LADOT / People St / Plaza Application / Fall 2015

Plaza Cost and Responsibility Breakdown The table below describes how Plaza costs and responsibilities are shared between the Community Partner and LADOT. PLAZA CRITERIA AND RESPONSIBILITIES Community Partner Financial Responsibilities DESIGN If selected as a Community Partner, applicants will be required to sign an agreement with the City of Los Angeles outlining a number of financial responsibilities. The Community Partner must have the capacity to seek appropriate professional guidance related to site assessment, documentation of existing conditions, and selection of design elements from the Kit of Parts for Plazas. They must also have the organizational capacity to seek professional guidance to execute the approved design. COMMUNITY PARTNER EXPENSES The Community Partner must facilitate the purchase, installation, and replacement of the following materials associated with the final design: Soils and plant materials Furnishings Special play or exercise equipment LIABILITY INSURANCE The Community Partner must provide evidence of and retain at least $1 million in General Liability Insurance. MAINTENANCE AND UPKEEP EXPENSES The Community Partner is responsible for maintenance and upkeep of the Plaza per the Plaza Cost and Responsibility Breakdown (page 13) and Operations and Maintenance Requirements (page 16) outlined in this document and in the People St Plaza MOU. 14 / LADOT / People St / Plaza Application / Fall 2015

Funding your Plaza CAPITAL INVESTMENTS Community Partners can fund the purchasing of certain materials associated with the final design, maintenance, and operations of the Plaza entirely out-of-pocket. GRANTS The costs of a Plaza can be funded using a variety of strategies. Potential Community Partners can estimate their project s cost by completing the Plaza Initial Application in this manual and referencing the Kit of Parts for Plazas. Plaza Community Partners are encouraged to engage a qualified design professional to assist with design development and furnishings selection and procurement. A Community Partner can apply for grants from private organizations, non-profits or other entities to cover some of the costs of their project. Applicants can start by seeking funding from organizations focused on supporting a healthier built environment, active transportation improvements, local neighborhood beautification, sustainability initiatives, and civic engagement activities. PLAZA CRITERIA AND RESPONSIBILITIES MATERIAL DONATIONS Community Partners can lower the costs of their project by reaching out to product manufacturers to secure in-kind materials donations or price reductions. Vendor information for preapproved materials can be found in the Kit of Parts for Plazas. PRO BONO PROFESSIONAL SERVICES Community Partners are advised to consult with design professionals to assist them through the project development process. Project costs can be lowered by seeking pro bono services from architects, engineers, urban designers, or contractors. LADOT / People St / Plaza Application / Fall 2015 / 15

PLAZA CRITERIA AND RESPONSIBILITIES Operations and Maintenance Requirements ACCESS If selected as a Community Partner, applicants will be required to sign an agreement with the City of Los Angeles, or People St Plaza MOU, to be responsible for operation, management, and maintenance of the Plaza. Community Partner s responsibilities include, but are not limited to the following: Enforce continued public access to the Plaza. Community Partners may not restrict access to the Plaza. Table or food service is not allowed at any Plaza seating. Nearby business staff cannot take orders at the Plaza nor deliver orders to patrons at the Plaza. Maintain accessibility to individuals with disabilities per the Americans with Disabilities Act Accessibility Guidelines (ADAAG). https://www.access-board.gov/guidelines-and-standards/ buildings-and-sites/about-the-ada-standards/background/adaag People in wheelchairs must be able access all the primary features of the Plaza. PUBLIC HEALTH AND SAFETY Keep the Plaza free of pests and vectors (vermin and pests like: rodents, birds, mosquitoes, etc.). Comply with all rules and regulations of the City and County Department of Public Health. Adequately maintain all surfaces of the Plaza so they are not hazardous to Plaza users. Notify the City of any accidents or other incidents that have caused or may cause injury to persons or property, if known, occurring at the Plaza and any claim for injury, death, property damage, or theft which may be asserted against Community Partner with respect to the Plaza. MOVABLE FURNITURE Store unsecured furniture and equipment after business hours. If Community Partner is not a business, the hours for unsecured furniture and equipment will be 7:00 a.m. to 10:00 p.m. Keep any furniture such as tables, chairs, and benches clean. Repair and/or replace tables, chairs, and other elements of the Plaza as needed. 16 / LADOT / People St / Plaza Application / Fall 2015

PLAZA CRITERIA AND RESPONSIBILITIES Bradley Avenue Plaza in Pacoima UPKEEP Daily cleaning and emptying of trash receptacles. Sweep out debris in gutters on an as-needed basis to allow proper drainage. Power wash or clean the Plaza surface annually, or as needed. Keep all plants healthy and replace dead plants. Keep the Plaza free of debris and grime. Remove graffiti, as it appears. Maintain any special play equipment or fixtures. Note: Contractor or subcontractor used by Community Partner to manage, operate, and/or maintain the Plaza on the Public Rights-of-Way must be properly licensed pursuant to applicable law. Permittee shall ensure that all contracts, subcontracts, and all employees who perform work for it are trained and experienced. LADOT / People St / Plaza Application / Fall 2015 / 17

PLAZA CRITERIA AND RESPONSIBILITIES Location Criteria SIZE, CLEARANCE, AND ACCESS Plaza areas should be a minimum of 2,000 square feet. Plaza sites must provide adequate clearance for automobiles to turn in and out of nearby driveways and must not limit driveway access. Some sites may not be feasible due to circulation or access requirements Location must also provide alternate access to delivery trucks and sanitation vehicles, and must not interfere with existing public-transit routes. POSTED SPEED LIMIT AND STREET DESIGN Plazas may be located on underused or redundant roadway with a speed limit of 25 MPH. Streets with a speed limit of 30 or 35 MPH may be allowed on a case-by-case basis and require additional LADOT review and approval. COLORED CURB AND PARKING ZONES Plazas may be located along street segments with on-street or metered parking spaces, as approved by LADOT. Plazas can repurpose white or green parking zones, if the adjacent entities agree to repurpose curb. The Community Partner must provide letter(s) of support (page 33) from the entities who are impacted by repurposed white and green parking zones. Plazas may displace yellow or blue parking zones if the Community Partner pays relocation fees. Types of colored curb and parking zones: Metered Parking (Parking meter or pay station) Street Parking (No meters or pay stations, no colored curb) Red Zone (requires LADOT pre-approval; contact LADOT prior to applying) Yellow Curb Zone (Commercial Loading) White Zone (Passenger Loading) Green Zone (Short-term Parking Zones) Blue Zone (Disabled) Bus Zone (requires LADOT pre-approval; contact LADOT prior to applying) 18 / LADOT / People St / Plaza Application / Fall 2015

PUBLIC UTILITIES LADOT will coordinate assessing the proposed site to ensure that a Plaza installation would permit emergency access to utilities such as fire hydrants, public utilities access panels, building standpipes, etc. Some sites may not be feasible due to access requirements. SURROUNDING LAND USES Nearby land uses should include food service, retail, transit facilities, and cultural institutions to support the natural functions of a viable Plaza site. Adjacent businesses or other uses are also key partners to serve as stewards of moveable furniture. PLAZA CRITERIA AND RESPONSIBILITIES Programmed Events and Activities PROGRAM TYPES Public programs and events strengthen the identity of your Plaza and neighborhood. While some events and activities may take place informally, the Community Partner is responsible for organizing and managing routine events as well. The Plaza must be fully accessible to the public during any programmed events and activities. Community Partner s responsibilities include, but are not limited to the following: Free and Open to the Public: Events and activities must be free, open to the public, and are not allowed to generate revenue. Such events could include temporary public art installations or exhibits, farmers markets, movie nights, dances, bicycle-riding and bicycle-repair workshops, music and performance events, etc. The Community Partner may also take suggestions from or collaborate with other entities to organize events that match criteria stated above. Promotions and Concessions: In the future, the City may allow concessions or promotions by private entities on a case-by-case basis, with the Community Partner as the primary point of contact for administering or overseeing these activities. Promotions include activities such as a company handing out samples, promoting products, and services, etc. The Community Partner may regulate promotional activities on a case-by-case basis at their discretion. However, the Plaza must remain publicly accessible at all times. All events or activities for the public by private entities must be reported in advance to LADOT. Any revenue, gifts, or sponsorships received by the Community Partner from the arrangements described shall be used by the Community Partner to fund services for the Plaza. Any revenue in excess of the amount attributable to Plaza services shall be paid to LADOT for future People St projects. Filming: Film L.A. (a private, nonprofit organization that coordinates and processes permits for onlocation production activities) may grant permits to film and television productions, and they must coordinate with the Community Partner on outreach to residents, business, and property owners per current requirements. This is the only case in which a Plaza can be closed or public access can be limited. PLAZA PROGRAM APPLICATION The Community Partner will serve as primary point of contact and coordinator for any groups or organizations conducting programmed events and activities in the Plaza (except for filming, which is coordinated via FilmLA.com). The Community Partner must notify residents, businesses, and property owners to make sure they are aware of the activities and respond to any complaints or concerns. Some events and activities could necessitate deployment of city services, requiring special permitting outside of the People St program. APPLICATION PROCESS 8 Pre-installation public life survey The Community Partner will assist LADOT in collecting baseline information on the site, including levels of pedestrian and bicycle activity, patronage of local business, and public opinion of the proposed project. 9 Schematic design developed by LADOT LADOT develops a schematic design based on the Community Partner s preferred design menu selection. The Community Partner may review and comment. 10 11 City issues MOU to applicant Final design developed by LADOT LADOT and Community Partner meet to sign People St Plaza MOU. It will include the location, effective and sunset dates of the agreement, all street closure, parking zone, and other related changes with regard to street configuration. LADOT develops construction drawings and an installation timeline. 12 Letter of approval & approval package sent Along with a letter of approval, the applicant will receive an approval package. This package will contain all necessary legal documentation including the People St Plaza MOU, proof of insurance, and any engineering permits. The package will also include procedural instructions to follow in the event of damage to the Plaza, emergency, and public outreach for site programming. APPLICATION PROCESS Active Lifetime & Maintenance 17 Applicant maintains Plaza Applicant performs everyday maintenance of Plaza including daily cleaning and emptying of trash receptacles, sweeping, power washing and cleaning the Plaza surface annually, or as needed, maintaining plants, and removing graffiti, as it appears. 18 Applicant renews MOU Site evaluations will be conducted routinely by LADOT to assess considerations such as material stability and drainage, overall maintenance standing, and stewardship. Community Partners that demonstrate outstanding partnership with LADOT, compliance with the requirements stated in the People St Plaza MOU, proficient organizational capacity and maintenance, ability to activate the site through dynamic programming opportunities, hold good community standing, and maintain a site that has not been the recipient of a large number of complaints will be considered for MOU renewal at the end of 12 months. 19 Post-installation public life survey The Community Partner will assist LADOT in collecting information at the site, including levels of pedestrian and bicycling activity, patronage of local business, and public opinion on the completed project. The City of Los Angeles is committed to understanding and reporting on how projects have economic and social impact in neighborhoods and districts. By using established metrics that illuminate how new public spaces like Plazas, Parklets, and Bicycle Corrals influence life on the street, we can track trends over time, evaluate project success, and inform future program direction. Methodical observations and data gathering at a site both before and after installation help in understanding the potential impacts. You may be asked to respond to or assist with other City-issued surveys and studies. Renewal or Removal 19 Complaints & violations The public may file complaints directly with LADOT concerning the Plaza via email at peoplest@lacity.org. These complaints will be communicated to the Community Partner. If necessary, LADOT may amend the People St Plaza MOU with additional operations requirements, design modifications, or other measures to address the complaints. LADOT will issue a written Notice of Violation if the Community Partner is found in violation of Operating and Maintenance Standards outlined in the MOU. The Community Partner must correct the violation within 30 days, or LADOT may issue a Notice of Reversal. APPLICATION PROCESS 20 Removal LADOT will be responsible for removing the Plaza, but in the event a Performance Bond is taken out by the Community Partner, it will be applied to the costs of removal. If the Community Partner fails to remove approved furnishings or other elements from the Plaza area, the City will do so at the expense of the Community Partner. LADOT may also issue a Notice of Reversal if the Community Partner: does not correct violations of Operating and Maintenance Standards outlined in the MOU; does not successfully resolve complaints received by LADOT; lapses general liability Insurance; does not renew their MOU annually; and/or any other reason at the discretion of LADOT. Information on the location of installed pilot projects is on the People St website (peoplest.lacity.org). Consider taking a group of interested potential project partners on a People St Pilot Project tour, perhaps by bike, transit, or carpooling. Review site location criteria carefully. This Plaza Application Manual outlines safety and design considerations required by the City of Los Angeles for determining if a potential site is appropriate and allowable for a Plaza. Prospective Community Partners are strongly encouraged to confirm initial site location feasibility with People St staff before proceeding on to the next steps of building support and starting the application process. Contacting your local Council District office and Neighborhood Council are great ways to start building a coalition of support. Reach out to the adjacent property owners, business operators, and residents to familiarize them with the proposed Plaza to help get the ball rolling. Prospective Community Partners may wish to get an early start with generating funds for project materials and long-term maintenance. A great place to start is by contacting your local Council Office for ideas or by studying up on the People St projects already implemented. Information on partners involved in existing projects can be found on our website. STEP 4: RUN IDEAS BY US Think you are ready to start your application? Ask your Council Office, community stakeholders, and volunteer collaborating organizations for these important documents as early as possible. You may wish to show a draft application package to your Council Office when soliciting their letter of support. Seek the guidance and assistance of qualified design professionals. Professionals can lend their skills to help you develop your project or produce required Plaza application documents. Form a project team and secure partnerships. Plaza costs and responsibilities can be supplemented by commitments from local stakeholders. Submit letters from individuals or organizations willing to pitch in. Share information. Application Selection Criteria 40% ORGANIZATIONAL CAPACITY Applicants should have the good financial standing, organizational skills, capacity, and initiative to facilitate community outreach, execute design and furniture procurement, conduct comprehensive maintenance of the site, and creatively develop programming ideas. Applicants with a demonstrated history of community investment and stewardship are ideal. Applicants with previous maintenance experience and demonstrated capacity for maintenance will be regarded favorably. 15% SITE LOCATION The applicant must provide an existing-conditions site plan showing the proposed site. The plan can be drawn by hand or by computer and does not need to show final design concepts. An example of an Existing-Conditions Site Plan can be found on pages 40-41 in this document. PLAZA INITIAL APPLICATION 15% SITE CONTEXT The proposed site should be fronted by commercial businesses, be adjacent to pedestrian and/or bicyclist activity, and have surrounding uses that attract people to the site. The proposed site should be demonstrated to be underused. 15% COMMUNITY SUPPORT The applicant must demonstrate potential or pre-existing community support for the proposed Plaza. Required documentation and an example of a letter or support can be found on pages 38-39. 15% ACCESS Proposed sites located in areas that lack access to existing public open space (parks, Plazas, gathering places within half a mile) are preferred. PLAZA INITIAL APPLICATION 2 Proof of Community Outreach and Support Applicants must speak with each site-adjacent business as well as fronting property owners about their intent to apply. Applicants are also encouraged, but not required, to inform local community groups and/or business organizations. A minimum of five letters of support are required for applications. If submitting electronically, scan and upload as individual PDF documents, or submit original hardcopies. A letter of support must come from the local Council District Office. Letters of support are also required from nearby entities associated with white, green, yellow, or blue curb color zones if the proposal involves relocation of those zones. Letter(s) of support from adjacent property owner(s) and/or others directly impacted by or fronting the Plaza. Applicants are required to present their proposed People St project at a local Neighborhood Council meeting. Neighborhood Council meetings occur monthly and applicant presentations should be scheduled well in advance of application deadline.
