It also offer academic programmes in Tamil Language, literature and culture for audit or credit and to award appropriate Certificate/Diploma/Degree through Tamil University, Thanjavur on completion of prescribed requirements. 3. Bidders may provide any concessional offers for education and government departments if any. 4. The total cost including applicable Local Taxes and including all other duties and charges (Such as Excise Duty, Customs Duty, Installation Charges etc.).
INSTRUCTION TO BIDDERS 1.0 Sealed Tenders are invited to supply and commissioning as per the specifications so as to reach The Director, Tamil Virtual Academy, Anna University Campus, Gandhi Mandapam Road, (Near Govt Data Centre) Guindy, Chennai 600 025 (not later than 16:30hrs on 27.01.2016). 2.0 Bid Qualifying Requirement: Companies / persons with previous experience of track record should alone quote. 3.0 Tender should be sent as Detailed below: Competitors shall note and abide by the following instructions carefully:- 3.1. The bidders are requested to submit their bids in envelope on or before 27.01.2016 at 16:30hrs. A tender should contain: a) Price Bids (Inclusive of all Taxes). b) Technical Specifications. c) Any other information called for in the specification. 3.2 Envelope should be sealed, super scribed and addressed to The Director, Tamil Virtual Academy, Anna University Campus, Gandhi Mandapam Road, (Near Govt Data Centre) Guindy, Chennai 600 025. 3.3 No tender given in person or received by post shall be entertained after the notified time and date for the receipt of the tender. If tenders presented in person should be handed over to The Director by Personal Assistant. 3.4 The opening of sealed tenders shall be on 27.01.2016 at 17.00 hrs in the presence of eligible bidders. 4.0 Validity of Tender: a. All the tenders of the offers shall be valid only for a period of 3 months (Ninety Days) from the date of opening of sealed tenders. The offer of validity of the tenderers should not be entertained 5.0 Rejection of Tenders: 5.1. Tender shall be SUMMARILY rejected if (a) not satisfying Bid Qualification Requirements after opening of the financial bid (price bid).
5.2. Tender is LIABLE to be rejected, if it is: (a) not covering the supply of equipments/materials with all Accessories. (b) with validity period differ in the specification (d) not properly signed by the tenderer. (e) received from a tenderer who is in Government Service. (g) from any black listed Firm or Contractor. (h) received by Telex/Telegram / E-Mail (i) from a tenderer whose past performance/vendor rating is not satisfactory. (k) received after the expiry of the due date and time. 6.0 Delivery: The successful tenderers should supply, install and test the above said software within one month (thirty days) from the date of receipt of work order from TAMIL VIRTUAL ACADEMY. The delivery so specified should be guaranteed by the tenderers under liquidated damages clause. Any other delivery period offered or requested in the tender is liable for rejection. 7.0 Payment Terms and Conditions: 7.1 10% Nationalised Bank guarantee of the total work order should be submitted to Tamil Virtual Academy after completion of work 7.2. If failed to submit the 10% Nationalised Bank Guarantee, 10% of payment will be retained from the Purchase Order / Invoice 7.3 100% Payment will be given only after supply, installation, testing and commissioning of the above said Software s. 8.0 Liquidated Damages and Penalty: The delivery as specified should be guaranteed by the supplier under the liquidated damages given below: If the tenderer fails to complete the work within the time specified in the contract, TVA shall recover from the tenderer as liquidated damages, a sum in the ratio of HALF PERCENT (0.5%) of the offer price of the total work order value for each full or partial week of delay. The amount of LD as per terms of contract shall be recovered from the tenderer and deducted from the respective bills itself for the delayed supply or delayed execution and delayed completion of works. The offer and acceptance are clear and specific as above said clauses. 9.0 Support Clause a) All the Tendered items should be supplied to Tamil Virtual Academy with media and License, free from breakages, malfunctions, breakdowns or manufacturing
defects. If any of the items are found defective / transit damage occurred at the time of supply or within one month from the date of installation, the items in full should be replaced. b) During the warranty period, the complaints received from Tamil Virtual Academy should be attended as below. i) If the complaint is received during the forenoon (up to 2 PM), the complaint should be attended on the same day. ii) If the complaint is received during the afternoon (after 2 PM), the complaint should be attended on the next day. If next day is the declared Holiday, the complaint should be attended in the next working day under normal circumstances. In emergency situations or urgent requirement of the customer, the complaint should be attended within 2 hours on the same day. c) All the complaints should be attended from the nearest service centres.
