Enhanced Curtailment Calculator Task Force Charter Establishment and Authority The Enhanced Curtailment Calculator (ECC) Task Force (ECCTF) is a member task force established by the Peak Member Advisory Committee (MAC). Purpose and Responsibilities The ECCTF will: a. Conduct meetings in an open and transparent manner. ECCTF meeting notifications and times will be published in advance as practicable, on the Peak ECC Project ( Project ) page so interested stakeholders may attend the public meetings. b. Review and provide subject matter expertise to Project work products developed by Peak including, but not limited to, scope, proposed project phases, timelines, specifications (functional and detailed designs), data requests, BA/TOP/Generator requirements, test plans (to ensure inclusion of stakeholders), and implementation plans. c. Provide recommendations, advice and suggestions to Peak regarding applicable policies, business practices, and tools which have a direct impact on the Project work products. d. Assist Peak in addressing stakeholder issues, communications, comments, and suggestions. e. Provide Project updates to relevant industry stakeholder groups such as Western Electricity Coordinating Council (WECC) committees and subcommittees in order to coordinate on relevant policies that impact Project deliverables. f. Provide its independent update on the status of the Project to Peak MAC and, as needed, Peak Board. The updates will also include any recommendations or suggestions submitted to Peak regarding the review of Project work products. g. Meet as a task force until the Project is implemented and provide a final report to Peak MAC after implementation. After all phases have been implemented the ECCTF will be retired.

Committee Composition and Governance 1. Membership a. The ECCTF will be composed of members nominated by Peak MAC, or by entities that are either Peak members, WECC members, regulators or other interested stakeholders. b. The task force members will be chosen by the Chair from the nominations put forth, and will strive for regional diversification in its composition. c. The task force will strive for a total of ten (10) members, excluding the Chair, including: o Four (4) members from the Peak Reliability membership, o Two (2) members from sub-regional imbalance efforts in the Western Interconnection, o Two (2) members from the WECC Market Interface Committee (MIC), and o Two (2) members from the WECC Operating Committee (OC). 2. Leadership a. The Chair will be appointed by the Peak MAC. b. The Vice-Chair and Secretary of the ECCTF will be selected by the members of the ECCTF. 3. ECCTF Meetings a. The ECCTF will coordinate with Peak staff regarding the times and locations of task force meetings. Meetings of the ECCTF may be in person or by electronic means. b. The ECCTF meetings may be conducted separately from Peak Project meetings. Reporting The ECCTF shall report to the Peak MAC on its activities and any recommendations. Review and Changes to the Charter The ECCTF will review this charter annually and recommend changes as needed.

Background In 2011, the MIC and the OC produced an initial statement that led to the creation of the ECC Task Force to further explore and develop the ECC proposal. The MIC and OC statement is as follows: The Enhanced Curtailment Calculator (ECC) is a tool that is being proposed to calculate and disseminate curtailment responsibility electronically when requested by the transmission provider or the reliability coordinator. The tool would operate similar in function to websas, with several enhancements in calculation methodology. Additionally, the ECC would be more broadly applied to grid elements nominated by transmission providers or the reliability coordinator than websas. The ECC will also provide curtailment responsibility for native/network or untagged flow impacts calculations which are not provided through websas. These added features will facilitate pro forma tariff compliance by transmission providers to perform pro rata curtailment calculations based on transmission service curtailment priority. Should WECC members choose to establish an Energy Imbalance Market (EIM) the ECC tool functionality will be further expanded to input information into the EIM and support market settlement calculations. To provide clarity to the ECC project, its scope, and potential member benefits; the development of tool specifications, discussion, and coordination are needed by subject matter experts. To that end we recommend that the Operations Committee and the Market Interface Committee establish a joint task force to further explore and develop the ECC proposal. The goal of the task force will be increased system consistency and reliability as the primary objective. If the ECC project is implemented the task force may become a Work Group and roles would need to be re-evaluated. The project was moved to the purview of the Reliability Coordinator (RC) in November 2012 as an RC project, and the ECCTF was reconstituted into the ECC Advisory Committee. The purpose of the ECCAC was to provide subject matter expertise and advice to the RC and stakeholders on the development of the proposed Enhanced Curtailment Calculator, and to ensure that processes associated with the ECC tool are communicated to stakeholders.

After eighteen (18) months of outreach and input from stakeholders and members, the Western Electricity Coordinating Council (WECC) Board of Directors approved a resolution, in December 2013, to complete the bifurcation of WECC into a Regional Entity (WECC) and an RC Peak Reliability (Peak) entity. On February 12, 2014, the Federal Energy Regulatory Commission (FERC) issued its final Order approving the bifurcation of WECC. Peak is registered for, and fulfills the duties of, the RC and the Interchange Authority (IA), as defined by the North American Electric Reliability Corporation (NERC), and agreed upon by FERC, for Peak s RC Area in the Western Interconnection. The Enhanced Curtailment Calculator Task Force (ECCTF) was established by the Peak Members Advisory Committee (MAC) on June 4th, 2014. A motion was made, discussed, amended, seconded, and carried as follows: moved that the Peak MAC form an ECC task force, that Mr. Hundal be designated as chair of the task force, that the task force be charged with bringing a charter to the MAC by the next MAC conference call in July, that said charter include a sunset provision and address membership.
